The purpose of this amendment is to:

1. Add the following statement to Section C.1(d):

Contractor may use FedEx, UPS or contractor personnel (e.g., unclassified transcriber, program manager, proofreader) for pickups and deliveries of unclassified information. If courier services are used, all packages must be shipped in manner that allows for tracking. In the event that a package is lost (or otherwise cannot be located), the vendor shall notify the CO and COR as soon as possible. This notification shall be provided no later than one hour after such discovery was made by the contractor. If the vendor will use FedEx or UPS, the vendor shall provide OIG with the vendor's account number for pick -ups/deliveries.

2. Add the requirement to state the average number of pages per hour that can be transcribed in Volume III: Organizational Experience summary (see solicitation page 32).

3. Share the questions asked (and subsequent answers) regarding solicitation

NUMBER QUESTION ANSWER

1 Whether companies from Outside No.

USA can apply for this? (like, from India or Canada)

2 Whether we need to come over Not on a routine basis. In-person meetings may there for meetings? be needed under certain circumstances (e.g.

performance issues).

3 Can we perform the tasks (related No.

to RFP) outside USA? (like, from India or Canada)

4 Can we submit the proposals via This is already addressed in the solicitation. See email? section L.

5 In regards to the pricing, please Yes, the unit of measure is page (PG).

confirm the 'unit of measure' is per page. And if so, what is I cannot disclose the incumbents' current currently being paid 'per unit of contract line item number pricing as that is the measure'? vendor's proprietary information.

6 I'm wondering ifthere is a Unfortunately, unclassified work may not be potential for allowing the done at the contractor's home office.

unclassified work to be done at the contractor's home office? I have been a legal transcriptionist for nearly 18 years. I have a competent team of transcriptionists as well. The requirement in F2 prohibits me from submitting a bid proposal.

7 Section B.2.d.a.i indicates that Section B.2(d)(a)(i) reference to 1600hours per there were 1,600hours of audio month was inaccurate. The correct hours per per-month. Obviously there can month for this subsection is 75 hours.

be no guarantees made with respect to future volume, but that number seems somewhat inconsistent with the requirement in Section B.1.d.b. to provide (only) between five and seven transcribers, nor with the estimated quantity of pages from Attachment 1which indicates that there are (or are expected to be approximately) 41,754 pages per-year of unclassified transcription. 1,600hours of audio per month would typically be expected to generate around 960,000 transcript pages per year (assuming 50 pages per audio hour) and so we are unclear as to the volume of audio that is expected to be available for transcription work. Anything that you could do to clarify the anticipated volume would be greatly appreciated.

8 Do vendors have the opportunity See Section B.1(b)(a).

to submit responses that would be contingent upon the number of OIG intends to make one award (that includes awardees for a particular type of both classified and unclassified work) or, at work? For example, to submit a most, two awards (one for classified work, one response contingent that you are for unclassified work).

the only awardee of the classified or of the unclassified work? Or Also, see last paragraph of Section M. Vendor that there are no more than X may not include a contingency that the quote is awardees? valid only if it will get both classified and unclassified work since OIG reserves the unilateral right to award just classified work or just unclassified work from a vendor who quotes on both portions of work.

9 Section ILL. of Attachment 4 lists The solicitation requires a public trust the pricing for background background investigation (moderate risk) for investigations. There are no unclassified transcribers, program manager and prices listed for Low Risk/TI proofreader.

investigations. Are vendors going to be charged a fee for You are correct that there is no pricing for Low those investigations? If yes, what Risk stated, but Low Risk level is not a are the fees for that level of possibility under this contract.

investigation?

Pricing is set by OPM so it is subject to change.

Currently, the prices for moderate risk investigation/reinvestigation are listed in Attachment 4 ($1550.00/$1261.00 respectively).

Vendor will be responsible for reimbursing OIG the cost of all investigations/re-investigations per Attachment 4.

10 What is the current price per page I cannot disclose this information as the contract for unclassified transcription? line item pricing is the vendor's proprietary information.

II What courier service is required Applies to unclassified work only: FedEx or in order to gather media, is Fed UPS is fine. Keep in mind that these expenses Ex or UPS appropriate? may not be charged to OIG separately (see section B.2(b)) and the transcript turnaround times are not dependent on the pickup/delivery times by couriers (see section B.2(d)).

Contractor personnel (e.g., unclassified transcriber, program manager, proofreader) may also pick up or deliver media/work.
