Solicitation 1605DD-19-Q-00008 Question and Answer Document
Question: There is no indication as to the frequency of need or the duration of court reporting per session. This impacts the travel and appearance schedule. Rather than a per page price, might you also have an indication on the number of sessions required and the number of pages, on average, per session?
Answer: Please note that the following answers are based on Statements of Work for task orders against the previous contract. Region 6 SOL has asserted that the scope for the current requirement being solicited has expanded. Past activity is not an indicator of activity under the new contract. -Frequency of need: if this question is asking how often a task order will be issued, award dates under the previous contract averaged every 43 days. -Duration of court reporting per session: We have no data regarding how long sessions are. Region 6 SOL has stated in the Statement of Work, Section 2(a) Scheduling of
Depositions, Hearings, and Interviews: “Proceedings are normally scheduled for 9:00 am to 12:00 noon and 1:00 pm to 5:00 pm.” -Number of sessions required: Based on the last 15 task orders on the IDIQ, we have required about 6 deposition sessions per task order and average about 200 pages, per session.
Three task orders had 10 or more sessions. -Number of pages, on average, per session: this would require a time-consuming review of invoices. Request has been made to Region 6 SOL for this information, but there is no guarantee this information will be made available prior to solicitation close. -
Additional information: days per state based on task orders against the previous contract (note: the previous contract was limited to the Region 6 SOL, which comprises of 11 states. The current solicitation’s scope has been expended to allow proceedings in other states for enterprise-wide cases.
Region 6 SOL estimates that no more than 10% of proceedings will be outside the Region 6 SOL).
State Days Percent
Colorado 1 1%
Louisiana 5 6%
Montana 2 2%
New Mexico 1 1%
North Dakota 6 7%
South Dakota 6 7%
Texas 54 61%
Utah 9 10%
Wyoming 4 5%
Question: The following question was submitted. Answer is being provided to all sellers due to its relevance: Will this contract encompass all of the court reporting needs of the Dallas/Denver office and all of the court reporting work for Region 6 SOL? Or will the agency put some work under this IDIQ and put some work outside of the IDIQ via their credit card?
Answer: We are anticipating that the majority of work will be done with the IDIQ holder, but we will use other court reporters for some of the work. There are times when it makes more sense to use another court reporter due to the needs of the case.
