39PWSC3.1.2Section 3.1.2 refers to procedures under the micro-pushcase threshold and then section 3.1.2.1 refers to items as minor repair services up to $2500.00. are these section referring to the same type of non-maintenance services? Section 806 of the NDAA currently lists the mciro-purchase threshold at $10,000. can you please elaborate on the distinction between the efforts?Yes, minor repair is a type of non-maintenance service. 50PWSC.4Throughout the draft PWS there are ten references to “additional requirements” and “additional details” which are directed to parts of Section C.4. Section C.4 is titled “Performance Standards,” and the entire section is listed as “intentionally left blank.” Please provide updated section references; or provide Section C.4.This section was intentionally left blank and will be provided in the final RFP.

54PWSC.2.3.4/ C.3.1.1.1Section C.2.3.4 requires the contractor to conduct an on-site equipment inventory of all facilities within 12 months. We interpret this to be a “quantitative” activity.

Section C.3.1.1.1 requires the contractor to conduct a “current fleet inspection and evaluation” within the first 12 months. We interpret this to be a “qualitative” activity, as it involves assessment of current conditions and development of remediation plans. Furthermore, the assessment parameters detailed in the following sections seem highly specific to barriers and gates, and do not seem to address other physical security equipment.

Please clarify the inventory and inspection/evaluation activities required by this contract; and address how the Installation and Maintenance contractor will coordinate and/or divide responsibility for these activities with the Program Management contractor.

Also, please identify the specific standards against which current site conditions will be evaluated.C.2.3.4 only applies to Physical Security Equipment (other than AVB). The offeror shall be responsible for providing solutions for management of an all encompasing maintenance, installation, and repair services portfolio. This section will be revised for clarity in a final RFP.
55PWSCorrective MaintenanceThe PWS includes significant detail regarding Preventative Maintenance and Non-Maintenance Service. However, it seems to be silent on Corrective Maintenance, which is the contractor’s response to equipment that has unexpectedly failed and must be repaired or replaced to restore functionality in a timely manner.
Please clarify the Government’s requirements for performing Corrective Maintenance.Corrective maintenance falls under repair services.
