Questions & Responses

Section of the SolicitationQuestionsResponses
C.2.DBased on the CTT offering table shown on page 13 of RFP, is it the Government’s intention that the contractor will transport PIVOT students back and forth to Springdale for trade training? This is asked in light of the fact that more slots are allocated to Springdale than the stated OBS 139.The information in the solicitation is correct. PIVOT is a satellite location for non-residential students. Residential and non-residential Advanced Career Training students will not be affected by transportation needs as it relates to the question.
F.5Please verify the “Arrival by Center” goals are correct on page 19. If they are correct, is another center responsible for recruiting students for Springdale/PIVOT given the fact that the center is responsible for recruiting 176, which is less than the OBS of 199?The information in the solicitation is correct. No other entity will be responsible for recruiting students for Sprindale/PIVOT.
C.2Page 12 of the RFP states: “The Contractor will perform recruitment activities only within the designated Recruitment Zone…Please note that neapmap.com does not currently reflect the recruitment zone for the Springdale Outreach and Admissions in an accurate manner. Upon contract award, neapmap.com will be updated to show that the recruitment zone for Springdale Outreach and Admissions is the workforce development area entitled 'Worksystems.' ” Given the fact that the State is divided into 9 distinct workforce regions, it is important to know which regions we will be recruiting from in order to appropriately staff the Outreach and Admissions department. Additionally, the RFP indicates that Springdale will be responsible for recruiting 200 students for Tongue Point. Having a clear understanding of the recruitment zones is critical to ensuring our strategies and staffing will enable us to meet these goals. The information in the solicitation is correct. The National Enrollment Assignment Plan (NEAP) map states that outreach will be conducted in Zone 2 (ORZO2). Zone 2 includes the following Worforce Development Areas: Clackamas, East Cascade Works, Eastern Oregon Workforce Board, and Worksystems (Portland). The "Worksystems" initiative link defines the plan in detail and supports Zone 2 on the NEAP map. The following is the link for Oregon 2020-2023 WIOA Combined State Plan: https://www.oregon.gov/workforceboard/workforcesystem/Documents/FINAL%20-%20WIOA_Draft-2020-04-14_12-30-52_pm-Oregon_PYs_2020-2023.pdf.
F.5Please confirm that this solicitation does include the recruitment of 200 students for Tongue Point. The information in the solicitation is correct. Springdale will conduct Outreach and Admissions services for 200 eligible applicants/students annually to Tongue Point Job Corps Center.
C.2.EPlease confirm that CTS for this solicitation is required only for Springdale/PIVOT students.Career Transition Services will only be provided for all graduates and former enrollees of the Springdale Job Corps Center, which includes the PIVOT satellite.
N/AGiven the fact that Job Corps centers are operating under a unique set of circumstances due to COVID, should we include COVID-specific strategies in our proposal or assume steady-state operations? Please prepare your proposal based on the current RFP requirements. Details will be provided if the circumstances dictate.
I.1FAR Clauses 52.222-41, 52.222-43, and 52.222-46 in Section I indicate the proposal that is submitted should provide for a yearly escalation for wages that would be approved prior to award even though the employees are not under a wage determination. This conflicts with language in Section H that states, "The Government may request at any time payroll records from the contractor in order to identify wages and benefits being paid, along with documentation to demonstrate that the wages and benefits are comparable to those paid in the local area market for like occupations." Please clarify. The information in the solicitation is correct. The FAR references is required information for the Business Management Proposal. The Government may and is at liberty to request records for review. See Section G.15.C.10 of the solicitation (RECORDS MANAGEMENT REQUIREMENTS).
H.25The Contractor must adhere to the terms and conditions of any lease agreements between the Government and the Lessor of any real property used in the performance of this contract. Request the Contracting Officer to state whether there are any existing lease agreements that the contractor would be required to assume. The information in the solicitation is correct. Please see the second paragraph in Section B.1 of the solicitation (SUPPLIES OR SERVICES AND PRICES/COSTS). This may or may not be a leased location. Contract awardee will be timely informed when information becomes available. Currently, the PIVOT satellite location is leased.
C.2.CDoes the U.S. Department of Labor intend to convert the satellite location known as "Partners in Vocational Opportunity Training" (PIVOT) into an all-female center? (The center has been recruiting both males and females since 2016.)The solicitation will be amended to include both male and female students at PIVOT.
I.1The solicitation contains FAR 52.222-55, which is related to wages other than Service Contract Act (SCA). This clause is in the solicitation: “The Contractor shall adjust the minimum wage paid, if necessary, beginning January 1, 2016, and annually thereafter, to meet the applicable annual E.O. minimum wage. The Administrator of the Department of Labor's Wage and Hour Division (the Administrator) will publish annual determinations in the Federal Register no later than 90 days before the effective date of the new E.O. minimum wage rate.” Since the solicitation also has the SCA clauses, FAR 52.222-41 and FAR 52.222-43, this appears to be in conflict with FAR 52.222-55. There is also the requirement to identify the Professional Staff Compensation located in Section L. Please provide clarification on these clauses and which are applicable to this solicitation. The information in the solicitation is correct. All flow down FAR clauses are applicable to the solicitation and are referenced as needed in the execution of the contract. FAR 52.222-41 references the Service Contract Labor Standards, FAR 52.222-43 references the Fair Labor Standards Act and Service Contract Labor Standards-Price Adjustment (Multiple Year and Option Contracts, and FAR 52.222-55 references the Minimum Wages Under Executive Order 13658. These clauses are all applicable as needed during the operation of this contract solicitation. Furthermore, Section L.7 of the solicitation (Proposal Content) references FAR 52.222-46 (Evaluation of Compensation for Professional Employees) as part of the Business Management Proposal. As stated in FAR 52.222-46(d), "Failure to comply with these provisions may constitute sufficient cause to justify rejection of a proposal." [Referring to provisions 52.222-46 (a), (b) and (c)].
L.6.HDoes the narrative explanation of staff schedules count toward the page limitation (6 pages for 3A-3C)?Yes, the narrative explanation of staff schedules will count toward the page limitation.
B.1The Partners in Vocational Opportunity Training (PIVOT) satellite facility will be relocated within the Portland area. Please clarify if the Government or contractor will be responsible for moving this facility. The Government will cover all cost associated with the relocation of the satellite center, if and when needed.
I.1Concerning FAR 52.219-9, Small Business Plan, request that the Contracting Officer delete this clause. Small businesses are not required to prepare a small business plan. While Section L states this plan is not required from small businesses, Section L is removed from the resultant award document while Section I remains in effect. The reference to FAR 52.219-9 is hereby deleted.
C (Introduction)The Government notes that the offeror’s proposed technical and staffing approaches will be incorporated into the contract and shall become requirements. It also states the contractor’s entire proposal may be incorporated into the contract.

