18. Clarification to RFI #72 responded to via Amendment 0003

REVISED RESPONSE: While the Government is unable to accommodate this request all Offerors are reminded that Section H.29 entitled "Equitable Adjustments" outlines the requirements for submitting an equitable increase to the contract price based on a change to the contract requirements that can be substantiated.

19. Will power and water be available at the site for asbestos abatement or do we need to provide our own?

RESPONSE: The contractor is responsible for payment of utility services, see FAR 52.236-14 Availability and Use of Utility Services incorporated into the contract by reference. Solicitation section H.37 Availability of Utility Services has been revised. See also Specification Section 01 50 00 Temporary Facilities and Controls. Please reference conformed copy of the solicitation in Amendment 0003.

The response for RFI #19 in Amendment 0003 shall mirror the response noted here.

20. Given the condition of the structures to be abated, would it be acceptable to abate the areas that contain only category 1 and category 2 non-friable asbestos materials without a negative pressure containment? Exterior transite and window glazing is generally removed without a negative pressure containment. Could we also remove the VCT/mastic in this same manner?

Building a negative pressure containment for this structure would mean a substantial cost increase.

RESPONSE: Removal activities that cannot be performed by removing the materials intact (see definitions in Section 1.3) or removed by full component removal are to be removed using the methods and controls identified in Section 2.3C, D. and E. If alternative methods are requested by the Contractor, the Contractor can submit in writing an abatement work plan, (which meets or exceeds the requirements of OSHA 29CFR1926.1101(g)(7) Work Practices and Engineering Controls for Class II work) for review and approval at the discretions of the Project Designer.

Amendment 0004

RESPONSE: Clearance sampling will be performed as specified in the Section 2.8 of the specifications.

22. The buildings to be abated contain a substantial amount of debris throughout. Does all the debris need to be disposed of as asbestos contaminated waste?

RESPONSE: Non-ACM and debris should be removed as necessary per Section 2.3.B of the Specifications prior to impacting/removing any ACM in the regulated work area. Any Non-ACM materials which remain in the regulated area/NPE after asbestos-containing materials are impacted must be treated as asbestos-contaminated debris (ACD).

All debris/materials within the debris fields within the first floor main corridors of the main building (See Section 3.2.C) are to be treated as ACD.

23. Please confirm that the removal of the transite asbestos roofing does not require a negative pressure containment.

RESPONSE: Exterior transite asbestos roofing which is removed using methods which meet or exceeds the requirements of OSHA 29CFR1926.1101(g)(7) Work Practices and Engineering Controls for Class II work do not require removal under a negative pressure enclosure. Roofing materials shall be removed in an intact state to the extent feasible, using wet methods. Materials shall not be dropped or thrown to the ground.

24. Section 07 42 13 - Paragraph 2.2 B. indicates 20ga metal wall panels with zinc coating conforming to ASTM A653, Glass G 90. Paragraph 2.7 1.a indicates a 40yr finish warranty. According to the manufacturer, this warranty cannot be reached with the current specified material. Please clarify.

RESPONSE: Change 2.2.B.1 Material to read: 22 Gauge – Yield strength 50,000 psi; with aluminum-zinc alloy coating conforming to ASTM A792, Class AZ50. Provide 40-year finish warranty and 25-year substrate warranty.

25. Per Addendum 3, Question 38: The deflection criteria on S000 for masonry is listed as a Live Load. With Regard to the wall shoring, we believe it should be a Wind Load.

RESPONSE: The deflection criteria for Total Load, including wind or seismic, shall not be less than L/400. No additional reduction is permitted, including IBC 2018 Table 1604.3 note “f”.

26. Per Addendum 3, Question 38: The components and cladding loads are for a complete enclosed building. During construction, we believe it would be appropriate to design the shoring, not for components and cladding loads, but as a Solid Freestanding Wall & Solid Signs in accordance with ASCE 7-16.

RESPONSE: The minimum design wind criteria are provided on Sheet S000 for the project. The component & cladding wind loads are provided on sheets S002-S005 for the completed structure(s). The General Contractor is responsible for shoring and bracing the incomplete structures(s) during construction. The General Contractor’s Specialty Engineer for shoring and bracing shall use the minimum wind design criteria provided on Sheet S000 to determine the lateral wind loads to be resisted for the incomplete structure(s).
