Question No.

RFP Section & Page Question Answer

4. Roofing (Building 2—Gymnasium), SOW page 34/170

Metal Roof (c) #2: Is this Polyurethane or Silcon “Foam Roofing”?

Scope of Work indicates on 1) Metal Roof (c) (1) page 34/170, an "or", so therefore either system is allowable under the bid. See revised SOW.

4. Roofing (Building 2—Gymnasium), SOW page 34/170

Metal Roof (c ) #3: Remove and surface clean the existing deteriorated surface coating material. Is it Remove or Clean?

Scope clarification: clean, patch, and repair existing surface coating material. Apply new silicone coating such as TRUCO or approved equal with 10 year warranty.

Resurfacing materials shall be installed per the manufacturer’s instructions. All areas shall be cleaned prior to installation of the coating system, per manufacturer’s instructions. See revised SOW.

6. Architectural-SOW page 37/170

#6 Architectural 1): Lists a through f and then starts at b again. Is that supposed to be tabbed to the left?

Item (b) should be labeled item (g). See revised SOW.

IV. EXTENT OF WORK,

section 2, page 29/170.

The RFP mentions in several locations that we are to use the Model Energy Code of Tennessee listed as the 2012 IECC, however, this project does not fall under the State’s jurisdiction but Shelby County who enforces the 2021 IECC. Can you confirm that the 2021 IECC is the code that you would like for us to follow?

Scope clarification: change all 2012 IECC references to 2021 IECC. See revised SOW.

5 NA Are there roof cores of the existing facility that are available?

Yes, see "Benjamin Hooks Roof Visual Survey April 2021" at:

www.solicitationattachments.com/blhooks3510

6 NA

We understand that the Building 3 roof was replaced around 2003, are there any documents available from this project?

No documents are available for that project.

4. Roofing (Building 2—Gymnasium)-SOW page 34/170

We are concerned that the directed roof coatings for Building 2 will be a future issue due to the adherence to the existing roof surfaces. In addition, the existing metal roof at Building 2 currently has loading capacity issues due to the condition of the existing metal panels. We’re not sure how to install the roof coating at this location, if there are safety issues walking on this surface? How is this to be handled?

See response to question 2:

Scope clarification: clean, patch, and repair existing surface coating material. Apply new silicone coating such as TRUCO or approved equal with 10 year warranty.

Resurfacing materials shall be installed per the manufacturer’s instructions. All areas shall be cleaned prior to installation of the coating system, per manufacturer’s instructions. See revised SOW.

6. Architectural-SOW page 37/170

Since there is now only one company that manufactures white EPDM roofing with no competition, are other roofing and flashing system options acceptable?

Upon award and throughout the submittal process, substitutions of roofing and flashing systems with equal products are allowed. See also FAR 52.236-5(a).

RFP No. 1605AE-23-R-00010 Project #3510, HVAC & Roof Replacements at the BL Hooks Job Corps Center

Questions & Answers

RFP No. 1605AE-23-00010 Amendment 0001, Pg. 3

c. Roofing (Building 3—Main)-subsection 2, SOW page 29/170

We understand that the existing building roofs have about 2.5” of insulation currently.

In order to meet the current IECC R-value, this thickness will have to be essentially doubled. This may cause issues with existing flashing and curb heights causing the curbs, perimeter heights, etc. to all be raised to accommodate this new insulation height. Locally, when this situation occurs on a roof placement project, Code Enforcement will allow replacement of the thickness up to this threshold of having to raise these heights. Is this acceptable?

Bids shall be based on the design build Scope of Work for insulation thicknesses required by locally adopted energy codes. Bid shall incorporate necessary ancillary work associated with added insulation such as but not limited to, raising mechanical curb heights and adding perimeter blocking and flashing material as detailed in the design Scope of Work. See revised SOW.

IV. EXTENT OF WORK,

Section A. DESIGN

OBJECTIVES (ROOFING),

Item 1, SOW page 28/170

With local code enforcement, when a roof replacement occurs on a building that was not seismically designed, they do not require seismic roof curbs, gas piping supports, etc. Is this acceptable?