Will the incorporation include the Business Management Proposal?

The solicitation states: "The contractor’s entire proposal may be incorporated into the contract." This includes the Business Management Proposal .
CIs security for the PIVOT site the responsibility of the operator or provided by building management? The management of the current PIVOT location provides security and safety measures as stated in the lease agreement.
C.2.AThe RFP stipulates that “youth screened for the Job Corps program shall come from the workforce development area in the state referred to as “Worksystems”. This entity appears to be the operator for the WorkSource career center locations throughout Washington and Multnomah counties. Is the Clackamas Workforce Partnership workforce development area included in the territory Springdale/PIVOT can recruit from?
The information in the solicitation is correct. Worksystems covers the entire Portland area. The NEAP map identifies recruitment zones. The Springdale operator will conduct outreach for Tongue Point in Clakamas County, which is the county the Springdale/PIVOT operator is allowed to recruit from. Zone 2 includes the following Workforce Development Areas: Clackamas, East Cascade Works, Eastern Oregon Workforce Board, and Worksystems (Portland).
C.2.ACan the Springdale/PIVOT center OA contract recruit from the Clackamas Workforce Partnership workforce development area (WDA)?The information in the solicitation is correct. The Springdale/PIVOT operator will be able to recruit from the following WDAs: Clackamas, East Cascade Works, Eastern Oregon Workforce Board, and Worksystems (Portland).
C.2, F.5The entire Eastern side of the state of Oregon does not appear to be in either the Springdale/PIVOT or Tongue Point territories for screening youth to either center which covers the East Cascades Works and Eastern Oregon Workforce Board. Can the Springdale/PIVOT OA recruit from either of those territories? The information in the solicitation is correct. Please see the NEAP map website for all identified territories eligible for Outreach and Admissions under this solicitation. (https://neapmap.com/)
F.6The Government notes that “Generally, the Government will measure performance through the programs performance management system, which is comprised of four reports…”

With the current pandemic crisis & remote learning occurring, is the Government considering a waiver to these specific report card metrics? Or modifying them considering the current atmosphere?

The Government will notify the operator if the current method of evaluating performance changes.
G.9With the current COVID-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after 3-months grace period? And if not, how does the Government expect to adjust monthly price given the current situation? At this time, we are unable to forecast the impacts that the COVID-19 pandemic will have on the Springdale Job Corps Center. Should the effects of the pandemic at the time of contract award require changes in the pricing of the contract, a new pricing arrangement may be negotiated with the contractor.
J.12Are there any costs for utilities outside of Electricity, Water & Natural Gas? No support was provided for Sewer or other additional utilities besides the three mentioned above and Watchdog often omits Sewer or Oil. Please provide amounts for Sewer and Oil.

