RFP 1630J5-19-R-0004 Flint Genesee Questions for Clarification (OJC)
Soliciation Section (when cited by contractor) Question(s) Answer(s)
SF 33 and RFP There is a discrepancy between the solicitation number on cover – SF 33 (No. 1605JW- 20-R-00004) and the solicitation number throughout the RFP (No. 1630J5-20-R- 00003). Please clarify the correct solicitation number for this procurement.
The correct solicitation number is 1605JW-20-R-00004.
Page 9, B.2. Pricing Schedule
If the contract is for Firm Fixed Price, is the requirement that all travel receipts and supporting documentation be submitted in accordance with FAR 31.205-46 still applicable?
No, FAR 31.205-46 is not applicable, however, all travel must be in accordance with Travel Regulations and receipts may be submitted upon request.
Page 9, Base Period of Performance Schedule
The Base Period (shown on page 4) is February 1, 2021 through February 28, 2023.
Can we assume the Phase-In Period is February 1, 2021 through February 28, 2021?
The Phase-In period is February 1, 2021 through February 28, 2021.
Page 15, C.1.C.2.
The contractor is requested to provide basic health care, counseling, and other support services as required by the ePRH.
Are all these same services expected given the current Covid-19 pandemic & remote learning environment, or are these services going to be changing given the remote learning status of JCC students? If there are changes, will the Government provide further details of those expectations?
The CTT offerings are correct as shown in the solicitation.
Page 17, C.2
Please confirm the CTT Offerings and slot allocations presented in the RFP. The most recent CTT-10 shows 100 Advanced Transportation slots and 30 Medical Administrative Assistant slots. The table of CTT offerings shows Advanced Transportation being cut to 50 and Medical Administrative Assistant training and slots removed. Additionally, the Facility Maintenance program appears to have been changed to Building Construction Technology. Please clarify and confirm CTT offerings and slots.
The CTT offerings are correct as shown in the solicitation.
Page 17, C.2.C
The ACT slots – Does 1 slot represent the equivalent of (1) student? Are we to assume 10 full-time slots or 5 full time-slots (10 X .5 slots)?
In the past, most trades have had 2 slots represent the equivalent of one (1.0) student, except for the ACT slots, please clarify.
All of the CTT trade slots listed are part-time with the exception of Advanced Career Training (ACT) and Advanced Training Transportation Service Worker (TCU) .
RFP 1630J5-19-R-0004 Flint Genesee Questions for Clarification (OJC)
Page 17, C.2.C Are the 50 TCU/IAM Advanced Training Transportation Service Worker slots full-time (equal to 1 student)? Yes.
Page 23, F.5
The RFP notes that “Generally” the government will measure performance via the 4 report cards.
With the changes to Job Corps operations due to COVID-19 and remote learning, will the Government consider a waiver to these specific report card metrics? Or modify them considering the current atmosphere?
Please prepare a response in accordance with the current Solicitation Requirements.
Page 26, G.9 With the current COVID-19 atmosphere and remote learning, is 100% OBS still the expectation after the 3-month grace period? If not, how does the Government expect to adjust the monthly price given the current situation?
Yes, 100% OBS is expected during the performance period of this contract.
Page 28, G.9
Section G-9 states that “the reduction of the price pursuant to this clause is in addition to, and does not constitute a waiver by the government of, other remedies available under the contract for the contractor’s failure to achieve 100% OBS”.
Other than the adjusted monthly price for less than 100% OBS computation provided on page #22, what are the other remedies or penalties provided in the contract for failure to meet OBS goals?
Other remedies/penalties (althought not all inclusive), may include Cure Notices, Show Cause Notices, ConractTerminations and Negative Past Performance Reports.
Page 28, G.9
Section G.9 provides for adjustments to the contract price and fees for less than 100% OBS. Will the government confirm that the OBS is based on normal operating standards for Job Corp without consideration for the potential effects of COVID-19 on operations and OBS? In addition, will the government provide waivers of the OBS penalty for periods in which normal operating standards are affected as a result of COVID-19 or other extenuating circumstances?
100% OBS is expected during the performance period of this contract.
