About this file

This document is Amendment #1 to a Request for Quotation (RFQ) issued by the U.S. Department of Labor, Job Corps Acquisition Services. The solicitation number is 1605AE-26-Q-00004, with an effective date of May 8, 2026. The amendment provides responses to questions received during the Request for Information (RFI) period and clarifies key contract requirements. The requirement has been set-aside for HUBZone small businesses, with eligibility requiring the awardee to be a certified HUBZone small business at the time of initial offer. The contract pertains to facility operations and maintenance services at a Gainesville location.

The amendment clarifies nine critical points from the RFI process: contractors are responsible for maintenance procurement and utility account establishment with billings supported by invoices, but Energy Watchdog monitoring is not required; no incumbent staffing is required to be maintained; dedicated maintenance staff is not mandatory; the Project Manager must be onsite daily providing electronic reports to the Contracting Officer's Representative including site conditions, photographs, and security logs; landscaping equipment is not available on site; the contract consists of a 3-month base period with three 3-month option periods with pricing required for each period; and non-price evaluation factors are limited to 25 pages total. Offerors must acknowledge receipt of this amendment prior to the specified deadline by completing required forms, returning copies, or submitting separate written communication referencing the solicitation and amendment numbers, with failure to acknowledge potentially resulting in offer rejection.

This requirement has been set-aside for a

HUBZone small business. To be eligible for this award, the HUBZone small business must be a HUBZone small business at the time of the initial offer.

Amendment #1 - This amendment is to provide responses to questions received during the

Request for Information (RFI) period.

Gainesville Solicitation 1605AE-26-Q-00004 Request for Information Questions and Answers

1. Will the contractor be responsible for Maintenance procurement, or will Department of Labor be responsible if maintenance is required?

RESPONSE: The contractor is responsible for any maintenance procurement required by the Performance Work Statement.

2. Will watchdog energy be monitored and updated by Contractor?

RESPONSE: Monitoring and updating Energy Watchdog is not required by the Performance Work Statement.

3. Will the contractor be responsible for paying utilities such as electricity, water, sewer and other center utilities outside of Internet and any temporary utilities? If so, will the utility tracker from Watchdog Energy be shared to support costs?

RESPONSE: The contractor is responsible for establishing utility accounts and payment of all utility bills on behalf of the Government as required by Section IV.F of the Performance Work Statement. Billings for utility bills shall be supported by invoices.

Energy Watchdog will not be shared to support costs.

4. Is there an expectation to maintain current staffing from the incumbent?

RESPONSE: No

5. The Solicitation states two FTE’s 24/7/365 for Security but does not mention if FTEs are required for Maintenance. Are dedicated Maintenance staff required?

RESPONSE: A dedicated maintenance staff is not required to fulfill the maintenance tasks identified in Section IV of the Performance Work Statement.

6. Is the Project Manager expected to be onsite at the facility full time, or will this position provide corporate oversight?

RESPONSE: The Project Manager shall be onsite daily to monitor and ensure the requirements of the Performance Work Statement are being fulfilled, and to prepare a daily report (electronically via email) to the COR noting current site conditions (include photos), activities on site, photographs, a copy of the daily security sign in log, and any observations or notes as required by Section IV.H of the Performance Work Statement.

7. Is landscaping equipment currently available on site?

RESPONSE: No

8. Section 1.2.1 CONTRACTOR LINE-ITEM NUMBER: the table in this section calls for a Base Period and three (3) Option Periods.

Please confirm that the Base Period is 24 Months. Also, please confirm that each Option Period is 12 months.

RESPONSE: The base period is 3 months, and each option period is 3 months. Please see Section X of the Performance Work Statement (PWS).

Additionally, the Quantity column in this table is “3” and the Unit column calls for “monthly” units. This is the same for all periods including the Base Period. As such, is the “Amount” column expected to have a 3 Month price for each of the Base and Option Periods, not a 24 months for the Base Period and 12 months for each Option Year?

RESPONSE: Each period is a 3 month period; therefore, a 3 month price is required for the base and each option period.

9. Section 5 includes Formatting requirement, but only include Page Count requirements for Volume 1 – Price Quotation. What are the Page Count requirements for the other Evaluation Factors?

RESPONSE: The page count requirement for all non-price evaluation factors total shall be a limit of 25 pages or less.
