MINI-DRILL TOOLBOX FABRICATION
Statement of Work
4/8/2025
1.0 Background
An Interagency Agreement between the Department of Homeland Security (DHS) and the Federal Aviation Administration Logistics Center (FAALC) authorizes and funds the FAALC to provide the DHS Customs and Border Protection Agency (CBP) with supply chain management support, including the award and administration of supplier contracts, as required for U.S. Border Security Systems and necessary to accomplish the U.S.
Customs and Border Protection Agency’s mission. The CBP has established the National Subterranean Operations (NSO) group within the Law Enforcement Operations Directorate (LEOD). The Federal Aviation Administration Logistics Center (FAALC) in support of CBP and the NSO group identifies critical mission tasks that include detecting cross-border tunnels and subterranean activity, responding to illegal activities associated with the tunnel to support law, enforcement actions, and resolving final tunnel status by remediating the tunnel. This requires a unique set of tools and technology used to mitigate this extreme issue.
2.0 Purpose
The United States Border Patrol (USBP) National Subterranean Operations (NSO) requires the construction of specialized assets that will be used to support a tactical mini-drill and store all its supporting equipment, supplies, and spare parts. The associated mini drill is to be used for investigative purposes and during remediation projects. The contractor shall deliver the specified assets as described in this SOW.
3.0 Tasks
USBP requires the construction of custom toolboxes and drill handling system according to the description below and the drawings provided from a previous design package (see attachment). The custom assets will feature:
3a. Hollow Stem Auger drill pipe (HSA, drawing # 13400) to be finished in powder coat gloss black and Smooth Casing (SC, drawing #13200) drill Pipe Handling Systems (PHS) to be finished in powder coat gloss black with yellow detail provide transportation of the drill pipe from trailer to work site to provide easy access at the location of operation.
3b. Smooth Casing Custom toolbox (Drawing # 13300) to be finished in powder coat light gray pantone cool gray 2C and Hollow Stem Auger Custom Toolbox (Drawing # 13500) to be finished in powder coat smooth black designed to be placed near the drill with the ASV skid steer prior to drilling operations to provide rapid access to the adapters, bits, and retrieval tools. The lids lock open to prevent accidental closure and fork pockets for moves with the skid steer.
3c. Standard Penetration Test (SPT, drawing # 12100) tooling case to be finished in powder coat light gray pantone cool gray 2C. The case was designed to accommodate the SPT hammer, pipe string, split spoon collection head and associated consumables. It has fork pockets and lockable lids and doors.
3d. Tool Shed (Drawing # 13100) to be finished in powder coat gloss black for base platform and smooth white for shed/cabinet/expanded metal tool rack. The tool shed is a utility trailer enclosure mounted on a steel pallet. Two doors on adjacent sides allow access while secured to a loaded or unloaded gooseneck trailer. Exterior tool racks for hand tools such as rakes, shovels, straight brooms, and breaker bars are included in the design.

Any deviations to the provided drawings or equipment must be approved prior to any completion by the CO/COR and/or Technical POC.
3.2 Deliverables:
The Contractor shall deliver the equipment within 85 calendar days (60 workdays) of award. Equipment and materials shall be free from damage and defects, including but not limited to manufacturer defects and damage as the results of handling and transport by the manufacturer and/or the Contractor. If equipment or materials are discovered to be damaged or defective, the Contractor shall replace the equipment or materials within 10 business days.
3.2.1 The Contractor shall provide the initial inventory list of all items to the COR and Technical POC. The Contractor shall, also, include a copy of the inventory list with the delivered equipment and a copy of the delivered inventory list to the COR.
3.2.2 The Contractor shall ship the kit to the address below:

The Contractor shall provide CBP with a minimum of 48 hours advance notice of shipping to coordinate the delivery.
3.2.3 The Contractor shall deliver the equipment within 85 days of award.
Acceptance of these deliveries occurs when the COR or the COR’s designee signs off on the delivered equipment.
3.2.4 Procure and deliver with completed toolboxes 2x hoists & 2x push trolleys for the Pipe Handling System-PHS (one of each for each pipe cages – 13200 SC PHC & 13400 HAS PHS files).

Any issues, risks, or changes identified during the performance of this SOW shall be reported to the COR and Government Program Manager, in writing via email or hard copy.
