RFP 1605JW-21-R-00007 Excelsior Springs JCC Questions for Clarification - JCAS

Solicitation Section (when cited by contractor) Question(s) Answer(s)

I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If this is a follow-on requirement, could you please provide the previous contract or task order number?

Yes, there is a contractor currently performing these services, and this is a follow-on requirement to Contract #1630J5-18-C-0010.

Please confirm that the Wage Comparability Tool is to be submitted on the 10th of every month in lieu of the 2110S in FMS.

Yes, the Wage Comparability Tool is to be submitted by the 10th of each month; it is to be used in lieu of the 2110S for all firm, fixed-price contracts.

Page 16 Objective The Facility Survey indicates that Wellness Services are only offered at the main campus. Please confirm that Swope Site non-residential students would need to be transported to the main campus for PRH-required wellness services.

The Satellite location is closed.

Page 17 Please provide the nonresidential student OBS for the satellite campus at 2401 Swope Parkway, Kansas City, MO. The Satellite location is closed.

The non-residential OBS is listed in Section B.1 and Section C.2.C. of the solicitation.

Page 18 Please identify the Career Technical Training offerings and number of training slots for each of the programs offered at the SWOPE Site.

All training slots are at the main campus - the Satellite location is closed.

Page 18 Please confirm that the 50 slots for the TCU Advanced Training are full time slots. The TCU Advanced Training slots are not full time slots.

Page 18 Please provide the Staffing (FTE levels) for each of the National Training Contractor (NTCs) providers. This information is proprietary.

Page 17 -18 Is the operator responsible for transportation for non-residential participants at the Swope Site? The Satellite location is closed.

Attachment J-1 Please confirm that the duplicated CLIN 0010 on the Evaluated Tab should be CLIN 0005.

Yes, the duplicate CLIN 0010 on the Evaluation Tab should be CLIN 0005 - Career Transition Services. Attachment J-1 is revised and attached with Amendment 0001.

J-9 Facility Survey The Facility Survey indicates that there is not a kitchen at the Swope Site. Please provide the estimated number of meals that should be prepared for SWOPE participants on a daily basis.

Satellite location is closed.

J-9 Facility Survey

The 2019 Facility Planning Report states” The Swope leased facility is in poor condition due to numerous issues related to infrastructure systems, interior and exterior conditions. The building does not have a functioning cafeteria and wellness services are only offered on the main campus”. Have the identified serious issues at the Swope Site been repaired?

Satellite locations is closed.

J-9 Facility Survey Please provide an update on the two National Projects (HazMat Abatement, Structural Repairs) identified in the 2019 Facility Survey.

3737 – This was the project for Roosevelt, Admin and the Social Hall (12, 13, and 14) for the structural and ancillary needs. This included a variety of things including some gutter/downspout work, etc. This project was with R&B Construction and was completed in 2019.

3984 – This is the current Hazmat/Abatement project for Roosevelt, Admin and the Social Hall (12, 13, and 14).

They have completed Roosevelt and have done work to a point in the Social Hall. As there is water intrusion in a few areas, they had to stop at the Social Hall and are in the process of trying to get an approved plan to resolve those matters. In the meantime, they did a substantial completion walkthrough for the work completed thus far and then moved all from the Administration Building to the Social Hall. They are in the process of completing the Administration building. There is one RFP open on the project, but once that is approved, they should be able to complete in Admin within a few weeks. Then they will move us back to Admin and continue working on the Social Hall to complete that project (again assuming the plan for the Social Hall is approved). This project is being completed by AMES.

Attachment J-12 Please confirm utility consumption costs for the Swope building are included in the J- 12 attachment, “Utilities Summary”. Satellite location is closed.

Attachment J-28 Please provide a copy of attachment J-28, Staff Compensation Plan. The Staff Compensation Plan (Attachment J-28) has been included in Amendment 0001.

Page 51 H.25 Adherence to Lease Agreements Please provide a copy of the executed lease agreement. Satellite location is closed.

