CLIN Supplies/Service Type Amount 0008 (Base Period) Career Technical Skills Training NTE $144,000 $168,000 1008 (Option Period 1) Career Technical Skills Training NTE $72,000 $84,000 2008 (Option Period 2) Career Technical Skills Training NTE $72,000 $84,000 3008 (Option Period 3) Career Technical Skills Training NTE $72,000 $84,000
Section of the Solicitation Questions Responses
B.2 (Pricing Schedule)
1. Career Technical Skills Training (CTST) CLINs 0008,1008, 2008, & 3008 have an annual average of $72,000. Is this amount correct?
Looking at the trades, it appears there are likely 192 slots eligible for CTST funding. If $72,000 is the amount, average funding per slot would be $3,750. Will the Government verify the CTST CLIN totals?
The not-to-exceed amount for CTST has been revised to $168,000 for the base period and $84,000 for each option period.
C (Introduction)
2. The Government notes that the offeror’s proposed technical and staffing approaches will be incorporated into the contract and shall become requirements. It also states the contractor’s entire proposal may be incorporated into the contract.
Will the incorporation include the BMP?
Yes, the Business Management Proposal will become part of the awarded contract.
C.1.B.
Will the ETA 2110 (Center Financial Report) be modified from its current form to account for vacancies and staff salaries? Or will the process be clarified as it relates to the reporting of the 2110s?
Section C.1.B of the Solicitation is accurate.
Reporting on the ETA 2110 will remain the same until further notified by way of a Program Instruction Notice approved by the Contracting Authority
C.1.C.2
The contractor is requested to provide basic healthcare, counseling, and other support services as required by the ePRH. Are all of these services to be provided during the current COVID-19 pandemic and remote learning environment? Or will these services be modified given the remote learning status of Job Corps students? If there are changes, will the Government provide further details of the expectations?
Section C.1.C.2 of this Solicitation is correct.
Services mandated by the ePRH and the Statement of Work (SOW) will be executed during the COVID-19 pandemic in accordance with the approved "Resumption Plan." The Government will inform the field of ePRH and SOW changes as approved and disseminated.
B.1, C.2.A., and F.5
The RFP states that Tongue Point Outreach / Admissions is responsible to arrive 440 students annually. The RFP lists Lane Workforce partnership, Northwest Oregon Works, Rogue Workforce Partnership, Southwestern Oregon Workforce Investment Board, and Willamette Workforce Partnership. However, the National Enrollment Assignment Plan (NEAP) map referenced also includes Clackamas Workforce (Portland). All of these are in Zone 1. Should Clackamas Workforce be included?
If Clackamas should be not included, does the U.S. Department of Labor understand and recognize that the remaining areas do not have a sufficient population to support the arrival of 440 students annually?
The original NEAP had approximately 200 arrivals projected annually from this area, but historical evidence shows that Tongue Point has never received even 200 annually.
Sections B.1, C.2.A., and F.5. of this Solicitation are correct. Outreach and Admission procedures are to be carried out in the areas as stated in the Solicitation.
C.2.B
The RFP, as currently presented, notes that Tongue Point JCC should not expect to receive arrivals from other contractors performing Outreach and Admission services. The box indicating this contract will receive arrivals from other centers is not checked. If this is the case, and the O/A goal is 440, how will the center get to 473 On-board Strength (OBS)? Is this inaccurate since the number of arrivals for Tongue Point is not sufficient for the contracted capacity?
Please clarify.
Will the Government please clarify/amend the C.2.B. language to show where the center can expect other arrivals outside of its own recruitment?
The offeror will be responsible for arrivals as stated in the Solicitation. The Springdale Job Corps Center will recruit 100 males and 100 females annually.
C.2.D For the Seamanship program, is there a specific required insurance coverage that must be maintained? And if so, what is that necessary coverage?
Seamanship is a training program between the center operator and the provider of the program. Shared services are based on the agreements.
C.2.D The RFP does not list the Glazing trade as "Glazing, Pre-Apprentice" as outlined in the PRH, Exhibit 5-5. Should the trade be presented in the proposal as "Glazing, Pre-Apprentice"?