Design objectives for the scope of work states "The buildings are located in a moderate seismic zone and design and construction must comply with the applicable seismic criteria. The Contractor shall provide a complete design including both plans and specifications for Roofing and HVAC replacement at the affected buildings and structures " Therefore, seismic reinforcement of all roof accessories shall be designed and installed according to seismic requirements of the locally adopted building code.

11 NA

Even if the perimeter edge can be utilized as an overflow method, there are several roof drains that are not close enough to perimeter for this method. Will additional overflow drains need to be designed and installed in this project.

Yes, additional overflow drains will need to be designed and installed as required by code to ensure proper drainage with overflow protection.

6. Existing Facility Investigative Survey, Subsection d, SOW page 17/170

Electrical lines that run on top of the existing roof membrane will possibly require removal and/or replacement. We would need to investigate their purpose to determine if these lines could be routed below deck into the new roof curbs.

The Contractor shall conduct an investigative survey of the existing facility per Section 6 "Existing Facility Investigative Survey" on page 16/170 of the Scope of Work.

Subsection "d", states "The Contractor shall perform an investigative survey to verify all existing conditions, dimensions, layouts, existing system types and conditions in and around the construction areas, and to determine if there are hidden conditions or elements which will impact the proposed design." See answer to question 43 for further detail. See revised SOW.

b. Roofing (Building 2—Gymnasium). SOW page 28/170

Without being able to walk on the metal gym roof for safety concerns, is that roof safe and can it hold the additional weight of adding more coating to the existing roof?

a. The specifications are not clear regarding the removal of the existing expanded polyurethane down to the existing metal panels or if the design intent is to install coating over the existing expanded polyurethane foam. Specs say to replace all exposed fasteners with new fasteners, however, to achieve this we would have to remove the entire sprayed foam system.

i. If coating the existing expanded polyurethane foam is the requirement for this project, has there been any adhesion test performed for the proposed new coating system.

The Scope of Work by definition is not a "specification". The Solicitation "Design Scope of Work" requires field investigation and design including any structural analysis of existing structure for overall loading. Access to the roof is the design build contractor's means and methods.

Regarding question on removal of the existing polyurethane, see response to question 2.

Regarding question on adhesion testing, no adhesion test was performed. See response to question 2.

14 NA

The brick wall on building 3 and building 1, there are missing or low through wall flashings that may cause issues with flashing termination heights. If these through wall flashings are missing, then the watertight integrity of the building may be compromised.

The Contractor shall conduct an investigative survey of the existing facility per Section 6 "Existing Facility Investigative Survey" on page 16/170 of the Scope of Work. The contractor shall design and construct all flashings systems required to provide warranted watertight integrity of the building.

Amendment 0001, Pg. 4

Section "c." Roofing (Building 3—Main), subsection 5, SOW page 29/170

Are there any special roofing warranties required (Example roof bonds)? In section C there is mention of consequential damage to the building interior finishes and equipment. Is this a requirement of the manufacturer’s warranty language.

Refer to Scope of Work section 11 “Warranties" page 51/170 for warranty requirements.

16 NA

There are existing fall protection devices where HVAC equipment is close to edge of roof, however there are several units that are just as close or closer to perimeter edge.

Will adding these devices be a requirement and is there a written specification on them.

The Contractor shall conduct an investigative survey of the existing facility per Section 6 "Existing Facility Investigative Survey" on page 16/170 of the Scope of Work.

Contractor shall design and construct all necessary fall protection devices to comply with Federal, state, and local code requirements.

As stated in the scope, As-Built drawings are not available for this project. All reference information including reference drawings, asbestos and hazardous material reports can be accessed at the links below:

www.solicitationattachments.com www.solicitationattachments.com/blhooks3510

Section c. Roofing (Building 3—Main)-SOW page 29/170

On Part 1; Section C “Building 3—Main” 1) states (adjust the elevation of area drain bodies as needed to accommodate thickness of new insulation) Are these drain lines constructed of cast iron, PVC. How are the drain assemblies connected to the structure etc. Will this requirement be on building 1 (dormitory). And if so, we will need information on how they are installed in what appears to be a structural concrete deck. If adjustment of the drain hubs are necessary, this might require demo of the concrete around each drain.