The NEAP map includes a total of 11 Local Workforce Development Areas (LWDAs) in the Excelsior Springs OA recruitment zone. The Central Region and Jefferson/Franklin Consortium LWDAs are listed on the NEAP map but not included in the RFP. Please confirm if these two LWDAs will or will not be assigned to the Excelsior Springs OA recruitment area.

The Government anticipates reallocating the local workforce zones in the state. The proposed zones for Excelsior Springs include: East Jackson Region and Kansas City and Vicinity; West Central Region; Northwest Region;

Northeast Region. For a short time, this will vary from the zones identified at neapmap.com. If there are discrepancies, the contract will take precedence.

Page 2 - 7 Do the Continuation Sheets need to be included in the BMP even though the same information is provided on the Attachment J-1 Forms?

The Continuation Sheets on pages 2 through 7 are not required to be included in the BMP.

Page 10 -14 Do the CLIN Sheets need to be included in the BMP even though the same information is provided on the Attachment J-1 Forms?

The CLIN Sheets on pages 10 through 14 are not required to be included in the BMP.

15 Please clarify if the statement work includes the Kansas City Satellite Center. Satellite location is closed.

Please validate the recruitment zone for Excelsior Springs includes all counties and workforce development regions covering MORZ01 as outlined in the NEAP. The RFP appears to limit the recruitment zone to select regions and does not include the Central Region or the Jefferson/Franklin Consortium.

Please advise if the Wage Comparability tool (Attachment J-27) is required on 10th day of every month or quarterly, as noted in a recent Demonstration of Vacancy and Salary Oversight Tool webinar. Does DOL expect the Attachment J-27 to be included in the BMP submission?

The Wage Comparability Tool is the new 2110S and will be required on the 10th of every month. Attachment J-27 will not be required with the BMP, rather a completed Attachment J-28 (Staff Compensation Plan) will be required with the BMP.

42 Please advise if there are any collective bargaining agreements in place at the Excelsior Springs Job Corps Center.

There is no collective bargaining agreement applicable for the Excelsior Springs JCC.

47 Does the statement in section H.16, paragraph I include the development and distribution of monthly newsletters developed by the center?

Section H.16, Paragraph I applies to newsletters as well.

CO approval will be required to produce such publications.

Section H.22 requires Contractor shall immediately notify the CO in writing, accompanied by the resume of the proposed replacement Center Director. This statement, taken literally, appears unrealistic and can place the contractor in default.

Please clarify.

It is understandable if the resume of a replacement is not available immediately. However, the Contractor must notify the CO as soon as they are aware that the Center Director position will become vacant.

51 & 67 Section H.25 – Please provide information any existing lease agreements (Attachment J- 19), as applicable. Page 67 indicates it is not applicable. Please confirm, particularly with regard to the Kansas City Satellite Center located on Swope Parkway.

Section H.26 discusses asset reporting requirements. PRH 5.6 requires operators to Maintain an inventory system to account for all non-expendable property through the use of the Electronic Property Management System (EPMS). Has DOL issued a revised Employment Training Administration (ETA) 359, ETA Property Management Handbook or does PRH Appendix 505 apply?

Appendix 505 does apply in conjunction with the ETA handbook (2003 -2004)

66 Please clarify if the J-8 (Standard Form 1413) is required to be included in the BMP submission or submitted within 14 days of contract award.

The SF 1413s can be submitted up to 14 days after contract award, however the Offeror must comply with Section L.7 FACTOR 4.d. of the solicitation.

66 Attachments J-12 and J-23 do not reconcile. Are there separate utility costs for the Kansas City Satellite Center that are not included in the data provided? Please clarify. Satellite location is closed.

Exhibit J-11 does not include an estimate of expendable property. Please clarify or provide most recent expendable property valuation. Also, please affirm whether the expendable property will be transferred to the successful operator or will the successful operator be required to negotiate a purchase. If transferred, please clarify accounting for the use of the expendable property as a government asset. See J-25 FAQ for phase-in on page 13.

Non-expendable property is on the master property list.

