Offerors are hereby advised this is an unrestricted solicitation under NAICS Code 541511 with a size standard of $27.5M.

The Department of Justice (DOJ) Executive Office for Immigration Review (EOIR) has the following needs to permit personnel to electronically reserve rooms and virtually attend meetings:

STATEMENT OF OBJECTIVES

Objective
Minimum Requirements
Run Reports
The solution shall include the capability to run custom reports on demand against live data to see who has reserved which location for a date selected. The date range needs to be selectable, such as yesterday, today (current) and/or future.

Minimum report parameters selectable for the report are by Date Range (one or more days), Location (one, many, or all), and by Person (one, many, or all). A common report will be a report to show who is currently in every space on the day selected.

Specifically, report results need to display at a minimum the Person / People and Location(s) where they are sitting for the Date(s) selected. Report results need to be sortable by Date, Location, and/or Person.

NOTE: EOIR currently uses IBM Cognos as our Enterprise Reporting Tool; therefore, the data within the Hoteling Software shall be compatible with the IBM Cognos Metadata Model, making it available to be used within Reports.

Display Floor Plans
The solution shall include the capability to see the location of the area being reserved within the physical space, including indicators for Emergency Exits, elevators, restrooms, shared equipment (such as printers), as well as physical attributes in relation to the location being scheduled (such as windows, doors, location of file room, pantry, wellness centers, etc.)
Display Reservations
The solution shall allow users to see which spaces are reserved and which are available for the day(s) and timeframe(s) being scheduled. The solution shall be integrated into the overall system so that people know the room they are reserving and/or where to find others.

Display Printers/Scanners

The solution shall include the capability to allow users to display attributes of shared devices (e.g. the network names of printers and scanners) during the reservation.

NOTE: This capability is in addition to floor plans showing all shared devices since this capability is more of a quick reference while scheduling enabling Hoteling employees to view which printers are near spaces available to reserve, for instance, so they know where to print that day. Ideally, the status of the shared devices will be viewable, as well (e.g. in case a device is not working).

Display Americans with Disabilities Act (ADA) Reasonable Accommodation Areas
The solution shall identify all rooms designated as ADA-compliant and list all equipment therein.
Lock Areas to Specific Users
The solution shall allow Authorized Business Administrators to lock designated areas and only allow certain individuals to access them.
Override Reservations
The solution shall allow Authorized Business Administrators to override reservations.
Interface with File Room for Case Deliveries
The solution shall accommodate the employee reserving a Hoteling location and providing personnel in the File Room the location for that day so that Records can be delivered to that Hoteling location. The information will need to be accessible during the actual day – and ahead of time (e.g., day prior) so that the file clerks can have work ready for the employees when they arrive.
Run Space Utilization Statistics
The solution shall include the capability to analyze space utilization statistics for space management purposes. These will be historical usage analytics.

Business Administrator’s of the system need to be able to run utilization reports. These reports need to be able to be run by a minimum of Date Range, Area, Person, and/or any or all combinations.

Some examples of space utilization needs where historical usage can inform management decisions are:

1. A report to show who was/is currently in every space on the day and time selected.

2. Who has been in a particular space over the past month?

3. Which spaces has a particular employee reserved over the past month?

4. Which spaces are most / least reserved?

This information needs to be run or extracted to a data analytics tool, such as Microsoft Excel to allow analysis on the data.

All users will not have this capability and this capability needs to be a Business Administrator capability, separate from an IT Administrator role.

NOTE: EOIR currently use IBM Cognos as our Enterprise Reporting Tool, so the data within the Hoteling Software ideally would be able to be used by the IBM Cognos Metadata Model making it available to be used within other Reports. Data stored by the solution needs to be accessible by EOIR personnel to create additional space utilization reports to allow flexibility as utilization statistics needs expand in the future.

Set Rules for Reservations
The solution shall allow configurable rules to be set by both Business and IT Administrators.

These include, but are not limited to: how far in advance a location can be reserved, how many advance reservations can one individual make, do not allow an individual to book two locations at the same time, etc. Configurable settings should be able to be set as default for all areas, but then customizable for individual areas.

Personnel scheduling a location need to be able to reserve customizable amounts of time for an area, similar to scheduling a room in other calendaring systems, such as Microsoft Outlook. The default amount of time when scheduling an area should be customizable by a Business Administrator, though. For example, Area A defaults to Full Day, but Area B defaults to one hour.

Business Administrators of the system need to be able to assign an individual to an area for automatic assignment on certain day / time combinations. For instance, John Doe is automatically assigned Area C every Monday morning from 8-11 am.

All users will not have these capabilities and these capabilities needs to be appropriate for Business and/or IT Administrator roles.

Interface with Outlook
When viewing a person that has reserved a room, the solution shall be able to see the same properties for that person found in Microsoft Outlook. The same is true for room information (e.g. for location and other contact /scheduling information).
Reserve through Desktop, Mobile Device or Web
When scheduling a location, the user shall be able to select a day and timeframe and see what areas are available to reserve in order to request a reservation. This capability needs to be available through all common devices (e.g. Desktop, Laptop, Tablet, and/or Smartphone).

Whatever device is used to schedule, the person scheduling needs to be able to create multiple reservations without having to log in or out of the system in between reservations.

Automated Email Responses
The solution shall include the capability to provide eMail responses to indicate successful or unsuccessful reservation.

Business Administrators need to be able to configure the system to send eMail confirmations for various actions performed within the system. For example, Reservation Confirmation, Reminders, etc. The Business Administrator needs to be able to turn these on, or off, and customize the message sent.

All users will not have this capability and this capability needs to be a Business Administrator capability, separate from an IT Administrator role.

Display Guests in Real Time
Beyond the Report Capability and Utilization Statistics previously mentioned (which would be available to limited users), the solution shall include the capability for all employees within the business component to view in real time who is sitting where. This capability should be able to be limited to just a specific business component.
Automatically Assign Personnel to Workstation
Business Administrators shall be able to ensure that a particular employee has a set location. This capability may be combined with the ability to Override Reservations.

All users will not have this capability and this capability needs to be a Business Administrator capability, separate from an IT Administrator role.

Integrate with Creston
Business Administrators shall be able to add additional requirements to the system. It is understood that application customization may require programming by EOIR via an Application Programming Interface (API).

The following factors shall be used to evaluate quotes:

1. Price

2. Technical and Past Performance

Technical and past performance, when combined, are less important than price. The Contracting Officer will evaluate the lowest priced quote first. If the Offeror is determined eligible for award and found responsive and responsible, the Contracting Officer will determine if the quote meets the subsequent minimum requirements. If the quote meets the subsequent minimum requirements and the offered price is within budget then the Contracting Officer will make an award to that Offeror and cease evaluations. If the Offeror is not determined eligible for award or not found responsive and responsible then the Contracting Officer will evaluate the second lowest priced quote. This process will continue until the Contracting Officer can make an award.
