About this file
This document is a Justification for Other Than Full and Open Competition (sole-source justification) submitted by UNICOR, Federal Prison Industries, Inc., for a contract with the American Society for Quality (ASQ) for quality certification and training services.
UNICOR seeks to renew its partnership with ASQ, the sole provider of internationally recognized Quality Improvement Associate (CQIA) and Certified Quality Inspector (CQI) certifications. The total estimated cost is $212,353.50 for fiscal year 2027 (October 1, 2026 through September 30, 2027). Specific line items include: (1) CQI Licensing Material at $7,000; (2) 100 CQI Exams at $360 each ($36,000); (3) 100 CQI Handbooks (H1639) at $9,450; (4) Shipping for CQI handbooks to 30 locations at $1,050; (5) 350 CQIA Exams at $334 each ($116,900); (6) 10 CQI Handbooks, 4th Edition at $66.60 each ($660); and (7) Shipping to 2 new CQIA sites at $70. The justification also references an annual ASQ Excellence membership fee of $6,000 and an additional $16,500 licensing agreement fee. ASQ will provide course instructor materials, student course materials, paper-formatted exams to accommodate inmate participants, course updates, printable completion certificates, and internationally recognized certifications. UNICOR has partnered with ASQ since 2017 and certified hundreds of employees. The contracting officer determined pricing to be fair and reasonable based on previous 2022 negotiations. The sole-source determination is justified under FAR 6.103-1 and 41 U.S.C. § 3304(a)(1), as ASQ is the only entity that owns certification rights, provides internationally recognized training, and offers paper-based testing accommodations required by UNICOR.

SCOPE OF WORK FOR AMERICAN SOCIETY OF QUALITY
UNICOR has been partnered with the American Society for Quality (ASQ) since 2017, offering employees the Quality 101 – CQIA Certification Program and the CQIA Exam. UNICOR entered into a 3-year agreement in FY23. This FY begins a new agreement.
The Quality 101 course will boost UNICORs ability to meet its needs for quality knowledge and competency by increasing employee expertise in the practices and principles of quality improvement. These quality tools will empower skilled employees to accomplish change and manage improvement across the organization. As part of the agreement, the Quality 101 course can be provided for an unlimited number of employees at every factory, increasing the quality knowledge base of its core workforce.
The ASQ Excellence membership provides access to multiple quality tools across multiple disciplines and skill levels.
These resources are available to Quality Managers across UNICOR. The annual membership also provides $100 discounts for certification exams and training opportunities.
A Certified Quality Improvement Associate will have a basic knowledge of quality tools and their uses and will be involved in quality improvement projects. These UNICOR employees will not necessarily come from a traditional quality area. Moreover, ASQ has made special dispensation for UNICOR to allow the course to be taught through inmate instructors as well as providing a paper-formatted test instead of the normal web-based testing.
In FY 2026, UNICOR concluded a one year Licensing fee Agreement with ASQ to enable UNICOR’s continued participation in the Quality 101 Course. This will begin a new Licensing Agreement.