The Contractor shall conduct an investigative survey of the existing facility per Section 6 "Existing Facility Investigative Survey" on page 16/170 of the Scope of Work to determine existing drain line and drain bodies. Contractor shall design and construct a proper roof drainage system to maintain warranted watertight integrity for all roofs identified in the scope of work.

Section 2) EPDM Flat Roof, item g, SOW page 35/170

Regarding the Bldg. 2 EPDM flat roof area. item g) only mentions work on three inner faces of the existing parapet walls. The rise wall to the north of this roof area is a CMU wall that appears to have several cracks and mortar deterioration. There are also areas in wall that have been infilled with EIFS/Stucco. Is there any work to be done on this wall?

No; this work is not contemplated by the SOW.

Section B. DESIGN OBJECTIVES (HVAC) item 1 SOW page 30/170

The narrative says to replace the units like for like; same manufacturer. Then it gives you the option of three manufacturers. Which one is correct?

The "like for like" refers to the size & capacities of existing equipment. Acceptable equipment manufacturers are those listed or approved equal.

Section B. DESIGN OBJECTIVES (HVAC) item 1 SOW page 30/170

Again, the narrative says to replace like for like. It also says at the 15% design phase we are to calculate cooling & heating loads to verify that the existing capacities (tonnage) is sufficient. If it turns out that the units need to be larger, do we get a

The Contractor shall base its proposal on capacities and sizes listed in the Scope of Work.

Section B. DESIGN OBJECTIVES (HVAC) item 1 SOW page 30/170

The narrative says that equipment selection is based on LCC (Life Cycle Cost). LCC does not happen until the 15% design phase after the bid?

The Contractor shall base its proposal on capacities and sizes listed in the Scope of Work.

Section 8. Mechanical, subsection "y", SOW page 43/170

Does all duct need to cleaned or just the duct on the units we replace.

All existing ductwork should be cleaned as outlined in the Scope of Work page 43/170 Section 8 - Mechanical - item y.

17 Are there any As-Built or original construction drawings available to be reviewed?NA

Amendment 0001, Pg. 5

8. Mechanical, subsection "aa". SOW page 44/170

The narrative calls for all duct to be leak tested and sealed. There is no way we can price the sealing portion of this statement. We don’t know how many leaks there are.

For bidding purposes the contractor shall base their bid on sealing of duct joints in a quantity amount of 24"x10" duct size (10 Total) and for 36"x12" duct size (5 Total).

1. Center Operation, subsection 6d, SOW 19/170 page

It calls for us to coordinate with the Center and schedule a program of RTU replacement one at a time. Is this saying that we replace one RTU, get it operational before we move to the second RTU?

Scope of work page 19/170, section 6d states "Removal and replacement of any Building 3 RTU must be accomplished within a 24 hour period or less and unit placed into full operation."

26 NA We need a clearer understanding of what the controls scope is.

For Building 1:

On page 45/170, Scope of Work Section 9 b subsection 2 states: “Reconnect all new exhaust fans to the existing building automation controls system”.

For Buildings 2 and 3:

Scope of Work, page 41/170, Section 8 "Mechanical" subsection “d” states " The existing nonfunctional HVAC Direct Digital Controls (DDC) and wiring in Building 3 shall be abandoned in place".

Scope of Work, page 42/170, Section 8 "Mechanical" subsection “e” states "the Contractor shall provide new controls for each rooftop unit. Provide multiple space temperature sensors (for each classroom, offices) that will transmit data to a central temperature controller, which will in turn average the combined temperature and provide cooling or heating based on the average input temperature. The location of the central temperature controller shall be coordinated with the Center’s maintenance supervisor."

Scope of Work, Page 18/170, Section D " SPECIFIC INSTRUCTIONS" subsection “5” states “Prior to removal and replacement of any Building 2 HVAC unit the following work must be complete:

a) Space temperature sensors and central temperature controller installed, and all control wiring rough ins to HVAC Roof Top Unit (RTU) location as required and ready for unit connection”.

