The procurement solicits qualified contractors to provide on-call, as-needed manicured mowing services including equipment, labor, supervision, and materials for landscape maintenance activities such as mowing, weed control, trimming, edging, litter removal, vegetation debris removal, and cleaning of gutter pans, bike paths, curbs, concrete islands, and sidewalks. The scope is divided into three separate lots covering approximately 12.94 acres in Caroline County, 88.641 acres in Spotsylvania County, and 45.03 acres in Stafford County per mowing cycle, with work to be completed within 18 business days per county per cycle during the April through October mowing season. An optional pre-bid conference was scheduled for April 21, 2026, at 11:00 AM EST; the question submission deadline was 5:00 AM EST on April 30, 2026; bids were due at 10:00 AM EST on May 5, 2026; and a virtual public bid opening was scheduled for 10:00 AM EST on May 6, 2026. The contract period runs one year from the date of award with four optional consecutive one-year renewal terms.
Bidders must submit fixed per-acre pricing regardless of vegetation height or level of effort, with payment made within 30 days of invoice receipt and verification of satisfactory work completion. Qualified contractors must possess a minimum of two commercial zero-turn mowers and two walk-behind mowers per lot, complete work zone traffic control training prior to bid submission, assign a contract representative and on-site supervisor capable of communicating in English, and maintain specified insurance coverage including workers' compensation, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit. Bidders must submit at least three references for similar services. If not a DSBSD-certified small business, a Small Business Subcontracting Plan demonstrating plans to utilize DSBSD-certified small businesses for at least 42 percent of the Commonwealth's purchases must be submitted with the bid. Prevailing wage rates apply and vary by county and job classification. Contractors must comply with Virginia Code Red Ozone Day regulations, which mandate suspension of gasoline and diesel-powered equipment on predicted Code Red Ozone Days in designated Virginia counties during the ozone season running May through September. All bids must be submitted electronically through eVA, and vendor transaction fees of 1 percent, capped at $500 for small businesses or $1,500 for other businesses, will be assessed per purchase order issued. VDOT reserves the right to increase, decrease, or eliminate quantities at its sole discretion, with no minimum quantities guaranteed to any awarded contractor.

QUESTION & ANSWER
IFB 160856
QUESTION: How many signs do I need for the work zone? From the photo it looks like every road and every road coming into the work zone needs signs. Is that correct?
ANSWER: All streets have to have signage and the side streets as well. VDOT can’t advise how many signs they have to have as all routes are different.
