SUMMARY OF CHANGES

The solicitation is hereby amended to address the following:

1. Respond to Pre-Qualification Inquiries (PPI) received in addressing the RFQ package.

PPI RESPONSE:

INQUIRY 0001:

The RFP has a statement which reads “Supplementary information shall not exceed five (5) 8.5” x 11” pages. A typical SF 330 form consists of;

1 Page Part I, SF 330 1 Page Part D, Organization Chart 5-10 Pages Part E, Key Personnel Resumes 10 Pages Part F, 10 Example Projects 1 Page Part G, Personnel by Project 1-5 Pages Part H, Additional Info 1 Page Part II, SF 330 for Prime 2-5 Pages Part II, SF 330 for all Consultants

Based on the above, a standard SF 330 can range from 20 to 34 pages depending upon the number of resumes, consultants and etc. The RFP stated the “supplementary information shall not exceed five (5) pages”. Can you please confirm what is considered Supplementary information? Or is there a total page limit for the entire SF 330?

ANSWER PROVIDED:

Standard Form 330, Part I is used by all Executive agencies to obtain information from architect-engineer firms interested in a particular project. The information on the form is reviewed by a selection panel composed of professional people and assists the panel in selecting the most qualified architect-engineer firm to perform the specific project. The form is designed to provide a uniform method for architect-engineer firms to submit information on experience, personnel, and capabilities of the architect-engineer firm to perform along with information on the consultants they expect to collaborate with on the specific project.

Standard Form 330, Part II is used by all Executive agencies to obtain general uniform information about a firm's experience in architect-engineering projects. Architect-engineer firms are encouraged to update the form annually. The information obtained on this form is used to determine if a firm should be solicited for architect-engineer projects.

INQUIRY 0002:

The solicitation limits the SF330 Section H Supplementary Information to 5 pages. In order to completely respond to the 6 criteria items we would ask that you consider increasing the Section H page count to between 8 to 10 pages.

ANSWER PROVIDED:

The subject RFQ is hereby amended to read as follows:

All interested firms are required to submit one (1) copies of a recently completed Standard Form (SF) 330, Architect-Engineer Qualifications, which are due to the Contracting Officer no later 1300 (1 P.M.) Pacific Time on 03 April 2017. Photocopies are acceptable. When completing your SF330, be sure to include information on the team you will be using for this contract, including key personnel of subs and consultants. A fillable-PDF version of the SF330 is an attachment to this Notice. A link to download this form is visible on the right-hand side of the webpage where you are

SF30 Continuation of Block Narrative 2 2Page of viewing this Notice. A cover letter, on the Respondents stationary (provided it is of a paper color that can be copied or scanned and remain readable) or otherwise identified, may be submitted that is no more than two (2) pages in length. You may submit supplementary information that illustrates your firm’s ability to meet the evaluation criteria listed below. SF 30 PARTs I & II; shall not exceed a combined total of fifty (50) 8.5”x11” pages.

INQUIRY 0003:

Does the limitation of 5 pages of the supplementary information apply to Section H of the SF330 where we would normally provide answers to the specific criteria?

ANSWER PROVIDED:

Please see response provided above, for Inquiry 0002.

All other terms and conditions remain unchanged. The proposal due date IS EXTENDED as a result of this Amendment to 6 April 2017 at 1300 Pacific Time. .
