15. Section L.12.2.2.4.2.1 - We have not had a lot of success in the past getting new Past Performance Questionnaires completed for each project submission and the government has allowed previously completed PPQs or CPARS to be submitted in lieu of new questionnaires. Please advise if we may submitted previously completed PPQs or our final CPARS in lieu of requesting contacts submit new PPQs.
RESPONSE: Previously completed Past Performance Questionnaires are acceptable if the work identified is within the timeframe specified in the Solicitation
16. Section L.12.2.2.6.1 - This section asked the Offeror to provide a narrative showing their understanding of the scope and asks us specifically to address lay-down area(s). The construction entrances are shown on the plans, but lay-down areas are not shown. Please advise where the contractor lay-down areas will be located.
RESPONSE: The lay-down(s) will be within the area turned over to the contractor. There will not be a separate lay-down area outside of the construction area. It is up to contractor discretion where they will set up their lay-down area within the construction area.
17. Section L.12.2.2.6.2.2 - Must the examples used in this subfactor be from projects submitted in Factor 1 or can they be from different projects?

Solicitation section H.37 Availability of Utility Services has been revised. See also Specification Section 01 50 00 Temporary Facilities and Controls. Please confirmed copy of the solicitation.
20. Section I - Since this procurement is a Total Small Business set-aside, why has the government included FAR 52.219-4 Notice of Price Evaluation Preference for HUBZone Small Business Concerns?
RESPONSE: Please reference Amendment 0001 which “Establish that the extent this requirement will be competed is now under Full and Open Competition.” Therefore, this clause is required in solicitations and contract actions using full and open competition, as prescribed by FAR 19.1309(b)(1).

26. On page 44 Section H.54 and page 81 Section L.13 mentions a design-build contract. It does not appear this project is a design-build project, please confirm this is not a design-build contract.
RESPONSE: Confirmed. This is not a Design-Build requirement; this is instead a Design-Bid-Build (Construction ONLY) project.
27. We request a bid extension for the project of a least a few days. The current bid date is the day after the Memorial Day holiday. There is some concern this could potentially limit subcontractor participation.
RESPONSE: There will be no extensions for this project.
28. Given the complexity of the demolition required within close proximity to the site visit date and the volume of information provided in the solicitation to be reviewed. We would like to request an extension of one week to submit questions and clarifications for review.
RESPONSE: The Government intends on holding a second organized Site Visit on Monday, May 17, 2021 and will grant a final 24-hour period for Questions and Clarifications upon completion. Please reference Amendment 0002.

FAR 52.222-23?
RESPONSE: There are no penalties. However, the contractor should comply with expanding employment opportunities for minorities and women.
33. Are there penalties if the contractor does not meet the Small Business Subcontracting Plan goals, per L.12.2.1.5?
RESPONSE: There are no penalties. However, the contractor is required to make a good faith effort to comply with the subcontracting plan.
34. Reiterating a request made at the site visit, can the bid date be extended, due to the complexity of the project, timing of the bid date (day after Memorial Day), and the length of the technical proposal? Three weeks is an extremely compressed amount of time to put together a proposal for a project of this complexity.
RESPONSE: There will be no time extensions to this project.
35. Please confirm the required full-time, dedicated staff for the contractor for this project includes: project manager, superintendent, and quality control manager.
RESPONSE: IAW Section L.12.2.2.8.2.1 the contractor is required to provide a breakdown of their project management manpower, which should at a minimum include their Project Manager, Construction Superintendent and Quality Control Manager.

