DEPARTMENT OF JUSTICE
OFFICE OF JUSTICE PROGRAMS (OJP)
OFFICE OF ADMINISTRATION (OA)
BUSINESS PROCESS IMPROVEMENT (BPI)
INVENTORY MANAGEMENT
This Request for Information (RFI) is the initiation of market research under Federal Acquisition
Regulation (FAR) Part 10. This is NOT a solicitation for proposals, proposal abstracts, or quotations. This announcement does not constitute an Invitation for Bids (IFB), Request for
Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract.
Responses to this notice cannot be accepted as offers.
The Government anticipates the applicable North American Industry Classification System
(NAICS) code assigned to these services to be 541611 - Administrative Management and
General Management Consulting Services. Contractors must be properly registered in the
Government System for Award Management at https://www.sam.gov/portal/public/SAM/.
Background. OJP has an inventory management process that covers the lifecycle of all purchased physical assets. Physical assets are received at OJP, given a unique barcode and are labeled, and are entered into an inventory management tracking system. Each physical assess is tracked from the time it is received at OJP, as it is deployed to OJP personnel or incorporated into an IT environment such as a data center, and, ultimately, decommissioned or excessed.
OJP’s Office of Administration, Business Resources Division (OA/BRD), has the responsibility of receiving, barcoding, and entering the asset into inventory. OA/BRD transfers ownership of individual assets to the end-user, such as the OJP’s Office of the Chief Information Officer
(OCIO), for deployment to personnel, as needed.
While OJP has processes for the tracking of assets throughout their lifecycle, recent inventory reconciliations have left many assets unaccounted for. OJP is at risk because the established processes may not be the most effective or efficient in protecting against fraud, waste, or abuse.
The Department of Justice (DOJ), Office of Justice Programs (OJP), Acquisition Management
Division (AMD) is issuing this notice to identify qualified and responsible businesses within
SBA’s 8(a) Business Development Program that can assist with the OA requirement for inventory management services. Independently, and not as an agent of the Government, the contractor will examine OJP’s existing processes for inventory management, analyze and diagnose process gaps and inefficiencies, and provide expert-level advice to OJP on streamlining and improving the processes for managing its inventory and offer ways to optimize overall cost efficiencies.
The following areas describe the broad range of functions and tasks that the Government envisions for the contractor:
https://www.sam.gov/portal/public/SAM/
1) The contractor shall review all relevant policy and procedure documents, and business process narratives to gain a thorough understanding of the current “as-is” processes for the entire inventory management lifecycle, as well as, the IT systems used to support the processes. The contractor shall also conduct interviews with relevant OJP stakeholders to further enhance their understanding of the entire inventory management process.
2) The contractor shall provide a final report that includes specific, tangible recommendations on how to improve OJP’s current inventory management process, as well as suggestions for ways to communicate the importance of asset management to all employees. The final report will include recommendations to streamline the current process as needed, and will also include recommendations for cost efficiencies and reduction of risk throughout the process.
It is anticipated that support for this requirement will be met by qualified personnel for the key position under this contract. The key position is a Program Manager with business process re-engineering/improvement subject matter expertise.
