Clarification Questions for Shriver RFP

Item Page # Section Question Answer 1 9 Section C.

Introduction The government notes that the offeror’s proposed technical and staffing approaches will be incorporated into the contract and shall become requirements. It also states the contractor’s entire proposal may be incorporated into the contract.

Will the incorporation include the BMP?

The government can incorporate the offeror’s entire proposal including the

BMP.

2 10 C.1.C.2 The contractor is requested to provide basic health care, counseling, and other support services as required by the

PRH.

Are all these same services expected given the current Covid‐19 pandemic & remote learning environment or are these services going to be changing given the remote learning status of JCC students? If there are changes, will the government provide further details of what those expectations will be?

Yes, contractors are requested to provide basic health care, counseling, and other support services as required by the PRH.

DOL will notify all contractors if/when there is a change in policy.

3 12 C.2 Please confirm the CTT Offering table in the RFP is accurate as presented.

Yes. CTT Offering is accurate.

4 22 F.6 The Government notes that “Generally, the Government will measure performance through the programs performance management system, which is comprised of four Outcome Measurement System (OMS) Report Cards”

With the current Pandemic crisis & remote learning occurring, will the government consider a waiver to these specific report card metrics? Or modify them considering the current atmosphere?

No waiver has been issued. DOL will notify all contractors if a waiver is granted and/or if there is any change in policy.

5 With the current Covid‐19 pandemic atmosphere and remote learning, is 100% OBS still the expectation after 3 months grace period? And if not, how does the government expect to adjust monthly price given the current situation?

100% OBS is expected.

No changes to policy has been issued.

DOL will notify all contractors if/when there is a change in policy.

6 J‐5 notes all slots are eligible for CTST. Is that correct?

Assuming it is an error, please provide an updated J‐5.

No.

Only Carpentry Trade is eligible for CTST funds. The attachment has been updated.

7 Should travel be removed from this paragraph?

All travel costs shall be included in the firm fixed price CLINs. See RFP Section H.5

8 Please explain the government rationale in the change in Phase‐In and Phase‐Out CLINS to NTE of $100,000 each.

The government reserves the right to limit the NTE amount of any CLIN.

9 Please explain the government rationale to include Phase‐Out price in the total evaluated price and not the Phase‐In price.

The government reserves the right to structure its bid requirements in accordance with historical precedent and current procurement best practices.

10 The Facility Survey describes center‐wide issues with building sidings, dorm roof, electrical, and HVAC issues. Please provide an update on the status of the issues described in the survey. Will the facility areas be fixed prior to contract award?

Building sidings ‐. This is an unfunded deficiency in the survey.

Siding shingles have been replaced as needed; however, they continue deteriorating. This project requires a more comprehensive long‐term solution.

Dorm roof: No issues currently.

Electrical: No issues currently.

HVAC: Project in progress; expected to be completed prior to contract award.

11 Please define the term “primary and vital requirements” as the FAR section referenced does not provide a description of what constitutes primary and vital.

The SBA’s ostensible subcontractor rule provides that when a subcontractor is actually performing the primary and vital requirements of the contract, or when the prime contractor is unusually reliant upon the subcontractor, the two firms are affiliated for purposes of the contract at issue.

12 Does the center have any CRA or CTST projects “in progress” and will they be completed prior to the transition period? Or what is the projected completion date?

The center has three CRA projects in‐ progress: HVAC system, Hot Water Boiler repair and Academic Building roof repair. All three projects are expected to be completed prior contract award.

13 What are the current national projects of the center? Will these be completed prior to transition, or do you have an estimated completion date?

No National Projects are pending or scheduled at Shriver.

14 The contract includes a large OA CTS portion, will the government provide additional GSA vehicles for this contract?

Request for any additional vehicles must go through a pre‐approval justification process via the DOL National Office of Job Corps.

15 Are there any plans to construct a new Culinary Arts training area as referred to as Deficiency ID 51190?

No.

This is an unfunded deficiency for Culinary Arts from 2012 that was updated as still valid in last facility survey.

16 Has the perimeter fencing been completed which is noted as DeficiencyID 126104 and funded 2018?

Phase I fencing project was completed in 2019 and verified during facility survey.

17 How many staff does TCU employ for the trade offering at the Center? 4.5 FTE/staff.