RESPONSE: Please see the documents for this project on beta.Sam.gov website under Solicitation No. 1605AE-21-R- 00014. The files are via a hyperlink in Section J.7 of the solicitation
37. Since bid submissions are required to be emailed, and the attachments will be quite large, please confirm that the government will confirm receipt of bids once emailed.
RESPONSE: Yes, the government will confirm the receipt of proposals.
38. Please provide additional detail as to the exact scope of the deferred design requirements for the shoring/bracing of the existing facades to remain.
RESPONSE: See Component and Cladding wind loads Sheet S002 and deflection criteria Sheet S000. Design of shoring shall be by a registered Professional Engineer licensed in the State of Mississippi hired and paid for by the contractor.
39. During the site visit and preproposal conference yesterday, we were unable to attend the site walkthrough due to safety concerns since the buildings are open to the elements, contain know hazardous materials, and it was raining profusely. We were concerned about the strong possibility of the rain causing us to come into contact with the known hazardous materials.
In the preproposal conference it was stated that there would be no other site visit allowed. However, the deferred design of the shoring of the exterior facades to remain cannot be accurately assessed without a proper and safe site visit. Please confirm that another site visit will be made available due to the safety issues with the visit yesterday so that an adequate engineering analysis of those walls can be made.
RESPONSE: The Government intends on holding a second organized Site Visit on Monday, May 17, 2021
40. Since the site could not be safely accessed, please confirm that the deadline for questions will be extended. We believe it to be unreasonable to require contractors to bid this project and provide a surety bond for a site that could not be safely accessed and adequate time given after accessing the site to ask questions.
RESPONSE: The Government intends on holding a second organized Site Visit on Monday, May 17, 2021 and will grant a final 24-hour period for Questions and Clarifications upon completion. Please reference Amendment 0002.

43. The legend on the right hand side of C-121 & C-701 indicate concrete paving as 6 & 8”. The details on C-501 show 5, 6 & 8” concrete paving. Which is correct and at what locations?
RESPONSE: Delete any reference to 5” concrete on Sheets C501 and C701. There is only 6” and 8” non-reinforced concrete on this project. The Site Plan Legend on Sheet C121 indicates that 8” concrete is to be placed at locations around the Cafeteria loading dock, Chiller Building and dumpster area, while the 6” concrete is to be placed at locations around the two fire lanes, Hard Vocation lay-down yard, pavement adjacent to grasspave at southwest corner of Building F Recreation and the new parking along 20th Street.
44. Is it the contractor’s responsibility to remove the propane tank or the owner’s vender’s responsibility? C-112 indicates to remove propane tank slab after propane tank is returned to vender by owner. DA100 note 4 indicates to remove propane tank, concrete pad and underground piping.
RESPONSE: Refer to Note R on Sheet DA100 under Building Structure Legend. Contractor is to remove and dispose of the propane tank, the concrete pad, and underground piping.
45. Is there any onsite parking requirements for the residents of the dorms within the construction limits or access for drop off only?

RESPONSE: All existing fencing may be used as temporary security fencing at Contractor’s option and risk until such time as the new permanent fence is to be installed. Refer to Specification Section 01 50 00 Temporary Facilities and Controls. All fencing to have wind screen installed to restrict viewing of the Project including existing fencing.
48. Does the owner wish to salvage the modular buildings or is the contractor to assume all salvage rights?
RESPONSE: The contractor shall assume all salvage rights.

RESPONSE: The owner will remove all site furnishing they wish to salvage prior to Notice to Proceed.
50. Are existing underground electrical lines to be demolished in a duct bank?
RESPONSE: We do not believe them to be in duct bank but cannot be confirmed. In any case, electrical contractor to remove all existing secondary feeders and distribution, along with all conduit and cables per Keyed Notes on Sheet DE100. If duct banks are encountered during demolition, immediately bring to the attention of the Architect/Engineer.
51. Spec section 10 51 13 – Part 2 2.3 calls for 2 sets of 5, 2 tier high lockers, but drawing AF401/2 shows 3 tier lockers.