Scope of Work, Page 19/170, Section D " SPECIFIC INSTRUCTIONS" subsection “6” states “Prior to removal and replacement of any Building 3 RTU the following work must be complete:

a) Space temperature sensors and central temperature controller installed, and all control wiring rough-ins to RTU location as required and ready for unit connection”.

Amendment 0001, Pg. 6

6. Existing Facility Investigative Survey, Subsection d, SOW page 17/170

There is 1/2 “conduit laying all over the roof. I think it may be 115-volt power to convenience outlets on the units. What do we do with this

See response to question 12 above:

The Contractor shall conduct an investigative survey of the existing facility per Section 6 "Existing Facility Investigative Survey" on page 16/170 of the Scope of Work.

Subsection "d", states "The Contractor shall perform an investigative survey to verify all existing conditions, dimensions, layouts, existing system types and conditions in and around the construction areas, and to determine if there are hidden conditions or elements which will impact the proposed design." L.13.3.1.3.2. Relevant Projects

On Page 162 of the solicitation under L.13.3.1.3. Factor 1: Construction Project Experience, it states the following:

L.13.3.1.3.2. Relevant Projects. The term “relevant projects” means those projects similar in scope, complexity, and dollar value (USD), in that order of importance. For example, submitting only building renovation project examples would not be considered relevant to demonstrate technical project experience necessary to perform new construction.

Question:

If the dollar amount of our “Relevant” projects that we are providing does not fall within the $5,000,000 to $10,000,000 magnitude, will that cause that specific project example project to be deemed not relevant and therefore, not considered?

The magnitude of construction is provided as an advisory for prospective offerors as required by FAR 36.204 and is not specifically related to this section. At section L13.3.1.3.2, the term “relevant projects” means those projects similar in scope, complexity, and dollar value (USD), in that order of importance. The Government cannot answer at this time whether otherwise relevant experience would be deemed non-relevant on the basis of dollar value alone. However, offerors are advised that relevance determinations consider all three aspects (scope, complexity, dollar value).

58 NA

Will the government extend the bid due date 2 weeks from the date that the RFI’s are completely answered, to allow offerors to properly disseminate all information and thoroughly discuss with subContractors to ensure accurate pricing?

The due date for Phase One proposals will be extended until 7/18/2023. Please see Amendment 0001.

Amendment 0001, Pg. 10

59 Section H28 - Page 108 Are any hidden conditions not discovered during the Contractor’s investigative survey the responsibility of the Contractor?

See Section H.28 and FAR 52.236-2 regarding Differing Site Conditions.

60 Section H28 - Page 108 Damaged or deteriorated metal roof deck will be difficult to determine from underneath as the roof deck rusts from the top down. This cannot be determined until the existing roof is removed. How is this to be handled?

See Section H.28 and FAR 52.236-2 regarding Differing Site Conditions.

61 Section L - Page 157

This question will answer several questions that precede. Once PHASE 2 of the bidding process is determined, will the prequalified Contractors chosen, have the opportunity to ask additional questions and have the opportunity to visit the site again. There are several items that need to be investigated at the site to submit a complete and comprehensive proposal with accurate cost (i.e., core cuts in the existing roofing systems, above ceiling inspections to determine deck condition and deck type, etc.)

The Government does not intend to offer any additional pre-proposal site visits at this time.

62 NA What's is the timeline between Phase 1 and Phase 2 Bid Submission?

The timeline between Phase 1 and 2 is not available. Upon receipt of an invitiation to participate in Phase 2, those offerors will have 30 days to submit their Phase 2

63 NA

When submitting a proposal for phase one, should we extract the 1442 Forms or leave them blank?

RFP Section L.13.3.1, "Phase One Proposal Contents", specifies the required contents.

Submission of SF 1442 is not required until Phase 2.

64 NA Will you share the site visit sign in sheet? Yes; the sign in sheet will be provided with Amendment 0001.
