RFP No. 1605JE-22-R-00008 Whitney Young Job Corps Center, OA, CTS
RFP Section Question(s) Answer(s)
Attachment J-28 The Staff Compensation Plan included OA/CTS in the Staffing Calculator Center and a separate (same) chart on the Staffing Calculator OA/CTS. Does DOL require submission of both? A revised J-28 is provided with Amendment 0001.
L.7 The RFP notes, “Small Businesses should note that while a subcontracting plan is not required, it is requested that they provide a listing of subcontracts that are anticipated. The subcontract list should include at a minimum a list of the functions, tasks, and positions that are proposed with their anticipated dollar value.” Is it sufficient to provide the anticipated base year dollar value of such subcontracts? The RFP states that "[t]he subcontract list [from Small Business offerors] should include at a minimum a list of the functions, tasks, and positions that are proposed with their anticipated dollar value."
The anticipated dollar value is the total amount anticipated, to include the base and all option periods.
C The government notes that the offeror’s proposed technical and staffing approaches will be incorporated into the contract and shall become requirements.
Does the incorporation include the BMP? Yes, the offeror's entire proposal, to incude the BMP, may be incorporated into the contract.
C.1.B As you are aware, Change Notice No. 20-05, “Policy and Requirements Handbook (PRH) Changes to Health and Wellness Staffing (Exhibits 5-3 and 5-6)” was issued on April 16, 2021. The notice states the effective date of the PRH change of the notice as of June 15, 2021. With respect to the Whitney Young JCC RFP, does the government expect contractors to include the change notice in the procurement? Offerors' proposals must reflect the PRH Change Notice No. 20-05, issued April 16, 2021.
C.1.C.2 The contractor is requested to provide basic health care, counseling, and other support services required by the ePRH.
Are all these same services expected given the current Covid-19 pandemic & remote learning environment? Or are these services going to be tweaked given the remote learning status of JCC students?
If there are changes, will the government provide further details of those expectations? The operator is required to comply with all contract and PRH requirements in its operation of a Job Corps center. Performance of the contract is expected to start on 1/1/2023. Given the current state of the pandemic, the Government cannot predict what the state of the pandemic may be in the future. Any changes to work to be performed will either be addressed in an Amendment to the RFP or in a modification to the contract post-award, in response to which the contractor may submit a request for equitable adjustment.
G.9 With the current Covid-19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after 3 months grace period? And if not, how does the government expect to adjust the monthly price given the current situation? The center will be operated at full OBS. See G.9 for adjusted monthly price formula.
Attachment J-1 The ‘Evaluated Price’ tab is locked and protected for editing. Can an editable version be distributed? Yes; an editable version of J-1 is provided with Amendment 0001.
Attachment J-28 There appears to be formula challenges for NTC and Medical subcontracts. Additionally, OA/CTS is listed in 2 tabs. Do offerors have the ability to make minor changes to the J-28 form to address these challenges? A revised J-28 is provided with Amendment 0001.
L.6.H Pg. 76 of the RFP states “files with computations should be submitted as excel files and can be separate attachments”. In addition to the J-1 and J-28, should bidders also include the J-6 and pricing schedule as excel attachments? Offerors shall submit the J-1 Pricing Detail, J-28 Staff Compensation Plan, and J-6 Subcontracting Plan Summary Sheet in Excel format. Offerors are not required to submit the Pricing Schedule (Section B).
Attachment J-28 Staff Compensation Plan (J-28): The tabs Staffing Calculator Center and Staff Calculator OA/CTS have prefilled FTEs. Please confirm bidders may correct Attachment J-28 to list the offeror’s proposed FTEs. Offerors may adjust prefilled NTEs on the J-28 to list an offeror's proposed FTEs.
L.6 & L.7 Please confirm offerors are to submit the J-28 only as an Excel file and not embedded within the Business Management Proposal Factor. This is correct; offerors are required to submit the J-28 as an Excel file.