52. For Item 9 in specification section 114000 The Follett ice machine specified (model HCC1010ABT) is a self-contained unit. The description in the written specs calls for a remote condenser. Are we to provide a self-contained ice machine or a remote model?
RESPONSE: Provide the specified self-contained Follet unit or approved equal self-contained unit. The note regarding the remote condenser should be disregarded. It does not apply.
53. Please consider moving the proposal due date to Thursday, June 3, 2021. The current due date is the day after a Federal Holiday (Memorial Day) and we do not get a very good response from the subcontractor market on bid days following holidays.
RESPONSE: There will be no proposal time extensions to this project.
54. Per RFP Page 76, Section L.12.2 SPECIFIC INSTRUCTIONS Submissions must be provided in electronic copies via e-mail to Sr. Contract Specialist Monica Gloster at gloster.monica@dol.gov, and formatted according to evaluation factors.
Electronic copies shall be a PDF file. Question – What is the maximum file size capacity for the emailed submissions?
RESPONSE: The maximum file size that the Department can receive is 50MB
55. Per RFP Page 77, Section L.12.2.1.6 Company Financial Statement. Provide a copy of the company’s latest financial report. Question– Due to the confidentiality of financial statements, please advise if it is acceptable to mail a hard copy of the financial statement rather than submitting via email?
RESPONSE: It will not be acceptable to mail a hard copy of the financial statement; Offerors may choose to password protect this document, while ensuring the Government will have the required access on or before the date, proposals are due.
56. Per RFP Page 78, Section L.12.2.2.3.3 Project Examples. Submit three (3) examples of relevant projects, either substantially complete or completed within the past five years, demonstrating the Offeror’s technical capabilities to perform the Project. Question – What percentage of completion is considered to be ‘substantially complete’ for this evaluation?
RESPONSE: Substantially completed projects are those, which are 90% or more completed
57. Per RFP Page 78, Section L.12.2.2.3.3.2.1 At least two projects shall be D/B (Design-Bid-Build Construction). Question
– The requirement says ‘D/B’ – which means ‘Design/Build’, but then in parenthesis, it says ‘(Design-Bid-Build Construction)’. Please clarify the correct delivery method for the requirement.
RESPONSE: This is a Design-Bid-Build (Construction ONLY) requirement.
58. Per RFP Page 79, Section L.12.2.2.4.2.1 For each relevant project example submitted provide the following information:
Completed Past Performance Questionnaires emailed directly to the Contract Specialist (See Section J for Template).
Question – Would you please clarify the location of the Past Performance Questionnaire – Section J Template? It does not appear to be provided with the RFP.
RESPONSE: The solicitation document contains the three (3) documents as internal attachments to the .pdf proposal.
Please view the attachments located to the left of your screen when viewing the Solicitation in .pdf under the attachment tab. Amendment 0003 contains two (2) additional internal attachments to the .pdf file.
59. Per spec section 01 50 00 Temporary Facilities and Controls Paragraph 1.3.B indicates contractor is required to have all its employees and all employees under its contract, subcontractor’s contracts and vendors… park in areas designated by the Owners Representative. We need to confirm how close in proximity the parking is to the project site. Question – We are requesting to utilize existing parking lot across 20th street for contractor parking. If this area cannot be utilized, please confirm location of contractor parking area.
RESPONSE: The parking lot across 20th street may not be available. The contractor shall be responsible for offsite parking.
60. Per discussions at the site visit the contractors were notified that no additional site visits will be available. The weather conditions on the day of pre-bid prohibited adequate safe access to the site. Question - we are requesting that additional site walks be afforded due to the limited access to the site during pre-bid.
RESPONSE: The Government intends on holding a second organized Site Visit on Monday, May 17, 2021

