About this file
This document is a Questions and Answers (Q&A) attachment for the National Canine Services Request for Proposal (RFP) Solicitation No. 15M50025QA4400022 issued by the U.S. Marshals Service Asset Forfeiture Division. The Q&A addresses nine key questions related to the solicitation, covering operational details such as mobilization requirements, veterinary assessments, transportation, staffing, and service expectations. Critical clarifications include: no separate per-dog transportation fee, definition of "person-days" for pricing purposes, 24/7 staffing requirements with trained personnel, and a 72-hour mobilization expectation with potential case-by-case exceptions.
The solicitation seeks a contractor to provide comprehensive canine services within CONUS and OCONUS locations, including onsite seizure support, transportation, daily care, veterinary treatment, food, kenneling, expert witness services, and disposal of seized/forfeited canines. The Q&A document provides specific guidance on service implementation, emphasizing flexibility, professional veterinary standards, and strict documentation requirements. Notable operational constraints include mandatory 24/7 trained staff monitoring, inability to decline service requests, and adherence to USMS confidentiality protocols regarding public disclosure of dog seizure operations.

| Question # | RFP Section | RFP Page | Question | Answer |
| 1 | Attachment 6. National Canine Services SOW, 1.1 & 5.0.1.3 | 4 & 8 | States the contractor shall be prepared to mobilize all staff and equipement anywhere in the continental US within 72 hours. Will there be an exception to this policy that accounts for DOT Regulations? | Exceptions to this (or any other requirement) will be considered on a case-by-case basis and will be a matter of COR discretion. Vendor will be expected to formally request an exception upon receipt of the impacted STO. |
| 2 | National Canine Services SOW, 2.0 B | 4 | Will the government define routine blood tests? | "Routine blood tests” refers to industry standard veterinary screenings for general health. Blood chemistry checks of all kinds may be included, to be based on the professional opinion of the contracted veterinarian regarding the needs of the individual canine. Vendor recommendations are expected as to the specific tests that will be conducted on canines in custody. |
| 3 | National Canine Services SOW, 2.0 Y | 5 | On-Site Seizure Services states one of the services to be included is an initial Veterinary Assesment. Can the government clarify if that means that a licensed veterinarian will be required to be at each recovery? | The on-site “initial veterinary assessment” may be completed by a veterinarian, a vet tech, or any other appropriately skilled/licensed professional. |
| 4 | National Canine Services SOW, 9.3.3.17 | 17 | Will the government define what the on-site reporting/documentation consists of? | “Onsite reporting documentation” refers to all paperwork, photos, and other reports generated while on location for the service. 9.3.3.9 through 9.3.3.15 details the minimum expected documentation. |
| 5 | General Question | N/A | Will the government define if there will be an initial transportation per dog fee? | No, there will not be a separate per-dog fee for initial transport. The CLIN for “Return Transportation” should include all expenses/fees for initial intake transportation of seized canines (see Statement of Work, section 2.0.bb). |
| 6 | RFP Attachment 7 NCS Pricing Schedule | N/A | Clarify the definition of “person-days” as a unit in CLIN 0001 Outbound Transit (cell F10) and CLIN 0004 Return Transportation (cell F13). What expenses are contemplated for inclusion in the “unit price” (cell G10), what is the “est total req” (cell D9) defined as, and can an example calculation for CLINS 0001 and 0004 be provided? | A “person-day” refers to the number of staff traveling for the service multiplied by the total number of travel days. For example: a team of 2 people traveling for 3 days, would equal 6 person-days.The rates in cells G10 (CLIN 0001) and G13 (CLIN 0004) should reflect only labor charges. All travel expenses (fuel, hotels, food, etc.) should be expensed under CLIN 0005 instead.EST TOTAL REQ for CLINS 0001 and 0004 represent the government’s best projection of expected person-days needed for travel to and from designated seizure service locations. |
| 7 | Operational Requirements - 24 Hrs Staffing | SOW Page 8 | Would overnight security be sufficient to meet the 24-hour staffing requirement? For example, if our facility is fully staffed between the hours of 7am and 6pm, however there may be a security officer assigned to the facility during the overnight hours. | No, security alone would not be sufficient. Staff appropriately trained for and specifically assigned to monitoring of the canines in custody is required 24/7. |
| 8 | Pre-Seizure Procedures | SOW Page 13 | When receiving a request to respond, when possible, would more advanced notice than 48 hours be possible? And would we have the option to decline the request if we were unavailable? | Yes, every effort will be made to provide more than 48-hours’ notice for any meetings. No, declining such a request is not an option. If it is not practical to fulfill a requested meeting timeline, the vendor will be expected to propose an alternate timing and coordinate a mutually acceptable date with the CO/COR. |
| 9 | General Question | N/A | Could there be any opportunities, when appropriate, to be included or named in press releases or other public facing material as an assisting organization? | USMS standard procedure is to not publicize dog seizures due to the potential to interfere with ongoing investigations/prosecutions. Similarly, standard operating procedure emphasizes anonymity of the vendor to reduce risk of targeting by defendants’. In the event that a press release were to be issued, USMS would coordinate with the vendor who provided the service to determine the degree of information appropriate for public awareness |
