Attachment 8

Anticipated Workload at Time of Contract Award

I. Civil Division

At the time of Contract award, the Civil Division expects to be supporting 120-140 cases at a total annual level of about $80 to $100 million. Cases range in level of activity from less than $10,000 in support to over $25 million in support per year. Support is expected to include operation of the following Document Center:

ALS Document Center

Total: 43,000 Square Feet

The document center provides DOJ with critical litigation support functions, including document acquisition strategies and collection, discovery, production and deposition support, database support, file management, library services, and pre-trial, trial, and post-trial support. Standard office connections, including connection to Civil Division JCON. Provides network and other technical support to DOJ, including setting up and administering networks and databases. It has access to at least four (4) LAW workstations, to assist with data processing, and 23 printers (including color), with the ability to print up to 45,000 pages per hour. Seven (7) of the printers have scanning capabilities.

Generally supports between 140-160 small to large complex litigations annually, with 65 staff located at the document center and additional staff located within Government space and in various locations around the country.

Automated Litigation Support (ALS) Labs

ALS Labs are established to support the needs of Division personnel who may not be receiving automated litigation support services for their smaller to medium sized cases. The purpose of ALS Labs is to offer in-house processing for these cases. Types of support may include: creating databases, processing electronic media, copying, encrypting, and scanning data, and creating and maintaining web-hosted data bases. For fiscal year 2018, it is anticipated that:

1) 250 databases will have been created

2) 15 TB of ESI will have been processed

3) 725 pieces of e-media will have been copied/created

4) 5 HDs will have been copied

5) 350,000 pages will have been scanned

6) 75,000 pages will have been blown back

There are six (6) labs located within Government space:

ALS Lab/Frauds 3 Constitution Square (3CON)

364 square feet Six (6) contractors Equipment includes: 7 workstations, 1 scanner, 1 printer, 1disk labeler, 1 disk duplicator, 1 shredder.

ALS Lab/L St. (National Courts, Intellectual property, and Commercial litigation) 1100 L Street, NW

150 square feet Three (3) contractors Equipment includes: 5 local workstations, 18 LAW workstations (virtual), 1 scanner, 1 disk labeler, 1 disk burner.

FREDO Lab/L St. (National Courts, Intellectual property, and Commercial litigation) 1100 L Street, NW

160 square feet One (1) contractor Equipment includes: 3 local workstations

ALS Lab/Torts (NYA) 3 Constitution Square (3CON)

240 square feet Two (2) contractors Equipment includes: 3 LAW workstations; 20 LAW workstations (virtual), 1 scanner 1 disk labeler 1 disk duplicator 1 printer

ALS Lab/Torts (NPB) 3 Constitution Square (3CON)

240 square feet (shared space with Torts/NYA) Two (2) contractors Equipment includes: 4 LAW workstations, 20 LAW workstations (virtual), 1 scanner; 1 disk labeler; 1 disk duplicator; 1 printer

ALS Lab/LSB Liberty Square Bldg.

660 square feet Five (5) contractors Equipment includes: 5 LAW workstations; 40 LAW workstations (virtual)

Victims of 9/11 Compensation Fund (VCF2)

Total: 44,000 Square Feet

Franklin Court is the location of the Claims Processing Center for the 9/11 Victims Compensation Fund. Support for the Special Master and Deputy Special Master includes tactical planning to meet the program’s strategic goals as well as providing Intake, Helpline and Claim Review Teams to ensure the timely and effective distribution and translation of claim related documents, data, and information from the claimant/representative to the VCF Executive Staff for eligibility and compensation decisions. This 44,000 square foot space contains a large and small conference room, furniture, office equipment and access to JCON. There are currently about 100 contract staff consisting of primarily claims reviewers, help desk operators, nurses, supervisors and a manager. In addition, there is a call center in the space where claimants can call in to ask questions about the program and assistance with filing of their claim. As the program becomes larger, additional staff will be added. The VCF Program started in October of 2011 and is expected to run until at least 2023.

II. Environment and Natural Resources Division

At the time of contract award, ENRD anticipates that it will be supporting approximately 750 cases, employing 70 contract personnel primarily located in Washington, DC and Denver, CO, at an annual billing level of about $21.5 million.

III. Criminal Division

At the time of contract award, the Criminal Division anticipates that it will be supporting approximately 800 cases, employing 200 contract personnel, at an annual billing level of about $25.0 million. Personnel will be located in Washington, DC; New York City, NY; Chicago, IL; Detroit, MI; Miami, FL; Houston, TX; Dallas, TX; Los Angeles, CA; New Orleans, LA; Philadelphia, PA; and Newark, NJ.

IV. Antitrust Division

At the time of contract award, the Antitrust Division estimates that it will be supporting 125 to 150 active cases, at an annual billing level of about $10-12 million. While most contract staff would be assigned to work in the Washington DC offices, contract staff may also be placed at any one of ATR’s three regional offices. The field offices are located in Chicago, New York and San Francisco. Staff assigned to the DC location may be required to work various shifts, which include standard weekend work.

V. Civil Rights Division

At the time of contract award, the Civil Rights Division estimates that it will be supporting approximately 250 cases, mostly through on-site contractor clerical, paralegal, and other support staff, at an annual billing level of $10 million.

VI. Tax Division

At the time of contract award, the Tax Division anticipates having 25 active cases, at a total annual billing level of about $2.5 million. The Tax Division has two service centers supported by four (4) contractor staff. The service centers provide scanning and copying assistance and are located at 601 D. Street, NW, and 555 4th Street, NW. The remaining 25 contractors consist of clerical, paralegal and IT staff including two contractors located in our Dallas, TX, office.

VII. Justice Management Division

At the time of contract award, the Justice Management Division (JMD) anticipates that it will be supporting approximately 1-2 dozen matters originating through various senior leadership and senior management offices at the Department of Justice. This work will be located primarily in the Washington DC metro region. Needs in terms of hours, location, and role may vary depending upon the type of matter, however, staff will be primarily clerical, paralegal, or IT support.