Question – Please provide any specific special builder’s risk insurance or liability insurance requirements for the design and performance of the Historical preservation work.
RESPONSE: Builder’s Risk insurance and liability insurance is addressed in Section H.10 Insurance. There is no additional risk or liability insurance requirement (above the minimums required by H.10) due to the nature of the Historic preservation work.
63. The pre-bid meeting handouts noted a bid time of 2:00pm (EDT), this conflicts with the SF 1442 which indicates 2:00 local time which is CST. Question - Please confirm that local time is correct.
RESPONSE: The correct time is 2:00pm (EDT).
64. The SF 1442 block 13.b indicates that an offer guarantee is not required. Question – Please confirm that a bid bond is not required.
RESPONSE: A Bid Bond is not required.
65. SF 1442, block 13.d indicates the offers providing less than 120 calendar days will not be considered and will be rejected. The current market volatility will require subcontractors and vendors to anticipate cost increases for 120 calendar days. It appears by the firmness of keeping the current bid date that this project needs to be expedited for award. Question - We are requesting that the requirement of 120 calendar days be reduced to allow subcontractors and vendors to more accurately project these increases.
RESPONSE: Amendment 0003 has revised the language on the SF 1442 to reflect 90 calendar days. Please reference the confirmed copy of the solicitation.
66. Section 11 40 00, Part 4, Item 9 - The Follett ice machine specified (model HCC1010ABT) is a self-contained unit. The description in the written specs calls for a remote compressor/condenser. Are we to provide a self-contained ice machine or a remote model?
RESPONSE: Provide the specified self-contained Follet unit or approved equal self-contained unit. The note regarding the remote condenser should be disregarded. It does not apply.
67. Amendment 0001- The deadline for RFIs was moved to 5/11/2021, a full 3 weeks before the proposal due date. On most bids, the deadline is 3-10 days before the due date. This allows the subcontractors and vendors ample time to review all of the documents and get their questions submitted. It also allows the bidders to follow up on the government's responses, should there be a need for further clarification. The DOL must understand that the subcontractors bid many jobs per week, up to 10 per week. They usually don't have time to get into the drawings until a couple of weeks before the bid. It would show the government is willing to work with the market to get a more competitive price if you would consider extending the RFI deadline. We don't believe it will affect the scheduled due date to extend the RFI deadline.
RESPONSE: The Government intends on holding a second organized Site Visit on Monday, May 17, 2021 and will grant a final 24-hour period for Questions and Clarifications upon completion. Please reference Amendment 0002.
68. The contractors request additional access to the existing buildings. The adverse weather complicated our ability to view the site. Since classes are not in session, it should not be too complicated to schedule one (1) additional day to visit the site.
Gulfport received 1.73" of rain between 3:53 a.m. and 12:53 p.m. the day of the site visit according to the NWS.
https://w1.weather.gov/data/obhistory/KGPT.html Monday, May 17 looks like a small chance of rain, less than 0.10-inch. Would it be possible to schedule an afternoon walk-through that day?
RESPONSE: The Government intends on holding a second organized Site Visit on Monday, May 17, 2021
69. Will the contractor have access to the parking lot across from the site just south of 20th Street for construction workers parking? If this lot is not available, please advise where the nearest contractor parking is available. We will need to determine if shuttling of construction workers is required.
RESPONSE: The parking lot across 20th street may not be available. The contractor shall be responsible for offsite parking.
70. Sheet DA105- Sheet DA303 provides the joist bearing height of the Gymnasium exterior wall. However, no joist bearing height is provided on Sheet DA105 for the Admin Building. Please provide.
RESPONSE: The building steps down from south to north. The floor-to-floor height and floor-to-joist bearing height is consistent at each step down as follows: From first to second floor is approximately 12’-10” and from second floor to joist bearing is approximately 12’-5”.
71. Our industry has seen almost unprecedented escalations to material costs in the past 6 months as a result of the COVID- 19 pandemic. We do not have any indication how far these escalations will go or for how long. Holding pricing (acceptance periods) of 60+ calendar days are having a detrimental financial impact to the contractors. The acceptance period on this solicitation is 120 calendar days. There is simply no way to predict escalation costs for this period of time in this current market climate. Would the government consider lowering the acceptance period to 60 days and requesting extensions or revised pricing should there be a need to delay the award past 60 days?
