About this file
This file is a questions and answers document issued by the Virginia Department of Transportation (VDOT) regarding Invitation for Bids (IFB) #161253 for custodial services at the Salem Traffic Operations Center (TOC) located at 1596 Deborah Lane, Salem, VA 24153. The solicitation addresses qualified firms to provide custodial services for the facility. A mandatory, in-person pre-bid conference is scheduled for October 20, 2026, at 10:00 AM EDT at the TOC location. Attendance at this conference is a prerequisite for bid submission, and only bidders represented at the conference will be considered eligible to submit bids. Attendance will be documented through signatures on an attendance roster, and no attendees will be admitted after 10:05 AM EDT. All attendees must sign in at the security desk with photo identification issued by a state or federal entity (such as a current driver's license or passport) and sign out before departing. Prospective bidders should bring their own copy of the solicitation materials.
The document clarifies that while a prime contractor may utilize an experienced custodial subcontractor to satisfy experience requirements, the prime contractor remains fully liable and responsible for all work performed. Bidders may submit references for work performed by proposed subcontractors to satisfy reference requirements, provided they are clearly identified as subcontractor references. A subcontractor representative may attend the pre-bid conference; however, a representative of the bidder is required to attend. Any subcontracting must receive prior written consent from the purchasing agency, and contractor qualifications and experience documentation should be submitted on Attachment B along with a list of at least three references using Attachment D.
