RFP 1630JE-22-R-00021 Jacksonville Questions for Clarification (JCAS)
Soliciation Section (when cited by contractor)
Question(s) Answer(s)
C.2 Failure to Meet Staffing Levels. If the staffing levels upon contract award are well above 4% will there be additional time provided to recruit quality candidates to fill those positions?
It is the governments expectation that the Center will be fully staffed at the beginning of Center Operations. However, for new Center Operators, the staff vacancy reductions do not begin until month four. This does not absolve the operator of having to be fully staffed the first month of operations.
Failure to Meet Staffing Levels. Can the government share the current staffing vacancy rate? Does the center currently have significant staffing vacancies?
The information requested is not releasable.
Failure to Meet Staffing Levels. Will the operator be required to submit the Vacancy and Staffing Tool per JCAS?
Yes, The contractor shall complete the vacancy information section in the attached Wage Comparability Tool/2110S (Attachment J-27) by the 10th day of every month. The contactor shall complete and submit the salaries information section in the attached Wage Comparability Tool/2110S (Attachment J-27) by the 10th of July, October, January, and April every calendar year.
C.2.G Who is the OTP provider for Finance & Business, Health Care and
ACT?
The information requested is not releasable. The identity and agreement that defines the relationship between the current operator and the providers is proprietary. Future arrangements would need to be identified and negotiated between new interested parties as applicable.
Questions for Clarification (OJC)
Soliciation Section (when cited by contractor)
Question(s) Answer(s)
In the RFP Childcare is marked N/A, however in the past, there has been an active childcare center on Campus that closed at the beginning of COVID. Does this mean it will not reopen during this new contract and should be considered permanently closed?
The Childcare Center is not currently open; however, the offerors should price in the maintenance. When in operation, the Child Development Center is maintained by the Center Maintenance Department. There is no current operator. Once it re-opens, the child care center will be operated by a licensed independent child care provider. The provider is responsible for the opreation and meals. The center is responsible for the facility maintenance. The National Office and Regional Office has no intention of permanently closing Day Care Centers. The National and Regional Offices will advise when the Day Care Centers are authorized to reopen.
OBS Compliance – Based on the pandemic, will there be allowance to ensure careful and safe student arrivals? Will the operator need to submit a plan per PR PIN 21-12?
The successful offeror will be expected to submit an Enrollment Plan to safely arrive students at the planned OBS as well as in
PIN 21-12 .
Is the Child Development Center staffed by the center operator or a local licensed day care operator?
When in operation, the Child Development Center is staffed by a local licensed independent child care provider in the State of Florida. However, the Child Development Center is not currently open.
C.2.G Who is the day care operator for the Child Development Center?
There is currently no operator. The Child Development Center is currently closed.
What services does the center provide the Child Development Center – maintenance, meals, snacks?
When in operation, Maintenance of the building is provided by the Job Corps Center's Maintenance Department.
Is the Child Development Center open to the local community and if so, does Job Corps students have any priority status for their children?
When in operation, the Child Development Center is open to the community based on availability. Priority is given to Job Corps students' children. However, the Child Development Center is not currently open.
The RFP states an On-Center Child Care Program is not required.
However, the J-9 Facility Survey Volume 1 references (page 14) a Child Development Building. Please clarify who operates the Child Development Center. Is the Child Development Center staffed by Job Corps or an independent provider? Who is responsible for the operation, maintenance, meals, etc.?
When in operation, the Child Development Center is maintained by the Center Maintenance Department. There is no current operator. Once it re-opens, the child care center will be operated by a licensed independent child care provider. The provider is responsible for the opreation and meals. The center is responsible for the facility maintenance.
Questions for Clarification (OJC)
F.5
The expected arrivals are between are between 40 and 42 monthly. Based on the pandemic and some requirement for social distancing and student vaccination statuses, has there been a COVID-19 OBS established for this center?
A COVID-19 OBS of 202 has been established.
F.6 Based on the pandemic and the requirement to arrive students carefully and safely, will the new OMS be released in time for PY 2022 by the time this contract is awarded is made?
No date has been established for the release of the new OMS. The Operator should plan on utilizing the system in place at the time.
J-12 Please provide dates for the utility information found in the J-12. Usage for Water and Electricity is not provided for a full 12 months. Please provide additional years of data.
A revised J-12 attachment is provided.
J-12
The information provided on the J-12 is not consistent with the information provided on the J-23. There are costs for utilities outside of Electricity, Water and Natural Gas, such as sewer, fuel oil, etc. Could the government please provide updated utility information that includes these costs?
A revised J-12 attachment is provided which includes the utilities that DOL is measuring.
J-23 Attachment J-23 provides center utilities from PY14-PY18. Could the government please update the tables to include PY20 and PY21?
The tables provided reflect expenses when the Center was at full OBS. Anything more current would be skewed due to costs as a result of the Pandemic.