L.6 To best ensure compliance with the identified page limits, please confirm questions/prompts are not subject to the formatting requirements. This is correct; however offerors are cautioned that responses to Factors shall comply with formatting requirements as described in the RFP.
L.6 To best ensure compliance with the identified page limits, please confirm question prompts may be truncated or removed. Question prompts may be truncated or removed; however, offerors are cautioned that responses to each section must be clearly identified. As stated in the RFP: DOL will not require evaluators to search other proposal sections for information, nor will DOL require its evaluators to search other sections within a proposal.
L.6 To assure receipt of email, please confirm any file size limitations. There is no file size limitation on the email.
L.6.H Per page 76 of the RFP, files with computations should be submitted as excel files and can be separate attachments. Please confirm that for this solicitation, that is only the J-1 – Pricing Detail, Pricing Schedule, J-28 Staff Compensation Plan, and J-6 Subcontracting Plan Summary Sheet. Offerors shall submit the J-1 Pricing Detail, J-28 Staff Compensation Plan, and J-6 Subcontracting Plan Summary Sheet in Excel format.
Attachment J-8 Please confirm whether attachment J-8 is to be returned with the submission. This form is required in the proposal and is used to identify any subcontractors included in an offeror's proposal.
G.9 Section G.9 (pages 22-21): Is there a maximum OBS price reduction? For example, if the OBS is at an average of 40%, what is the maximum amount we can bill based on the current calculations As stated in Section G.9, the Contractor’s price for the month will be adjusted downward based on the actual average OBS during that month. The price adjustment formula is built on the premise that 85% of the price is fixed. Therefore, even at 0% OBS, the contarctor would bill 85% of its monthly fixed price.
G.9 Section G.9 (pages 22-21): If the Government restricts our OBS due to circumstance, such as a pandemic, is the Adjusted Monthly Price based on the planned OBS or the Government adjusted OBS. For example, if the Government restricts the center to only allowing 175 students on center, but the planned OBS is 318, which OBS will billing be based on, 175 or 318? The expectation and price is based on the assumption that the center will be operated at full OBS. However, if pandemic restricts require that the center can only safely accommodate 175 students at a particular time, and the center is operating with an average of 175 students for the month, the center would be at 55%. The price adjustment formula, plugging in 55% would equate to the billable price for that month.
L.7, Factor 4 As the Attachment J-28 requirement is relatively new, we have a number of clarifying questions:
| • | For positions that are split between multiple departments does the government expect the Estimated Proposed Salary (Annual Salary) to be calculated based on the FTE or as if the position is a full 1.0 FTE. |
| o | Example a 1.0 FTE position is split between Academics and CTT with an annual salary of $50,000. Would contractors enter a 0.5 FTE on Academics and CTT respectively with an annual salary on each line $50,000 or $25,000 (0.5 of the $50,000 annual salary) |
• Where subcontracted medical services are provided by a subcontracted vendor do contractor’s still need to list an annual salary and fringe benefits?
• OA/CTS positions are listed at the bottom of the Staffing Calculator Center Tab which ties to the link in the Staffing Summary Tab. The OA/CTS positions are also listed on the Staffing Calculator OACTS. Can the Staffing Calculator OACTS tab be eliminated, or does DOL want the positions listed in both places?
• It does not appear that there is a formula to sum subcontracted OA/CTS positions (Cell C335 on the Staffing Calculator Center tab and Call C27 on the Staffing Calculator OACTS tab), Please advise.
Typically, contractors submit the J-1 in Factor 4. BMP as well as Excel. Would DOL prefer the J-28 be treated the same way, or would DOL prefer it only be submitted in Excel? The salary should be indicated as the annual salary for the full FTE, with a designation of .5 to show that it is a .5 FTE at that annual salary.
Subcontracted medical services must still be listed with an annual salary and fringe benefits.
Please see the attached revised salary file, with the 2nd OA tab eliminated.
Please see the attached revised spreadsheet which includes the formula.
DOL prefers that the J-28 only be submitted in Excel.
