RADON EXPLANATORY NOTES
The US Environmental Protection Agency (EPA) has established a radon action level of 4.0 picoCuries per liter (pCi/L). Occupied buildings with radon concentrations less than 4.0 pCi/L do not require radon mitigation; un-occupied buildings, or those buildings which are occupied only infrequently for brief periods of time, also do not require radon mitigation. Occupied buildings with radon concentrations greater than
4.0 pCi/L require radon mitigation and verification of radon reductions as soon as possible, with priority given to dormitories and student recreation buildings. Occupied buildings with radon concentrations greater than 20.0 pCi/L should be considered significant radon exposure hazards, and priority for mitigation should be given to buildings with these highly elevated radon concentrations.
Radon mitigation techniques include: (1) adjustment of the building HVAC system to create a positive pressure within the building; (2) sealing of foundation wall cracks, penetrations, or other openings;
(3) sealing crawlspace openings and sump pits; (4) installing an active subslab depressurization (ASD) system.

Sewage Treatment Flow
Sewage flows through an 8" PVC sewer line by gravity to a lift station near Building 8. From the lift station, it is pumped through a force main to a siphon structure, owned by the Town of Grafton, located east of Building 4.
Sewage flows from this point under the railroad tracks to a 15" diameter gravity sewer off site. Reported by Green International Affiliates, Inc., May 14, 1998, and confirmed by successive facility surveys.

The overhead primary power lines located along the railroad at the Center’s southern perimeter provides the power to the Center at three locations. The first service point is from the pole with a fuse cutouts, located outside Vocations/Logistics/Warehouse/Maintenance Building 7. The power lines are terminated in a 4.16 kV, 600A, seven-bay high voltage switchgear (HV SWGR) in the basement of Building 7. Bays 6 and 7 of the HV SWGR are meter section and main section respectively. Bays 1, 2, 3, 4 and 5 are distribution sections with the following arrangements: Bay-1 serves Building 8 via a 75 kVA transformer. Bay-2 serves Building 7 via a 112.5 kVA transformer. Bay-3 serves Building 2 via a 200A/2.4 kV switch and a 225 kVA transformer. Bay-4 serves Building 17 via a 500 kVA transformer. Bay-5 serves both Building 1 and Building 6. One feeder from Bay-5 terminates in Building 1’s 200A/2.4 kV switch and the associated 500 kVA transformer. Another feeder from Bay-5 terminates in a 500 kVA transformer, located in Building 6. Buildings 9, 10 and 14 are sub fed from Building 6. Buildings 8A, 15 and 16 are sub fed from Building 8. Building 18 is sub fed from Building 2. The second service point is from the pole located southeast of Vacant Building 13, with a fuse cutouts and terminates in a 75 kVA step-down transformer located in Building 13 basement. The third service point is from the pole with two cutout fuses, located northeast of Cafeteria Building 25 and Culinary Arts/CPP Building 26. One riser terminates in the nearby 300 kVA pad-mounted transformer that serves Building 25. The other riser terminates in the nearby 225 kVA pad-mounted transformer that serves Building 26. A 200 kW standby diesel-engine generator located outside Building 17 provides backup power to critical loads in Building 17 via a 400A manual transfer switch (MTS) located inside the building. Another 24 kW standby diesel-engine generator located outside Construction Trades Building 8 provides backup power for sewage pumps via a 100A automatic transfer switch (ATS) installed next to the generator. A single meter located on Pine Street provides metering for the entire Center except Building 26, which has its own meter. Dorm/Admin/Med-Dental Building 17 and Gymnasium Building 18 have lightning protection system installed on roof.

Telephone Company
On-site Line Owner
Verizon provides telephone service with five T1 lines that terminate in Telephone Room 112 located in Building 17 medical/dental area. This is the demarcation point where Center-owned telephone and data/communication equipment is located. Job Corps Data Center (JCDC) installs, manages and maintains the internal data/communication distribution systems, which include analog telephone, internet and digital voice over internet protocol (VoIP). Network connections between the server and buildings are via fiber optic cabling and IC box located in each respective building. The server room has a 6 kVA uninterruptable power supply (UPS) module as backup power for 20 minutes. Local fire alarm panels provide detection and notification within respective buildings. JCDC had recently installed several new closed circuit television (CCTV) cameras Center wide. JCDC can monitor the cameras on-line 24/7. The Center can monitor the cameras from the Gatehouse/Security Building 14 and Dorm/Admin/Med-Dental Building 17. Motion sensors and local security panels provide detection in the respective buildings and are connected to the exterior located sirens. Door hardware with door alarms are installed at the dormitory wing exits. Cable TV is located in the data closet in Building 17, where it is distributed to Dormitory Building 17, Pines B Recreation Building 2 and Cafeteria Building 25.

X Good Fair Poor
All exhaust fans are inoperable. Electronic HVAC controls have been abandoned. Two air handlers in the attic are inoperable due to freeze damage. The interior, floor mounted unit ventilators need replacement. There is no insulation on the basement walls, which is a concern since large water pipes are located in unheated or insulated basement spaces.
The facility condition is not impacting the functional use of the facility.

Comments:
The kitchen hoods have associated utility set type exhaust fans located in the attic.
The dining hall is ventilated by an in-line exhaust fan located in the attic.
The heater was built by Raypack. A circulator (Taco, 1/6 HP) pumps water to two storage tanks (Rudd #RST1204, 115 gallon each). There is also an electric water heater (Rheem #GE50MBA, 50 gallon,
4.5 kW, built 01/03).

Comments: Service is brought from Bay-5 in the high voltage switchgear (HV SWGR) located in Building 7 basement. Service terminates in a 500 kVA transformer located in Building 6 basement electrical room.
The transformer supplies power to a 1600A, 120/208V switchboard (SWBD). This SWBD serves Buildings 6, 9, 10 and 14. The SWBD has a 1600A main disconnect switch, (2) 225A, (2) 200A, (4) 150A,
(1) 125A, (1) 70A breakers and (2) spaces. The 70A, 125A and two other 150A breakers that serve the abandoned kitchen equipment in Building 6 have been turned off since the culinary arts vocation had been relocated to the new Culinary Arts/CPP Building 26. Two breakers, a 200A and a 150A, serve Building 10. A 100A breaker serves Building 14. The SWBD also feeds a 400A/240V disconnect switch that serves Building 9 via a step-up transformer (primary: 208V – secondary: 480/277V) and the associated secondary disconnect switches rated at 200A/600V. The HV SWGR in Building 7 also serves Buildings 1, 2, 7, 8 and 17.
