About this file
This is a Questions & Answers document for Solicitation #15JA0526Q00000066 regarding court reporting services. The document clarifies key details about the incumbent contract and service volume estimates.
The solicitation involves court reporting services with an incumbent contractor, Robin Alvis Doan, operating under contract #15JA0521D00000187 with a contract value of $68,468.75. The Government does not have readily available historical data on the percentage of Grand Jury sessions and depositions transcribed and ordered; however, estimated transcript page volumes are provided in the pricing schedule through CLINs X001-X004 for Grand Jury services and CLINs X009-X011 for deposition services. Regarding deposition staffing, the Government clarified an administrative error in the pricing schedule: videographer attendance fees should align with court reporter attendance fees at 6 hours per year (not the originally listed 10 hours per year for videographers), with an estimated volume of 1–2 depositions annually and 3-hour daily minimums. The Government indicated that current contracts exist for court reporting services at other locations (Detroit, Flint, Ann Arbor) and will assess future needs for those locations independently; however, those contracts have no relation to this solicitation and will not be discussed further.

Questions & Answers
Solicitation #15JA0526Q00000066
1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
There is an incumbent, Robin Alvis Doan, #15JA0521D00000187.
2. What is the (incumbent) contract value?
$68,468.75.
3. Historically, what percentage of the Grand Jury sessions have been transcribed and ordered?
That information is not readily available, however, estimated Grand Jury transcript pages are provided (CLINs X001-X004).
4. Historically, what percentage of the depositions have been transcribed and ordered?
That information is not readily available, however, estimated Deposition transcript pages are provided (CLINs X009-X011).
5. CLIN 0014 (Videographer Attendance Fee – Depositions) estimates 10 HR/year, while CLIN 0015 (Reporter Attendance Fee – Depositions) estimates only 6 HR/year. Assuming both roles attend the same depositions under identical 3-hour/day minimums, and the stated volume is 1–2 depositions/year, can the Government clarify the basis for the differing hour estimates?
This is an administrative error. A videographer’s hours would not exceed a court reporter’s hours.
The correct amount of hours would be 6 a year for videographer. Please quote as it is in the pricing schedule.
6. Does the Government anticipate issuing separate solicitations for court reporting services at its other divisions/locations (e.g., Detroit, Flint, Ann Arbor), and if so, on what timeline?
There are current contracts in place for other locations and the Government will assess the needs for those location’s court reporting services during appropriate times. Those contracts have no relation to this solicitation and details will not be discussed.
