TULSA RFP QUESTIONS

# RFP Section Responding Office Question Response

1 B OJC OA Arrival Goals. Section B (page 8) identifies the arrival of 367 students into the Job Corps program annually. Section F (page 22) identifies goals of 509 arrivals for the Tulsa Center and 72 arrivals for Talking Leaves, for a total of 581 arrivals per year. Please clarify the number of minimum annual arrivals anticipated for this procurement. Section C.2 of the RFP is correct: 510 Arrivals to Tulsa and 72 Arrivals to Talking Leaves per the NEAP.

2 C OJC Section C. Career Technical Training Offerings (Page 16): Please identify the CTT trade offerings for the OTP programs in Advanced Manufacturing, Finance & Business and Health Care. Section C.2, there are no off-center training slots at Tulsa. The RFP provides OTP (Other Training Provider) programs for: Advanced Manufactuing of 15 Slots; Finance & Business of 2 Slots; and Health Care of 8 Slots on the Tulsa center.

3 C OJC Section C. Career Technical Training Offerings (Page 16): Are the OTP programs considered full-time or part-time training slots? Section C.2 of the RFP for the OTP programs are full-time training slots

4 A OJC The RFP lists this acquisition as a 100% HUBZone set aside. Please clarify if the Tulsa JCC is currently considered a “high performing center” for the purposes of this procurement as defined in WIOA Section 147 No, Tulsa is not considerded a high performing center.

5 A OJC If Tulsa is considered a “high performing center” for the purposes of this procurement, please provide the reports and date range used to make the determination. No, Tulsa is not considerded a high performing center.

6 C OJC The fourth paragraph states the contractor must “ensure the arrival of 367 students annually into the program.” This number does not match the NEAP or the deliverables stated in Section F.5 p.22. Please clarify. Section C.2 of the RFP is correct: 510 Arrival to Tulsa and 72 Arrival to Talking Leaves per the NEAP.

7 C OJC Please confirm that the only recruitment zone assigned to this contract is OKRZ03. It is not directly stated in the RFP. Yes, this is the correct recruitment zone

8 C OJC Please confirm that ACT is 5 full time training slots. Yes, the ACT for 5 Slots is Full Time

9 C OJC There are no Off Center/Other Training Slots listed on Tulsa’s current CTT-10. Please confirm the OTP slots in the RFP are correct as stated and are new trades for this procurement. Section C.2, there are no off-center training slots at Tulsa. The RFP provides OTP (Other Training Provider) programs for: Advanced Manufactuing of 15 Slots; Finance & Business of 2 Slots; and Health Care of 8 Slots on the Tulsa center.

10 C OJC Do OTP slots represent one full-time student each? The 15 OTP slots for Advanced Manufacturing would seem to indicate full time slots since the slot count is an odd number. Please clarify. Section C.2 of the RFP for the OTP programs are full-time training slots

11 n/a OJC Please confirm if the Tulsa center is currently accredited by a regional accrediting body. Tulsa JCC is a Member School accredited through the Oklahoma State Department of Education as a part of the Oklahoma Job Corps Academy: NCA_CASI. https://www.opsac.org/member-schools.html

12 n/a OJC Please confirm if the Tulsa center is state approved as a driver education school. The Tulsa Job Corps Center performs classroom training and behind the wheel driving. Students are taken to the DVM for approved driver's license.

13 C OJC The annual arrival goal of 509 for Tulsa does not match the current NEAP which lists 510. Please clarify which is correct. Section C.2 of the RFP, is correct for 510 Arrivals to Tulsa and 72 Arrivals to Talking Leaves per the NEAP.

14 C OJC The stated arrival goal does not seem to conform to the Government’s typical calculation method. Based on an OBS of 235, an arrival goal of 509 would equate to an average WTR of 4.2%. This is excessive considering Tulsa’s average WTR experienced from the last 3 PY’s or the average prior to COVID was much lower. Please confirm the stated Goal is correct. Section C.2 of the RFP, is correct for 510 Arrivals to Tulsa and 72 Arrivals to Talking Leaves per the NEAP.

15 n/a OJC Please confirm if a GSA vehicle is currently outfitted for, and used for driver’s ed training. Yes, the Tulsa JCC uses a GSA vehicle for driver's education training

17 J OJC There are numerous deficiencies listed for major systems throughout the Facility Survey. Can the Government provide a general update on the status of repairs? For example, were the dorm windows replaced, bathrooms repaired, or any other major improvements made since the facility survey? The 2018 Facility Survey report is the most recent to address center repairs and/or improvements

18 J OJC Please clarify if National Project 3627 regarding HVAC and 3626 regarding the dorm sprinkler system have been completed. No. The center HVAC system and dorm sprinkler system are still in-process for funding.

19 J OJC Please clarify if the indicated automatic security gate has been installed. The center security gate is automatic and functional

20 J OJC Please confirm if the current center camera and video monitoring system is fully operational. Yes, the center's camera and video monitoring system are fully functional

21 n/a OJC Is the Tulsa center on a bus route? Yes, the Tulsa JCC is on a bus route.