Also, for the J-12, are these actuals from the Center or from Watchdog, which uses estimates for unknown periods? It seems that the only usage amounts provided were for Electricity. The rates and time periods do not calculate to the total provided in the summary. Also, the annual total from the J-12 differentiates substantially from the J-23 totals.

The information in the solicitation is correct. For specific details on utilities, fuel, and sewage, refer to the Facility Survey Report, Volume 1 Part 1. Line 23 of the ETA 2110 (Center Financial Report) provided the following actual cost for fuel and utilities per contract year: 2016: $151,228 2017: $136,945 2018: $136,523 2019: $141,831 2020: $137,678 Cumulative amount: $704,205

B.1Are any meals served for the students at the PIVOT satellite location?Upon award, the language in the lease will or will not address food services in the leased facility.
C.2.DMedical Administrative Assistant (MAA) is the only trade at the PIVOT satellite location. However, Section B.1 states that the PIVOT location should serve 60 non-residential students. Are any other trades located at the PIVOT location? The information in the solicitation is correct. MAA will be offered at the satellite location. MAA is the only Career Technical Training (CTT) offered at the satellite location.
B.1Has another location been identified for the PIVOT program?A location is pending and should be announced prior to contract award or upon award.
B.1Section B.1 indicates that the satellite location is unknown at this time. Will this contract be responsible for the facilities cost (rent, etc.)? If so, the unknown location makes it difficult to price.Cost related to the satellite location will be a part of the lease agreement and the Government's estimated cost of the solicitation / contract upon award.
J-10The Electronic Property Management System (EPMS) listing shows a large amount of property “waiting for disposal.” Will this be removed prior to transition? The information in the solicitation is correct. Attachment J-10 for Springdale has 60 items listed for disposal. Scheduling equipment removal is not a part of the solicitation. It cannot be determined if the items will be removed prior to transition.
J-12Utilities and Fuel Usage does not identify any annual sewage costs. Please confirm there are no annual sewage costs. The information in the solicitation is correct. For specific details on utilities and fuel refer to the Facility Survey Report (Volume 1 Part 1). Line 23 of the ETA 2110 (Center Financial Report) provides the following actual cost for fuel and utilities per contract year: 2016: $151,228 2017: $136,945 2018: $136,523 2019: $141,831 2020: $137,678 Cumulative amount: $704,205
J-10The EPMS listing does not include washers and dryers. Does the center’s Government property include washers and dryers?Washers and Dryers are included on a separate list entitled "Updated Inventory."

C.2Please clarify the NEAP Zone for this center. Springdale is located in Zone 2, which includes the following WDAs: Clackamas, East Cascade Works, Eastern Oregon Workforce Board, and Worksystems (Portland).
L.6.HCan a reference page be inserted in the Technical Approach instead of footnotes? Would the reference page count toward the total page count?A reference page may be inserted into Technical Approach, but this reference document will count toward the 40-page limit.
L.6.HIs 8.5”x 11” landscape orientation allowed?Landscape orientation is allowed if the page limitations are not exceeded.
C.2.APlease clarify if it’s the Government's intention to exclude the

Springdale operator from recruiting from the State of Washington for the Tongue Point Job Corps Center. Historically, a significant number of arrivals have been recruited from the State of Washington for both Tongue Point and Springdale JCC.

It is the Government's intention to adhere to the NEAP Map. If there are new developments, center operators will be notified.
Can the Government please clarify if another contractor, in addition to the Springdale center operator, will be performing Outreach and Admissions for Springdale and PIVOT. Given the annual arrival goal of 176, this arrival goal appears to be low given the center's On-board Strength (OBS). Please confirm the 176 arrival goal for Springdale/PIVOT. This goal is not consistent with the established OBS and projected Weekly Termination Rate (WTR). The arrival goal of 176 seems inadequate.
The information in the solicitation will be amended. The annual Outreach/Admissions goal is 406. Refer to the amendment for the specific breakout. There are no other entities that will conduct Outreach and Admissions services for this solicitation other than what is specified in the solicitation.
C.2.DPlease clarify the number of training slots at PIVOT. According to the RFP, only 30 slots are assigned to PIVOT with an OBS of 60.The information in the solicitation is correct. The On-board Strength for PIVOT is 60, and the Career Technical Training (CTT) slot count for Medical Administrative Assistant (MAA) is 30 with a 2:1 ratio. The remaining balance of students belong in Career Preparation Period (CPP), academics, and Career Transition Readiness (CTR).
C.2 (SITE SPECIFIC INFORMATION)Please clarify if Dormitory Building No. 19 is a 128-bed capacity facility to accommodate all residential students.