The trade offering should be "Glazing, Pre Apprentice." However, the Electronic Training Achievement Record (eTAR) code in the Solicitation is the same as the code in the ePRH.
C.2.D
The trades listed in the RFP do not include several current offerings listed on the CTT-10 report. These omissions include the following:
• Office Administration
• Culinary
• Landscaping
• Medical Office Administration
The elimination of these trades brings up the following question:
Will the current female arrival goal be modified due to the majority of the female Career Technical Training (CTT) programs being removed?
Section C.2.D in the Solicitation is accurate.
Increasing and decreasing arrival goals are not taking place at this point.
The Seamanship program has a galley cook component that was approved by U.S. Department of Labor which provides necessary training for employability. Will this training be identified as needing to be provided? If so, with Culinary Arts being eliminated/not offered, what expectations are there regarding maintaining a culinary arts training area with equipment and supplies?
Section C.2.D in the Solicitation is accurate.
The identified culinary arts program is not apart of the CTT offerings in this Solicitation.
Job Corps as a training facility must be safe, clean, and well-maintained as described in Chapter 5 of the ePRH to meet health and safety regulations.
C.2.D
Has consideration been given to the fact that with the elimination of CTT offerings, there are a very limited number of CTT offerings that “feed” an Advanced Career Training (ACT) program? It will be very difficult to maintain 20 full-time slots in ACT. With every slot needing to be used to achieve 100% On-board Strength (OBS), is a 20-slot ACT program reasonable? Would it be better to maintain a Culinary Arts program and reduce ACT slots to 5?
The Solicitation identifies the CTT programs and slots per program. Increasing or decreasing slots is not taking place at this point.
C.2.F (Staff Housing)
The elimination of staff housing brings up the following question:
Is staff housing being completely eliminated as an option for employees? Or will housing be available for staff members but not on the operator’s contract?
Section C.2.F of this solicitation is accurate.
Staff housing is addressed in the Solicitation as stated in the identified section.
C.2.F (Staff Housing)
Assuming that staff housing is being eliminated as an option for employees, is there an expectation that the cost proposal will see an increase to staff salaries as the local housing in the town of Astoria and nearby is unavailable. If available, the local housing may be unaffordable, thus requiring staff to travel further distance.
The resulting contract will be firm fixed price with salaries based on realistic employee compensation. The Business Management Proposal should be presented as such.
C.2.F (Staff Housing)
Is there an expectation that the center continue to provide security and maintenance to the areas of current staff housing?
Section C.2. of the Solicitation is accurate. If staff housing is not apart of the Solicitation, there is no maintenance needed unless ground maintenance has been authorized.
C.2.F (Staff Housing)
What kind of notice will be given to the tenants? When would they be expected to vacate the housing units? Is U.S. Department of Labor ensuring an eviction timeline which follows the laws and regulations of the state of Oregon? And in particular, as it relates to those with minors?
Section C.2.F of the Solicitation is accurate.
The incumbent contractor's corporate office CEO has been notified that staff housing will not be part of this solicitation.
F.6
The Government notes that “Generally, the Government will measure performance through the programs performance management system, which is comprised of four reports…”
With the current pandemic crisis and remote learning, will the Government consider a waiver to these specific report card metrics or adjust them considering the current atmosphere?
Section F.6. of the Solicitation is accurate. All amendments to performance metrics, if needed, will be identified by the national Office of Job Corps and provided to the field in an official notification.
G.9
With the current COVID-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after the 3-month grace period? And if not, how does the Government expect to adjust monthly price given the current situation?
Section G.9 of the solicitation is accurate.
The Government will alert the field of changes if needed and will disseminate the changes in an official notification.
J-12 & J-23
Would the Government please provide more recent utility information relating to the Tongue Point Job Corps Center? The current Attachment J-12 totals to $2694 and does not appear sufficient for providing adequate costing information as it relates to utilities. Are there any costs for utilities outside the normal ones of Electricity, Water, and Natural Gas? No support was provided for Sewer. Does Attachment J-23 cover all utilities including those not listed on Watchdog?