66 Attachment J-22 includes 23 vehicles. Please indicate if any of the vehicles are scheduled to be turning in due to under-utilization prior to contract award? At this time there are no vehicles currently slotted to return.

82 & 86 Please clarify whether the description of the staffing approach in subfactor 3B is included or excluded from the 6 page limit.

The staffing approach is included in the 6 page limit. The only items excluded from the limit are the organizational chart and staff schedules (reference Section L.7 FACTOR 3.).

BMP Section Factor 4.a.4) requires offerors to submit a staff compensation plan (Attachment J-28) that includes proposed salaries and fringe benefits for professional employees working on the contract. There is no Attachment J-28. Please clarify.

The Staff Compensation Plan (Attachment J-28) has been

Do the NTE amounts reflected on the CLIN sheets need to be added to the J-1 forms? Yes, the NTE amounts reflected on the CLIN sheets should be added to the Attachment J-1.

The utility costs on the Center Utilities PY 18 $413,900 without escalation to PY 2020. This is the most recent data. No escalation applied.

The Utility cost provided in the RFP attachment J-12 reflects a utility cost of $304,709.

Can DOL explain the significantly reduced usage/cost and which cost should be considered in the proposed BMP?

Submit a proposal based on 100% OBS.

Facility Survey The Facility Survey indicates that there is a Water Tower on the grounds. What responsibility/maintenance to the structure is provided by the Center Contractor?

Any maintenance or repair requirements associated with the water tower will be addressed through CRA funding.

The virtual tour indicates pool tables have tears. Will all the tables as well as recreation equipment be in operable conditions upon award?

We cannot guarantee that all pool tables will be in operable condition. Any repairs/replacements needed will be made through the obligation of Equipment funds.

Will all the heating and air conditioning units all be in operable condition upon award?

We cannot guarantee that all units will be operable. Any repairs/replacements needed will be made through the obligation of CRA funds.

Is there any asbestos on the Center that a proposer should be aware of? Please reference the facility survey.

H.7 H.7 – indicates the contractor will be required to comply with comparable wages identified in Section H.9. Section H.9 of the RFP does not supply this information.

H.7 does not include any references to H.9. Section H.8 discusses wage comparability and explains that it is "the contractor's responsibility to be familiar with the local area labor market and the wages and benefits that prevail in that market".

Should the Presidential Executive Order for the minimum wage of $15 be applied to this proposal?

The Offeror shall propose wages that will be in compliance with applicable minimum wage rates effective May 1, 2022, Section H.8, and with the Wage Determinations listed in the solicitation.

The EPMS run lists over 513 missing items, will these be removed from EPMS prior to the new contract?

The Government will address any missing property during transition.

Does the center have any CRA or CTST projects “in progress” and will they be completed prior to the transition period? Or what is the projected completion date?

Yes. There are open CTST and CRA projects. Can't confirm if projects will be completed contract year end.

This concern can be addressed during transition.

What are the current national projects of the center? Will these be completed prior to transition, or do you have an estimated completion date? Reference the facility survey

Page 14, Section C.

Statement of Work Does the Excelsior Job Corps Center have a satellite center attached? No.

Page 9, Section B Introduction

The government notes that the offeror’s proposed technical and staffing approaches will be incorporated into the contract and shall become requirements. Does the incorporation include the BMP?

The contractor's entire proposal may be incorporated into the contract. Any terms or conditions included in the BMP or elsewhere that contradict terms/conditions in the contract, or are counter to the interest of the Government would not be incorporated.

Page 9, Section B.1

The facility survey states the center has a satellite campus located 35 miles from the main campus and approximately six miles from Kansas City. However, the RFP does not mention this SWOPE satellite. Are bidders required to include the satellite in their proposals? How many students are enrolled at the satellite? What trades are offered at that location and how many CTT slots are for the satellite? Is the satellite still located at the location indicated in the Facility Survey and is the building configuration still the same?

The Satellite location is closed.