RESPONSE: Amendment 0003 has revised the language on the SF 1442 to reflect 90 calendar days. Please reference the confirmed copy of the solicitation.
72. Due to the current volatile escalation costs, we request FAR Clauses 16.203 and 52-216 be included in the contract clauses for Economic Price Adjustments since the contract period extends 780 calendar days and some materials may not be procured within 60 days of contract award.
RESPONSE: At this time, the Government is not able to accommodate this request.
73. Sheet S000 - Section 310100-BUILDING EARTHWORK Notes - Note 3 states a geotechnical engineer shall verify the allowable bearing capacity of the soil prior to casting footings. Is the geotechnical engineer provided by others or to secured and paid for by the Contractor?
RESPONSE: By others.
74. Sheet S000 - Is earthforming of foundations acceptable?
RESPONSE: Yes
75. Sheet S000 - Section 316316-AUGER CAST PILES Notes - Note 4.B. state a geotechnical engineer and special inspector shall observe the pile load tests. Is the geotechnical engineer provided by others or to secured and paid for by the Contractor?
RESPONSE: By others.
76. Sheet S000 - Section 033300-CAST-IN-PLACE CONCRETE Notes - Notes 14 and 15 state "or approved equal". Can this be changed to "or equal"?
RESPONSE: No, it may not be changed.
77. Sheet S001 - Section UNIT MASONRY Notes - Notes 15 and 16 state "or approved equal". Can this be changed to "or equal"?
RESPONSE: No, it may not be changed.
78. Sheet DE100 - Please confirm no costs charged by Mississippi Power are to be carried by the Contractor. If it is, request an allowance be provided for this cost as it is our experience that the private utility companies do not provide pricing during the bidding process and will wait until the contract is awarded to price. Additionally, no contact person has been provided with MPC to coordinate with.
RESPONSE: All costs for all utilities are to be carried by the contractor until the government accepts substantial completion.
79. Section 02 80 00, para. 1.3.A. - Is the Asbestos Abatement Project Designer procured and paid for by others or is this to be included by the Contractor?
RESPONSE: See Section 2.1 A. General – of the Asbestos Abatement Specifications. Air monitoring services has been contracted directly by the owner. However, the Contractor is responsible for compliance with the project design and coordination with owner’s air monitoring firm as specified in the Asbestos Abatement Specifications. Contractor is responsible for compliance with 29 CFR 1926.1101 for personal air monitoring. See section 1.4 Submittals. B. Post-job Submittals.
80. Site Visit on 5/10/2021 - In walking the site it appears the ground is littered with transite and roofing material. How is this material to be tested? As it was raining heavily and the site was covered with water during the visit, it was not possible to conduct any type of investigation.
RESPONSE: Exterior debris fields of suspect transite and roofing materials are to be assumed to be ACM and removed intact by hand using wet methods and disposed in accordance with the project design. Exterior debris field removal activities will include visual clearance by owner’s air monitoring firm, and will not require additional air clearance requirements.
81. Section 02 80 00 Facility Remediation and Exhibits - Please confirm the quantities for asbestos containing materials given in the specifications in para. 3.2.B. Table of ACM to be Abated: are to be used in calculating the scope and determining the pricing of the hazardous material abatement. If additional materials are discovered after award, will these be considered “unknown conditions” and result in a contract modification?
RESPONSE: The proposal should be based on the quantities in para 3.2.B Table of ACM. Please see H.28 NOTIFICATION OF DIFFERING SITE CONDITIONS regarding discovery of additional materials after award.
82. Section 02 80 00 Facility Remediation and Exhibits - Para. 3.2.B Table of ACM to be Abated shows Pipe Insulation "Scattered throughout 1st Floor". Para. 3.2.C. states Pipe Insulation "...present in the 1st floor hallway area..." Please clarify.
RESPONSE: Per the “Hazardous Materials Survey Report” the identified ACM pipe insulation in present in the 1st floor hallway of the Main Building is significantly damaged resulting in a debris field of asbestos-containing debris throughout the hallway/corridor. Contractor is to construct and maintain a negative pressure enclosure sufficient to contain these materials until these materials are removed and final clearance is achieved.
83. Is it acceptable for the Project Manager to be part time or reside at the Contractor's home office or other local project?
RESPONSE: See Specification Section 01 45 10. The Project Manager must be dedicated to the project at all times.