F.5 The annual arrival chart only lists the Whitney M. Young JCC for all 600 arrivals. Paragraph C.2.B and the NEAP include Cincinnati and Atterbury. Please clarify the arrival goals by subcategory. The operator of the Whitney Young Job Corps Center is contractually reponsible for 600 arrivals to the Job Corps Program. In addition, the Whitney Young JCC receives arrivals from the Cincinnati and Atterbury as described in C.2.B and the NEAP.
H.25 Item H.25 discussed lease agreements. The RFP includes a lease for the center, but no current leases for potential OA/CTS offices in the NEAP Zone or MOUs with KY Career Centers. Please provide any current lease or MOUs approved by DOL. Any current/available leases are provided in the RFP via Attachment J-19.
Attachment J-22 Attachment J-22 shows the center is leasing 16 GSA vehicles, which is 3 vehicles more than what was reported in the Phase II underutilized vehicle usage summary issued by DOL, which showed 13 vehicles with 6 being underutilized. Please clarify the GSA vehicle inventory. The Center has 16 leased vehicles.
Attachment J-25 NTCs were recently authorized to purchase their own equipment. The narrative in the FAQ indicates equipment becomes part of the center’s inventory. Does this also apply to NTC purchased equipment? If DOL funds were used to purchase the equipment, it becomes DOL property regardless of who purchased it. Equipment purchased by the NTC's have their own EPMS where it is managed by the NTC; the center is simply the property location.
Attachment J-26 Please clarify the reference to “Charleston” with respect to CTST project 20-07. Will incomplete CTST project funding be transferred to the new contract? This refers to a joint CTST project with students from the Whitney Young and Charleston Job Corps Centers. Incomplete CTST funding will be transferred.
C.2.D Please confirm that the RFP is correct in listing five (5) full-time ACT slots.
Also, the allocation of slots per the CTT-10 report is different from the RFP. Please confirm the slots listed in the RFP are correct. The RFP is correct and slots listed are accurate for this procurement.
Attachment J-9 The Executive Summary notes several buildings are in poor condition and the preventive maintenance needs improvement. Can the contractor assume that these are to be fixed through CRA funding, Equipment, and/or CTST funding rather than through Operational funding?
If some of the above issues are to be fixed through Operational dollars, can the Govt. identify which items those will be and provide further insight for contractors? Offerors should not make any assumptions as to the funding source at this time. The nature and scope of the project help determine whether it can be done with CRA or Operations funds as part of routine maintenance. At this time, we are unable to identify potential projects to be repaired with Operations dollars.
Attachment J-12 Can the government update the utility costs for April 2020 to March 2021 or update them for the most recent 12 months?
Are there any other utility costs outside of Electricity, Sewer, Water, and Natural Gas? If so, please provide those utilities. An updated J-12 is provided with Amendment 0001.
Attachment J-9 Please confirm that wastewater treatment is no longer needed at the facility. If it is needed, please provide the most recent 12-month cost for this. No wastewater treatment, they are connected to the city.
Attachment J-9 The Facility Survey indicates Eckstein-Norton Dormitory (building #2) is “vacant and dirty.” Will this dorm need to be staffed? Can you confirm the capacity of 48 beds? Dorm has been vacant for over ten years. Building needs extensive renovations and there are currently no plans to do so.
Attachment J-9 The Facility Survey indicates Lee Thomas Dormitory (building #5) is “co-ed and closed.” Will this dorm need to be staffed? Can you confirm capacity is 28 beds? Dorm is ready for occupancy. It is not co-ed. There are 60 beds.
