About this file

This file is a Questions and Answers (Q&A) log for a Department of Labor (DOL) Occupational Safety and Health Administration (OSHA) solicitation for Pump Calibrators. The Q&A document addresses technical specifications and vendor requirements for calibration equipment, specifically focusing on flow calibrator types and training/repair support. Key responses indicate that bubble-type primary flow calibrators will not be technically acceptable, and specific dry piston devices (TSI 4143/4146) do not meet accuracy requirements.

The related federal contract opportunity (Solicitation Number 1605C1-25-Q-00058) seeks pump calibrators with a firm fixed-price award, subject to the Buy American Act. The period of performance is September 19, 2025 - September 18, 2026. Vendor questions were due by August 26, 2025, and quotes are due by September 2, 2025. The solicitation requires the equipment manufacturer to provide training, documentation, and support for in-house calibration and repair, with the successful vendor expected to offer comprehensive parts and training access to OSHA/OTC, potentially under a non-disclosure agreement.

PWSWill bubble type primary flow calibrators (e.g., soap film) be considered technically acceptable equivalents to a dry piston calibrator if they meet all performance specs (range, accuracy, portability, battery operation)? No.
PWSSeparately, please confirm that dry piston alternatives (e.g., TSI 4143/4146) that meet or exceed the specified performance are acceptable as “equal” products? The 4143 and 4146 devices do not meet the accuracy criterion shown in the purchase specification
PWS Section 3.0Having reviewed the RFQ, I have noted, in Section 3.0, the following support requirements: "The equipment manufacturer shall provide training and documentation in support of OTC’s efforts to perform in-house calibration and repair of purchased equipment. Training may be conducted in person or virtually. Any specialized training, parts, or equipment required to perform calibration or repair of components identified as a required repair component shall be offered." Vendor is is the OEM of this calibration equipment. The repair, training, and technology are proprietary, and as such, cannot be transferred or disclosed to third-party vendors.Would it make sense for us to establish a sole source relationship with the US DOL for this equipment? The successful vendor is required to provide all parts and training to OSHA/OTC for full calibration and most repairs at the OTC. Major repairs will be returned to the mfg. OTC will sign an NDA if necessary. But full technical exchange and parts access is required.