See attachment entitled "Updated Utility Cost Trend (J-23)." This data is directly from the Energy Watchdog website used to monitor utility usage of Job Corps centers.
J-10 & J-11
As the solicitation anticipates a fixed-price contract, what is the intent of the Government with both property and expendable property as it transfers between the incumbent operator and the successful offeror? Will property belong to the Government and transfer through the normal close-out process? Will expendable property be kept by the incumbent contractor or negotiated between the incumbent and new contractor? At the time of the contract transfer, does this expendable property no longer remain the Government's?
All items on the center purchased with Government funds is Government property.
Non-Government property is not part of this Solicitation.
J-18
Will the Government provide the correct website for the State of Oregon Workforce Development goals?
The current one listed in the RFP does not work.
This is the result of a search on Google:
https://www.oregon.gov/workforceboard/ workforcesystem/Pages/Performance%20Da shboard.aspx.
J-9 (Facility Survey – Volume 1)
The executive summary notes there are several buildings in poor condition and the preventive maintenance needs improvement. Can the contractor assume that these issues are to be fixed through funds for Construction, Rehabilitation, and Acquisition (CRA), Equipment, and/or Career Technical Skills Training (CTST) rather than through Center Operations funding? If some of these issues are to be fixed through Center Operation funds, can the Government identify which items those will be and provide further insight?
The category of funds that can be expensed for repairs will depend on the type of facility improvement.
N/A
Even though Job Corp contracts are now fixed price, per Code of Federal Regulations (CFR) § 686.930, we are assuming that Job Corps operators are still exempt from paying State or local taxes on gross receipts. Is this correct?
Under the resulting contract, the operator of the Tongue Point Job Corps Center will still be exempt from paying State or local taxes on gross receipts.
J-5 Attachment J-5 notes that all slots are eligible for CTST funding. Is that correct? Assuming it is an error, please provide an updated J-5.
The information in Attachment J-5 is correct.
Each Career Technical Training offering with a single * indicates a program taught by a National Training Contractor (NTC) which qualifies for Career Technical Skills Training (CTST) funds. Attachment J-5 has been revised.
N/A Does the center have any CRA or CTST projects in progress and will they be completed prior to the transition period? Or what is the projected completion date?
There are currently CRA and CTST projects in progress. Projects may or may not be completed by the transition period. Project completion dates change due to unforeseen changes in scope .
J-9 What are the current national projects of the center? Will these be completed prior to transition? Or do you have an estimated completion date?
See Facility Survey / Part 1 / Volume 1 / Page 38 / Section 4.4 / Summary of Proposed Projects. Estimated completion dates may change due to unforeseen changes in scope.
J-23 The spreadsheet pertaining to utilities and fuel does not appear complete. It appears to only provide gasoline usage. Please advise.
See attachment entitled "Updated Utility Cost Trend (J-23)." This data is directly from the Energy Watchdog website used to monitor utility usage of Job Corps centers.
J-10
Dishwashers, clothes washers, and clothes dryers are not listed on the report from the Electronic Property Management System (EPMS).
Does the center rent these units? Or are these units installed equipment?
The Federal Property Management System is accurate. Residential washers and dryers are leased items. However, there are 5 sets that are installed equipment. Therefore, these are not listed in the EPMS.
C.2.A
Based on the recruiting area listed in the solicitation and according to the National Enrollment Assignment Plant (NEAP), is Tongue Point the only center that the contract will recruit for?
The information in the solicitation is correct.
Tongue Point Job Corps Center is responsible for its own outreach services. The center will not provide outreach services to any other Job Corps center.
For the Seamanship program, which is a unique offering for a JCC, there are few providers that can meet certification requirements.
Because it is a unique trade, these limited qualified providers have significant bargaining power in terms of wages, benefits and escalation expectations going forward, and the some are represented by unions. Additionally, the insurance requirements for the Seamanship program is unique and not found in any other Job Corps.
As such, would the Government allow for potential REA’s through the contract period as it relates to this particular labor pool?
FAR 16.203-1(a) states: "A fixed-price contract with economic price adjustment provides for upward and downward revision of the stated contract price upon the occurrence of specified contingencies." The Contracting Officer will determine the contingencies.