22 C OJC The Career Technical Training Offerings on Page 16 include 25 slots for OTP. In order to avoid any disruption to enrolled students, please clarify who is providing these OTP services for Tulsa students. A list of OTP providers is attached to this amendment.

23 F OJC 1. Under F.5 Deliverables, should offerors plan for the 72 annual arrivals to the Talking Leaves JCC to be removed from Tulsa Center goals at any designated point in the future? No. Section C.2 of the RFP, is correct for 510 Arrivals to Tulsa and 72 Arrivals to Talking Leaves per the NEAP.

24 OJC 1. The Facility Survey Volume 2 identifies several facility concerns. Are there any facility related issues that will need to be addressed through the use of center operational funds? The center HVAC system and dorm sprinkler system are still in-process for funding.

25 J OJC The contractor is requested to provide basic health care, counseling, and other support services as required by the ePRH. Are all these same services expected given the current Covid-19 pandemic and remote learning environment? Or are these services going to be modified given the remote learning status of JCC students? If there are changes, will the government provide further details of what those expectations will be? The services shall be provided in accordance with the ePRH.

26 C OJC Please re-verify OTP offerings for the Tulsa Job Corps Center. Section C.2, there are no off-center training slots at Tulsa. The RFP provides OTP (Other Training Provider) programs for: Advanced Manufactuing of 15 Slots; Finance & Business of 2 Slots; and Health Care of 8 Slots on the Tulsa center.

27 C OJC Are there any pending CTT changes? No

28 C OJC Section C.2 of the RFP indicates arrival of a minimum of 367 students annually. However, the table on page 22 lists annual arrivals for Tulsa at 509 and Talking Leaves at 72 for a total of 581. Please specify the expected annual arrivals. The correct figures are 510 Arrival to Tulsa and 72 Arrival to Talking Leaves per the NEAP.

29 C OJC With the current COVID-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after 3-month grace period? And if not, how does the government expect to adjust monthly price given the current situation? 100% OBS is still the expectation after the 3-month grace period.

30 J OJC The Existing Site Plan map in the Facility Survey Part 2 page 8 is of the Long Beach Job Corps Center. 36 J-9 OJC Is there a more current Facility Survey available? If so, please amend. The 2018 Facility Survey report is the most recent to address center repairs and/or improvements

37 J-9 OJC Have the recommended National and Regional projects (i.e., dorm windows, fire suppression system, HVAC, Building A basement, etc.) been completed? The center HVAC system and dorm sprinkler system are still in-process for funding.

TULSA RFP QUESTIONS

# RFP Section Responding Office Question Response

3 JCAS Please confirm that attachment J-8 is not required to be submitted as the information would not be determinable at the time of the proposal. This is correct.

4 JCAS J-28: There appears to be formula challenges for NTC and Medical subcontracts. Additionally, OA/CTS is listed in 2 tabs. Do offerors have the ability to make minor changes to the J-28 form to address these challenges? A revised J-28 is included in this amendment

5 JCAS Section L.7, Proposal Content (Page 84): Several SCA wages are significantly below the $15 minimum wage for federal contractors. Please confirm the offeror should utilize the SCA wages below EO14026 for proposed SCA wages. The revised SCA wage determinations are included in this amendment

13 G OJC Please clarify if the government intends to apply a financial penalty associated with staff vacancies during the period of contract performance. The government will use the 2110 report to monitor vacancy rate, staffing levels and payment of competitive wages. Introduction

Instructions for Completing the Staff Compensation Chart

The following staff compensation chart shall be completed. The number of staff in each function shall be shown on this chart. The estimated average salary of each staff position shall be shown. Each contractor has its own manner of organizing its staff; however, for the purposes of this proposal, follow the outline of this Staff compensation chart.

Different contractors have different position titles for similar functions. However, for purposes of evaluation, offerors may not change position titles in column 1. Where offeror’s position titles differ, actual titles should be entered in the “Remarks” column. The Staffing Chart describes functions. In the event that a position is so unique that it does not fit any title on the chart, place the position in the appropriate place on the chart.

Subcontractor staff must be reported. Therefore, if a subcontractor has deemed their salary information proprietary, they may submit this information directly to the Contracting Officer at the email address identified for receipt of proposals. The subcontractor must clearly identify which prime contractor's proposal their submission is associated with.

DOL recognizes that at the time of proposal submission, offerors would not have made firm offers of employment to individuals that therefore, the salary information provided in this tool may be an estimate of the competitive salary that the offeror anticiaptes for a position(s).

Definitions.

1. Standard Position Title

2. The number of staff at each position title. If none are proposed, leave the line blank. If one person performs more than one function or one person performs the same function in two or more different functional areas, show the allocation of that person's time as a decimal (e.g., .5) allocation to the proper line.

3. If a position is subcontracted, show the number in the appropriate column.

4. Remarks. The center title, if different from the title shown in the left-hand column, and any comments you wish to make.

5. Proposed Salary should be the annual salary estimated for this position title.

6. Fringe benefit percentage should be listed for each position title and the offeror can use it's average fring benefit percentage, rather than the actual percentage for each position.

7. Proposed Salary Source/Justification should be the source used to support the annual salary estimate.
