About this file

This is an Amendment of Solicitation/Modification of Contract (SF Form 30) issued by the U.S. Department of Labor's Employment and Training Administration for RFP 1605C2-26-R-00002. The amendment, effective March 25, 2026, provides the government's responses to vendor questions, updates instructions to offerors, corrects the NAICS code in Attachment 2 from 541613 to 541611, and confirms that the response date for quotes submission remains unchanged. The contract period of performance is July 30, 2026 through July 29, 2031.

The solicitation is for YouthBuild Technical Assistance and Coaching services. Only qualified national nonprofit agencies meeting WIOA Section 171(b)(9) requirements are eligible as prime bidders. The government intends to award a single Labor Hour Contract based on best value, with Factor I (Technical) significantly more important than Factor II (Past Performance), which is slightly more important than Factor III (Price). Proposals must be submitted electronically by the deadline specified in the SF1449 Block 8, with proposals evaluated on understanding of requirements, management approach, key personnel qualifications, start-up and phase-out plans, and quality control procedures. Travel costs are reimbursable under CLIN X002 ODC; however, the 5% statutory funding limit is fixed with no allowance for indirect cost recovery on required events. All key personnel positions must be named at submission, and no placeholder resumes are accepted. The government will not fund the total contract award upfront but will provide funding during each period of performance.

The contractor shall ensure that its comprehension of, and feasibility of accomplishing, the tasks outlined in the PWS within the required schedules are clearly demonstrated. The contractor shall additionally identify potential risks of performance, and how the contractor intends to mitigate those risks. Contractor's are cautioned that “parroting” of the PWS with a statement of intent to perform does not reveal the contractor’s understanding of the requirement or their capability for addressing it.

Subfactor 2: Management Approach The contractor shall identify the management approach, techniques, and tools that the contractor shall use to accomplish the requirements identified in this RFP. The contractor will tailor the management approach to achieve the requirements as identified in the PWS.

Subfactor 3: Key Personnel The contractor shall reflect the experience and qualifications of all contractor personnel. The contractor’s proposal shall include resumes for key personnel and also provide a matrix to include the background/experience of the company’s proposed key and non-key personnel mapped to the appropriate PWS tasking that supports the proposed labor category and level.

It shall include a statement that the personnel proposed are available, trained, and qualified to perform the work under this effort.

In addition, the government will evaluate the Phase-Out Plan submitted by the contractor based on how it demonstrates the contractor’s ability to enable a smooth transition to replacement services when the contract period of performance ends. The plan shall provide phase-in support for up to 90 days to the selected contractor if the incumbent contractor is not selected herein.

Subfactor 5: Quality Control Plan The contractor shall present a Quality Control Plan (QCP) that demonstrates how the contractor intend to monitor, inspect, and correct deficiencies for the requirements of the PWS. The Government will incorporate the QCP in the award that will result from this RFP.

The QCP will no longer be considered proprietary and will be considered releasable under FOIA.

FACTOR II – PAST PERFORMANCE

The Government will evaluate past performance of (3) current or previous contracts for relevancy (within the last 3 years) based on how well the contractor performed on projects of similar dollar value, scope, and complexity. Contractor's are advised that the Government may use past performance information obtained from centralized past performance databases and sources other than those identified by the contractor and the information obtained may be used for both the responsibility determination and the best value decision. The absence of past performance data will be rated neither favorably nor unfavorably. Contracts listed may include those entered with Government agencies or private sectors. For contractor's with no relevant corporate past performance, the Government may consider information regarding the past performance of predecessor companies, key personnel with relevant past performance, or subcontractor's that will perform key aspects of the requirement. The Government will evaluate the Past Performance Elements specified in the Past Performance Questionnaire. Attachment 2.

M - Evaluation Factors for Award

EVALUATION CRITERIA

BASIS FOR AWARD:

The Government will award a single award, Labor Hour Contract from this proposal to the responsible contractor whose proposal conforming to the proposal is most advantageous to the Government based on the best overall proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors: Factor I, Technical is significantly more important than Factor II, Past Performance, which is slightly more important than Factor III, Price.