Attachment J-9 The Facility Survey indicates that Robinson Hall Dormitory (building #34) is “co-ed” and “was closed for renovation”, but the first floor has reopened and is occupied with students. When will the second floor be opened, and should operators staff the dormitory for two floors? Dorm is occupied. It is co-ed. Renovations are complete.
| C.2 & F.5 | The OA arrival goal seems high for a Center with an OBS of | |
| 318. The contract contains OA Arrival goals of 600 arrivals per year. Additionally, the Center can expect 100 arrivals from Cincinnati OA and 50 arrivals from Atterbury OA. Is the Whitney Young OA contract responsible to recruit and screen applicants for other Kentucky Job Corps Centers? If so, please identify the Center(s) and arrival goals. | The OA contract is not responsible for recruiting for other centers however; the goals are driven by the NEAP and the OAs are expected to recruit all eligible youth in the designated geographic area. |
Attachment J-9 Page 18 of the Facility Survey indicated that there are 4 dormitories on campus. At the time of the survey (June 2019), it stated that the Eckstein-Norton Dorm was vacant, the Lee Thomas Dorm was closed and the Robinson Hall dorm was closed for renovation. Please provide an update on student housing utilization. Please specify which dorms are operational and the bed capacity by floor and dorm. Robinson 1 - 102 beds Robinson 2 - 102 beds Mae Street Kidd - 60 beds Lee Thomas - 60 beds
Attachment J-26 Please confirm whether the washers, dryers, and dishwashers are leased or owned property. As stated in Attachment J-26:
- The center leases its washers and dryers; and
- The center owns its dishwashers.
C.2.B Section C.2 B. (page 10): The Cincinnati JCC and the Atterbury JCC are expected to provide 100 and 50 arrivals annually, respectively. Section F5 (pages 16 & 17) states WYJCC contract is expected to Arrive 600. Please clarify if the WYJCC OA annual arrival goal is 600 or if the 600 total includes the 150 from the other centers reducing the WYJCC to an annual 450 arrival goal. The operator of the Whitney Young Job Corps Center is contractually reponsible for 600 arrivals to the Job Corps Program. In addition, the Whitney Young JCC receives arrivals from the Cincinnati and Atterbury as described in C.2.B and the NEAP.
C.2.D Section C.2 D. (page 11): The section states that “ …. Delivery of Career Technical Training programs in accordance with PRH is at a location identified by the contractor.” Please clarify if this is in reference to only the ACT program as listed or other programs not identified in the list of offerings? This applies to all Career Technical Training (CTT) programs.

Introduction
Instructions for Completing the Staff Compensation Chart
The following staff compensation chart shall be completed. The number of staff in each function shall be shown on this chart. The estimated average salary of each staff position shall be shown. Each contractor has its own manner of organizing its staff; however, for the purposes of this proposal, follow the outline of this Staff compensation chart.
Different contractors have different position titles for similar functions. However, for purposes of evaluation, offerors may not change position titles in column 1. Where offeror’s position titles differ, actual titles should be entered in the “Remarks” column. The Staffing Chart describes functions. In the event that a position is so unique that it does not fit any title on the chart, place the position in the appropriate place on the chart.
Subcontractor staff must be reported. Therefore, if a subcontractor has deemed their salary information proprietary, they may submit this information directly to the Contracting Officer at the email address identified for receipt of proposals. The subcontractor must clearly identify which prime contractor's proposal their submission is associated with.
DOL recognizes that at the time of proposal submission, offerors would not have made firm offers of employment to individuals that therefore, the salary information provided in this tool may be an estimate of the competitive salary that the offeror anticiaptes for a position(s).
Definitions.
1. Standard Position Title
2. The number of staff at each position title. If none are proposed, leave the line blank. If one person performs more than one function or one person performs the same function in two or more different functional areas, show the allocation of that person's time as a decimal (e.g., .5) allocation to the proper line.
3. If a position is subcontracted, show the number in the appropriate column.
4. Remarks. The center title, if different from the title shown in the left-hand column, and any comments you wish to make.
5. Proposed Salary should be the annual salary estimated for this position title.
6. Fringe benefit percentage should be listed for each position title and the offeror can use it's average fring benefit percentage, rather than the actual percentage for each position.
7. Proposed Salary Source/Justification should be the source used to support the annual salary estimate.