Page 15, C.1.B

As you are aware, Change Notice No. 20-05, “Policy and Requirements Handbook (PRH) Changes to Health and Wellness Staffing (Exhibits 5-3 and 5-6)” was issued on April 16, 2021. The notice states the effective date of the PRH change of June 15, 2021. With respect to the Excelsior Springs JCC RFP, does the government expect contractors to include the change notice in the procurement?

Yes, the Government expects Offerors to incroporate the requirements of PRH Change Notice 20-05 into their proposals.

Page 16, C.1.C.2

The contractor is requested to provide basic health care, counseling, and other support services as required by the ePRH. Are all these same services expected given the current COVID-19 pandemic & remote learning environment? Or are these services going to be modified as students return to campus and some students are still in remote learning status? If there are changes, will the government provide further details of what those expectations will be?

Offerors are to submit proposals assuming operation at 100% OBS under normal conditions. If special circumstances exist during the performance of the new award, such changes will be addressed via contract modification after award.

Page 18, C.2.D

Please clarify the slots for the Transportation TCU/Advance Training is correct. The current center CTT-10 report lists the trade as 100 slots. Please clarify the slots for the Certified Nurse Assistant is correct. The current center CTT-10 report lists the trade as 90 slots. Please clarify the Culinary Arts Registered Apprenticeship trade name is correct? The Job Corps website lists this trade as a standard Culinary Arts trade. Is this trade considered an OTP?

The TCU CTT has been reduced to 50 slots

Page 18, C.2.D The CTT chart does not specify which trades are provided at the main center site and which are at the satellite campus. Please clarify. The Satellite location is closed.

Page 30, G.9 With the current COVID-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after 3 months grace period? And if not, how does the government expect to adjust monthly price given the current situation?

The start date for this requirement is June 1, 2022 (with a transition beginning May 1, 2022). Offerors shall submit proposals under the assumption that the Center will operate at 100% OBS.

Page 66, J-1 Price Detail Template

Please clarify that the formula in the J-1 Price Detail Template is correct regarding 52.217-8 Option to Extend Services. The formula includes Phase Out which should not be included as a part of the pricing for Option Year Three according to Section B Pricing Schedule.

The formula in the J-1 Pricing Detail for 52.217-8 Option to Extend Services is correct and does not include the phase out cost.

On the J-1 attachment, Evaluated Price tab the Base Period lists CLIN 0010 twice and there is not a CLIN 0005. Will the J-1 be revised?

On the J-1 attachment the Contract Award tab does not include the NTE amounts listed in the Section B.2 Pricing Schedule. Will the J-1 be revised, or should these values be added?

The NTE amounts reflected on the CLIN sheets should be added to the Attachment J-1.

Page 66, J-6 The RFP specifies that a Subcontracting Plan is not required for total small business solicitations. However, the J-6 was included. Please specify whether or not the J-6 is required for submission.

Attachment J-6 is a standard attachment for Job Corps solicitations. Small businesses need not submit an Attachment J-6.

Page 66, J-9 Facility Survey – Volume 1

The Executive Summary notes there are several buildings in poor condition and the preventive maintenance needs improvement. Can the contractor assume that these are to be fixed through CRA funding, Equipment, and/or CTST funding rather than through Operational funding? If some of the above issues are to be fixed through Operational dollars, can the Government identify which items those will be and provide further insight for contractors?

The facility survey defines those deficiencies that can repaired through CRA funding and those that can be repaired through operational funding. Any remaining funds for incomplete projects will be transferred to the new operator for completion.

Page 66, J-9 Please confirm the Department of Labor is directly responsible for the lease costs of the leased satellite “SWOPE” campus, and the center operator/contractor is not required to propose the lease costs.

Page 66, J-9 Please clarify the costs the operator/contractor is responsible for in maintaining the leased space for the satellite “SWOPE” campus. Satellite location is closed.

Page 66, J-9 As described in the Facility Survey, please confirm the satellite “SWOPE” campus does not have a full-service kitchen. What is available for heating/storing food? Satellite location is closed.