All subfactors under Factor I, Technical are of equal importance. The Government will evaluate proposals for award purposes by adding the total of all CLIN prices, including all options, to ensure that pricing is not unbalanced. Price will be evaluated for completeness and reasonableness. Price will become significantly more important as technical ratings approach equality. The non- Price factors combined are significantly more important than Price. However, prices will become significantly more important as non-price factors approach equality. Contractor's are cautioned that the award may not necessarily be made to the lowest price proposal.

The Government is more concerned with obtaining superior technical features than with making an award at the lowest overall price to the Government. However, the Government will not make an award at a significantly higher overall price to the Government to achieve slightly superior technical features. To receive consideration for award, a rating of no less than “Acceptable” must be achieved for Factor I, and its associated sub-factors, 1.) Understanding of the Requirement, 2.) Management Approach, 3.) Key Personnel, 4.) Start-Up Plan/Phase-Out-Plan, and 5.) Quality Control Plan.

The Government intends to evaluate proposals and award a contract on initial proposals. Therefore, the contractor’s initial proposals should contain the contractor’s best terms from a price and technical standpoint. However, the Government reserves the right to communicate and conduct exchanges if later determined by the Contracting Officer to be necessary. The Government may reject any or all proposals if such action is in the public interest; accept other than the lowest proposals; and waive informalities and minor irregularities in proposals received.

Once the Government determines the contractor's that remains competitive, the Government reserves the right to communicate with those contractor's to address any remaining issues, if necessary, and finalize an order. These issues may include technical and price.

The Contracting Officer will evaluate all proposals received by the closing date, unless the range is further reduced for reasons of efficiency. Contractor's will be required to submit a technical and price Proposal and will be evaluated against the evaluation factors identified. To determine which firm represents the best value, the proposal will be evaluated as outlined below.

FACTORS AND SUBFACTORS TO BE EVALUATED:

The following evaluation factors and subfactors will be used to evaluate each proposal: Award will be made to the contractor whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors and subfactors described below. The Government reserves the right to make award based upon the Cost/Price factor in the event that Factor 1 - Technical and Factor II - Past Performance Factors and evaluation results of all the contractor's proposal are substantially the same.

The Government will evaluate the extent to which the Offeror demonstrates compliance with Section 171(b)(9) of WIOA.

Failure to demonstrate compliance may result in a rating of Unacceptable for the applicable proposal.

FACTOR I – TECHNICAL

Subfactor 1: Understanding of the Requirement The Government will evaluate the contractor’s understanding of the work to be performed in accordance with the PWS. The contractor shall submit a proposal that demonstrates its understanding of the work described in Part 5 of the PWS and the extent to which potential risks are identified and mitigated.

Subfactor 2: Management Approach The contractor shall identify the management approach, techniques, and tools that the contractor shall use to accomplish the requirements identified in this RFP. The contractor shall tailor the management approach to achieve the requirements as identified in the PWS.

Subfactor 3: Key Personnel The Government will evaluate the experience and qualifications of all contractor personnel. The contractor’s proposal shall include resumes for key personnel and provide a matrix to include the background/experience of the company’s proposed key and non-key personnel mapped to the appropriate PWS tasking that supports the proposed labor category and level.

Subfactor 4: Start-Up Plan—Phase-Out Plan The Government will evaluate the contractor’s proposed Start-Up Plan which contains a reasonable, realistic approach for assuming full contractual responsibility within thirty days of contract award without disruption or degradation of performance. The plan shall identify risks, propose appropriate mitigation strategies, propose a realistic, achievable, and affordable start-up schedule and staffing plan. The plan shall ensure sufficient resources are on hand and available to begin work under this requirement.

Subfactor 5: Quality Control Plan The Government will evaluate the contractor’s Quality Control Plan (QCP) on how it demonstrates their intentions to monitor, inspect, and correct deficiencies for the requirements in the PWS. The Government will incorporate the QCP in the contract that will result from this RFP.

FACTOR III – PRICE

The Government will evaluate proposal for award purposes by adding the total of all CLIN prices, including all options, to ensure that pricing is not unbalanced. Price will be evaluated for completeness and reasonableness. Price will become significantly more important as technical ratings approach equality. No adjectival ratings will be used to evaluate Price.

Adjectival Ratings. Adjectival ratings will be used to evaluate proposals against each of the evaluation factors set forth in the RFP.
