About this file
This document contains technical questions and answers regarding solicitation number 15M10321RA4700004 from the United States Marshals Service for executive consulting services. The USMS requires expertise across a broad range of experience in judicial and law enforcement projects. Key details include that the work will be performed primarily at the contractor's facility but may occasionally take place at the USMS headquarters. The USMS will provide a laptop, laptop charger, and potentially a scanner, while the contractor must furnish their own workspace. The number of funded hours was determined based on previous funding levels and amounts shared with another contract. Indirect rates can be applied to reimbursable travel costs per federal regulations. The budget for supplies and equipment is the contractor's responsibility.

Technical Questions:
1) Can USMS clarify if they are seeking proposals from individuals or from companies? From companies or individuals; but if individual, then that would tell me they own their own business/company and are in sams.gov.
2) Under “Factor 2: Past Performance” on Page 2 of the RFP, USMS specifies that CPARS will be used to evaluate past performance. If the offeror does have valid past performance, but does not have CPARs, can the offeror submit past performance writeups in lieu of CPARs? No substitutes for CPARS results. Please read “FACTOR #2: PAST PERFORMANCE” on page 49.
3) Can USMS clarify if there is an incumbent performing this statement of work? If so, can USMS provide the incumbent name and contract number? Cherry Tree Consulting, DJM-16-A41-R-
0003.
4) Page 42, Section 3.0 Contractor Furnished Items specifies that the contractor should provide “all supplies, equipment, facilities, materials, and services required for work under this contract.”
Can USMS clarify if the key personnel will work at USMS facilities? Or will the offeror need to furnish workspace for the employee? The work to be performed under this contract shall be performed at the contractor’s facility, but on occasion at the USMS Headquarters currently located at 1215 S. Clark Street, Arlington, Virginia 22202.
5) Page 42, Section 3.0 Contractor Furnished Items specifies that the contractor should provide “all supplies, equipment, facilities, materials, and services required for work under this contract.”
Can USMS clarify if the offeror should provide a computer and any other necessary equipment for the employee? USMS will provide a laptop, laptop charger, and potentially a scanner. The vendor will have to provide their own workplace as this is a telework position.
Cost Questions:
6) Can USMS clarify how the number of hours 1772 was reached? The normal working hours for a year is generally 1880 – 1920 hours, depending on the amount of paid time off a company offers. This is the amount of funding we received as a base increase a few years ago. The remaining hours (which would total 1920 a year) were applied against a different contract with ITD. So the hours were shared. This is not the case this time and we only will be funding
1772 hours as that is all our base funding will authorize.
7) Are offerors permitted to change the number of hours depending on company policies regarding paid time off? This depends on what kind of change the offeror is requesting. I would believe this would be a part of the solicitation process, so I’m a little confused on this request.
8) Section 2 specifies CLINs for cost reimbursable travel. Can USMS provide a plug figure for this
CLIN? Up do 10k a year.
9) Section 2 specifies CLINs for cost reimbursable travel. Can USMS confirm that the offeror can apply indirect rates to all travel costs line with our corporate accounting standards? The contractor will be reimbursed following Federal Travel Regulations
10) Page 42, Section 3.0 Contractor Furnished Items specifies that the contractor should provide “all supplies, equipment, facilities, materials, and services required for work under this contract.”
Can USMS clarify where we should budget for these items? The budget should be the responsibility of the contractor.