Page 66, J-12

Would the Government please provide more utility information relating to the Excelsior Springs Job Corps Center? The information provided includes billing for June 2019 – May 2020 and consumption for June 2018 – May 2019. Could the government please provide billing amounts for the June 2018 – May 2019 period? Are there any costs for utilities outside of Electricity, Natural Gas and Water? Clarify if the water costs include sewer.

No. There are no additional cost for utilities of Electricity, Natural Gas and Water. The water bill includes sewer cost.

Page 66, J-12 Does this utility information include costs for the main center and the satellite “SWOPE” campus? If not, please provide similar utility information for the satellite as applicable.

Page 67, J-16

Please confirm the Wage Determination listed is correct. Per the Sam.gov website the applicable WD is 2015-5105 for Clary County. Revision 12 is dated 12/21/20 and Revision 11 is dated 06/25/20. Are there two Wage Determinations applicable for the

RFP?

The Service Contract Act Wage Determination has been corrected in Amendment 0001.

Page 67, J-18 Will the Government provide the correct website for the State of Georgia Workforce Development goals? The current one listed in the RFP does not work.

The State of Georgia Workforce Development Goals do not apply to this requirement. Refer to Section J, Attachment J- 18 for the link to the State of Missouri Workforce Development Goals.

Page 87, Factor 4. a.4.

The RFP requires that Attachment J-28 must be submitted as a part of the staff compensation plan, but the attachment was not provided. Can we expect the attachment to be provided at a later date?

The Staff Compensation Plan (Attachment J-28) has been

N/A Are the washers and dryers at the Excelsior Springs Job Corps Center government property or are they leased? If they are government owned, are they all operable? Leased.

Page 82, L.6 Instructions for Proposal Submission Could the Appendices not be included within the page count? The only items excluded from the page counts are the organizational chart, staff schedules, and Attachment J-4.

J-1, Line 15 in the Evaluated Price Tab It seems the content is incorrect. Should it be CLIN 0005 CTS?

J-4, No breakout for Mingo OA/CTS Do you want to see a breakout for OA/CTS for the Mingo Center?

Mingo O&A and CTS shall be priced separately. Please submit pricing for Excelsior Springs O&A and CTS under CLINs X004 and X005 respectively. Please submit pricing for Mingo O&A and CTS under CLINs X009 and X010 respectively.

Introduction

Instructions for Completing the Staff Compensation Chart

The following staff compensation chart shall be completed. The number of staff in each function shall be shown on this chart. The estimated average salary of each staff position shall be shown. Each contractor has its own manner of organizing its staff; however, for the purposes of this proposal, follow the outline of this Staff compensation chart.

Different contractors have different position titles for similar functions. However, for purposes of evaluation, offerors may not change position titles in column 1. Where offeror’s position titles differ, actual titles should be entered in the “Remarks” column. The Staffing Chart describes functions. In the event that a position is so unique that it does not fit any title on the chart, place the position in the appropriate place on the chart.

Subcontractor staff must be reported. Therefore, if a subcontractor has deemed their salary information proprietary, they may submit this information directly to the Contracting Officer at the email address identified for receipt of proposals. The subcontractor must clearly identify which prime contractor's proposal their submission is associated with.

DOL recognizes that at the time of proposal submission, offerors would not have made firm offers of employment to individuals that therefore, the salary information provided in this tool may be an estimate of the competitive salary that the offeror anticiaptes for a position(s).

Definitions.

1. Standard Position Title

2. The number of staff at each position title. If none are proposed, leave the line blank. If one person performs more than one function or one person performs the same function in two or more different functional areas, show the allocation of that person's time as a decimal (e.g., .5) allocation to the proper line.

3. If a position is subcontracted, show the number in the appropriate column.

4. Remarks. The center title, if different from the title shown in the left-hand column, and any comments you wish to make.

5. Proposed Salary should be the annual salary estimated for this position title.

6. Fringe benefit percentage should be listed for each position title and the offeror can use it's average fring benefit percentage, rather than the actual percentage for each position.

7. Proposed Salary Source/Justification should be the source used to support the annual salary estimate.
