1. Is there an incumbent vendor for this opportunity? If so, who?

a) Yes. Sachs Media Group.

2. Just to clarify, is this a part-time opportunity (440 hours a year)?

a) We have allocated up to 440 hours for these services for each of the base and subsequent option years.

3. What is the expected work schedule?

a) There is no firm work schedule, it will vary. The services will be on an as-needed basis when required. Most work will take place between 8am and 5pm, however, there are times when the effort requires work outside of a normal work schedule. Work may be inconsistent, with a week or more passing between work efforts during the course of the contract.

4. What media monitoring platform do you use? (ex: Cision or Meltwater?)

a) We do not employ a media monitoring platform. The contractor may elect to employ one, but we do not have an internal platform.

5. Is that the same platform that you house your media contact list or is it in a database? (ex:

Salesforce?)

a) Our internal media contact list is self-maintained (Excel or similar spreadsheet).

6. Can you give an example of a recent campaign?

a) An example of a recent campaign is the NDFL Public Corruption Unit.

7. How many FTE do you need?

a) No Full Time Equivalents are required. See previous answers for schedule.

8. You show number of hours as 440. Does that mean you only need on a part-time bases?

a) We have allocated up to 440 hours for these services for each of the base and subsequent option years. Refer to previous answers for schedule.

9. How many resumes is considered adequate?

a) All prospective personnel who will be performing services on this contract will need to submit a resume in accordance with Section 10 of the solicitation.

10. Is there a page limit for the overall proposal?

a) There is no page limit for the overall proposal.

11. What are the general goals of the media relations and public relations services?

a) The requirements and duties of the contractor are listed throughout the Statement of Work.

12. What weight is placed on reactive strategies vs. proactive strategies? Is it fair to assume a 50/50 split or are proactive/reactive strategies weighted differently?

a) A 50/50 split is anticipated. The split will fluctuate based upon ongoing initiatives and strategic emphasis.

13. How does the Northern District currently work with local and state law enforcement agencies in regards to Public and Media Relations?

a) The NDFL currently relies on a combination of district-initiated contacts and contracted public media support.

14. Who will serve as the main point of contact on the public and media relations effort?

a) Personnel will serve directly alongside the United States Attorney’s Office (USAO) and the attorney themselves along with other USAO personnel.

15. Under pricing, are you proposing a maximum of 440 hours per year? Is there a dollar maximum we should be mindful of?

a) The maximum amount of hours is 440 hours. A ceiling price will be specified at time of award.

16. For references, are we allowed to use our current work for the department as a reference?

a) Yes

17. What are you looking for under Small Business Qualification and what would you accept as verification?

a) Small business size under NAICS code 541820 is $16.5M. Contractors shall state whether or not they meet this size qualification in their quotes and the Government will confirm. It is encouraged for contractors to register with the Small Business Administration and System of Award Management as a small business under their applicable NAICS codes. Any contractor not determined to qualify as a small business will not be eligible for award.
