About this file

This document is an amendment to a solicitation for a firm-fixed price contract for Suicide Gatekeeper training for the Department of Labor (DOL). The amendment addresses questions received related to the solicitation. The key details are:

The training is intended to begin after the contract award in November, with as much as possible completed in the first fiscal year quarter (October-December). The contract period of performance is six months. DOL is seeking both in-person and live virtual training sessions, with the option for self-paced online training. The training audience includes DOL executives, managers, supervisors, and employees. DOL is launching a Mental Health Initiative and these trainings are part of their efforts to increase employee well-being. DOL will not be recording or hosting any training videos, but rather the vendor will provide a separate website for the self-paced online training.

Question Government Response

What is the ideal timing of trainings, both in person and virtually?

We would like the in person and live virtual to start as soon as possible and to serve as the kickoff to the training.

Would you like them to start in 6months or as soon as possible?

We would like training to begin after date of award in November with as much of the training as possible accomplished in the first fiscal year quarter (Oct.-

Dec.). The contract is for six months, and the expectation is that all training will be completed within that timeframe.

The solicitation indicated one (1) hour sessions, is this both in person and virtual and can the time be extended?

Yes, see Amendment 0001 which revised Section 5.1 of the PWS. Discretion on time will be left to the training vendor regarding the ability to extend the time.

Our desire is to keep the training within a reasonable timeframe to be accomplished during an employee’s workday.

Assumed demographic of audience members – are these HR staff/wellness staff/managers/leaders?

Any DOL executive, manager, supervisor, or employee may participate

Is there a previous history of suicide prevention curriculum? No

Why now? Is there an objective or goal you want to achieve with these trainings?

DOL launched a Mental Health Initiative in 2023 to provide employees with information about mental health conditions, best practices for creating a supportive environment, and tools to help employees seek care if they are experiencing a mental health challenge or crisis. The initiative grew out of employee requests in listening sessions, town halls, and staff meetings for a department-wide focus on mental health. As part of its mental health initiative, the Department is seeking to stand up these trainings to help actively increase employee well-being.

Do you have a Learning Management System/online training archive that it intends to use to record/host recorded links for these trainings?

DOL has a Learning Management System but does not intend to use or host recorded links for these trainings.

How would you like to execute the self-paced trainings?

We want online self-paced training that employees can readily access via a separate link on a vendor provided website. For additional information, reference Amendment 0001.
