CRYPTOCURRENCY MANAGEMENT AND DISPOSAL SERVICES
SOLICITATION NO.: 15M50023QA4400002
1. I just wanted to confirm if the incumbents for this requirement are Contract 15M50021DA4400001 held by Bitgo Inc. and Contract 15M50021DA4400050 held by Anchor Labs Inc. If not, can you kindly provide me the correct contract number(s) and name of the vendor(s)?
• There are no incumbent contracts to this requirement. Both 15M500221D4400001 and 15M50021DA4400050 were cancelled per SBA determining the vendors were other than small.
2. What are the guidelines for liquidation of staked assets that are locked up on chain?
• Cryptocurrency assets in USMS custody will not be staked.
3. Various coins have little market liquidity, either due to low volume, or to cryptographic constraints within the code. What are the guidelines for liquidation of such currencies?
• Cryptocurrency assets with little market liquidity are able to Exchange into a more liquid form of virtual currency and then exchanged into USD where markets exist.
4. The current solicitation Evaluation Factors references the need for an auction plan, but provides no mechanism for pricing or conditions under which a liquidation by auction is pursued. Furthermore, while the Performance Work Statement enumerates disposal mechanisms it does not reference an auction as such a mechanism. Does the US Government intend to use auctions should this be removed from the current solicitation? The previous solicitation included the following information:
a. Minimum liquidation size.
b. Based on the minimum listed in the previous solicitation, the current solicitation does not appear to expect liquidations to reach the previous minimum for an auction liquidation.
c. Deadlines from notification to execution of auction.
d. Terms and conditions of running an auction, including reserves.
e. Separate CLIN for auction pricing.
f. Total cost of an auction will be significantly higher than any exchange-based liquidation.
• Due to the current environment of cryptocurrency, we don’t foresee the need for auctions; however the PWS does state under 2.4 Disposal that “methods include but are not limited to” direct exchange, returns, etc. purposefully to encompass any future disposal mechanisms that may be needed in the future.
