About this file
This is a Project Manual Volume 2 for an Invitation for Bid (IFB #161072) issued by the Virginia Department of Transportation for the Montvale AHQ Phase III - Equipment Storage Building, a construction project located in Forest, Virginia. The project involves construction of approximately 7,080 square feet of equipment storage building including site demolition, site development, utilities, foundations, building envelope, interior finishes, HVAC systems, lighting, grounding, and electrical power. The project manual serves as Volume 2 of the construction specifications and includes detailed technical requirements for multiple building systems and components organized by construction divisions, including gypsum board finishes, exterior and interior painting, fire extinguishers, water distribution piping, sanitary sewers, waste and vent piping, HVAC equipment and supports, equipment identification, and associated materials and installation procedures. The document was prepared by Virginia A&E with project number 24100 and establishes the technical standards and performance requirements that contractors must meet during construction.
The specifications encompass comprehensive requirements for material selection, product quality, installation methods, and field quality control across all building trades. Manufacturers and suppliers are identified for major components including paint, fire extinguishers, valves, pipes, fittings, HVAC equipment, and motors, with preference given to products from listed manufacturers subject to compliance with project requirements. Key specifications establish standards such as maximum moisture content for substrates before painting, hydrostatic testing requirements for plumbing systems, minimum clearances and slopes for drainage piping, hanger and support specifications for HVAC systems, and labeling and identification protocols. The manual references related documents including general contract provisions, supplementary conditions, and Division 01 specification sections, as well as industry standards such as ASTM, NFPA, AWWA, NSF, and MPI standards. Installation requirements emphasize proper handling, storage, protection during construction, coordination with other trades, and compliance with local authority regulations and Virginia Department of Transportation standards throughout the project execution.
