About this file
This document is Solicitation Amendment #2 for RFQ 1605C4-26-Q-00075 issued by the U.S. Department of Labor, Customer Acquisition Services, containing questions and answers regarding a video surveillance system acquisition for an academy facility.
The procurement requires replacement and repair of a complete video surveillance system consisting of 17 total cameras: seven indoor dome cameras, four guard-shack cameras, and six exterior PTZ (pan-tilt-zoom) cameras. The system must include a DVR server with 30-day video storage capacity, three client workstations located at the front guard shack, rear guard shack, and security office, and network infrastructure including Ubiquiti or Netgear switches (or equivalent commercial/enterprise-class products). All existing equipment should be replaced due to age and condition. The contractor must conduct a site survey (scheduled for August 19 at 2 PM) to assess the existing system and determine whether repair or replacement is necessary. CLIN 0001 includes repair and replacement costs during assessment; if replacement costs exceed CLIN 0001, separate vendor quotes require approval outside this award. The CLINs covering maintenance plan license renewals (CLIN 0002 and option CLINs 1001-4001) include software/license renewals plus preventive and corrective maintenance services. The system must operate as a standalone, on-premises network without connection to the DOL network or public Internet. The evaluation criteria are Technical Approach, Understanding of Requirements, Price, and Past Performance. The performance period runs from September 1, 2026 to August 31, 2027, with limited facility drawings provided and a site survey conducted prior to proposal submission.

A:Current inventory and operational status is listed in part 5.1 of the PWS, the manufacturer, model numbers are unknown
2) The Performance Work Statement provides performance specifications but does not identify a preferred manufacturer. Will the Government accept equivalent manufacturers that meet or exceed the stated specifications, or is a specific manufacturer preferred?
A: Yes
3) Please provide the manufacturer and version of the existing Video Management Software (VMS). Is the contractor expected to retain the current VMS or provide a new software platform?
A: manufacturer, model numbers are unknown, VMS unknown Per section 1.3 The objective of this procurement is to access the current video camera system, equipment and software then determine if it’s repaired or replacement is necessary.
In addition, a maintenance plan needs to be established.

A: Conducted Aug 19 @2p
6) Are building floor plans, campus maps, or camera location drawings available to assist offerors in preparing accurate pricing?
A: limited drawings and floor plans, available are attached.
7) Will the Government provide IP addressing, VLAN configuration, network access, and switch configuration, or is the contractor expected to provide complete network configuration services?
A: cameras will not be on the network
8) Since the PWS requires the contractor to assess the existing system and determine whether repair or replacement is necessary, could the Government clarify how offerors should develop a firm-fixed-price proposal when the exact quantities of repairs are unknown?
A: CLIN 1 includes repairs and replacement cost after award and during assessment if its determined that the replacement cost exceeds CLIN 1 a quote should be provided by the vendor and approved separately from this award.
9) The PWS references replacement of indoor cameras, exterior cameras, PTZ cameras, and installation of additional cameras. Could the Government confirm the total number of cameras to be supplied and installed under this requirement?
A: Per Section 5.1 it Clearly states which cameras are to be replaced and their location

A: This is to be determined by the vendor and software required for cameras workstations. The software should not expire however the yearly maintance should allow for updates and patching for the duration of the of the maintance contract.
16) How many camera licenses, client licenses, server licenses, analytics licenses, and/or license plate recognition (LPR) licenses are required?
A: This is to be determined by the vendor and the proposed system. The PWS states 17 cameras and 3 workstations, the vendor proposes the solution.
17) Is software maintenance included under the annual Maintenance Plan License Renewals?
A: Yes
18) May offerors propose any commercially available solution that satisfies the PWS requirements, or does the Government have preferred manufacturers for the cameras, VMS software, servers, or other major components?
A: Yes they can propose
19) The PWS references Ubiquiti or Netgear switches. Are equivalent products acceptable?
A: Yes however the same brand should be used throughout the project and should be of similar commercial/enterprise class. No “home” use / off brand equipment should be used.
20) Are there any interoperability or compatibility requirements with the existing network infrastructure?
A: cameras will be off network
21) Will a site survey be conducted?
A: Yes Aug 19th @2p

33) Will Government personnel be available to provide access to the buildings, equipment rooms, camera locations, and network closets during the site survey?
34) Is there an estimated total length of CAT5/6 cabling that the Government anticipates will be required?
A: No this will be based on the assessment conducted by site survey and installations. It was noted on the walkthrough Aug 19th that the guard shack cabling is deteroiated, no estimates were made or conducted.
35) Should we anticipate only the new camera drop identified in the PWS, or are additional new cable runs expected?

A: No – MSHA’s standard cabling scheme is 568B
38) Will conduit or raceway be required for the new camera cabling?
A: To be determined by the vendor.
39) If so, is there an estimated length and required conduit size/type?
40) Should we assume that existing pathways will be available for cable installation, or should new conduit/raceway be included in our pricing where required?
A: existing pathways should be available for use.
41) Are UPS systems required as part of this project?
A: No
42) If so, how many UPS units are required, and what VA/Watt capacity should be provided?
A: N/A
43) Should the UPS systems support the DVR/server, network switches, workstations, or other specific equipment?
A: This was not specified in the PWS.
44) Are existing UPS units available for reuse, or should new units be included in our proposal?
45) Should we assume one software license is required for each camera?
A: To be determined by the vendor and software.
46) Is the initial license intended to cover the 12-month base period?
A: Yes – the license should not expire – updates should be covered with the maintenance contract.
47) Should the subsequent license/maintenance renewals be priced on an annual basis for each option period?
48) If the proposed manufacturer offers a five-year license, would the Government accept a five-year license instead of annual licensing?
49) Could the Government provide the make/model information for the existing cameras, DVR/server, network switches, and video management software, if available?
A: manufacturer, model numbers are unknown, VMS unknown Per section 1.3 The objective of this procurement is to access the current video camera system,

55) Could you provide any plans if available?
A: attached
56) The PWS references a site survey and indicates that a survey date will be specified by the Contracting Officer. Given that the site survey may impact a vendor’s understanding of the existing system and the development of its pricing, can the Government please clarify whether the survey will occur prior to quote submission or after contract award? Please provide the date and time of the site survey, along with any advance registration, access, security, or attendance requirements.
57) PWS Section 5.1 expressly requires replacement of specified switches, fiber patch cabling, and cameras; however, PWS Section 1.3 states that the existing system is to be assessed to determine whether repair or replacement is necessary, and Section 6, Factor 1 states that repairs should be prioritized and replacements considered only when repair is not feasible. Please confirm whether the items expressly identified for replacement in PWS Section 5.1 are mandatory replacements under CLIN 0001, or whether they are subject to the repair-first determination described in Factor 1.
A: mandatory replacement
