About this file

This document is a Justification for Other Than Full and Open Competition (Sole Source Justification) from the Department of Justice (DOJ) for the AssetTrack software. The DOJ intends to procure yearly maintenance, support, and licensing for AssetTrack from Asset Management International (AMI) for a total estimated value of $26,779.00, covering the performance period from 10/01/2025 to 09/30/2026. The sole source justification is based on AMI being the original developer of the AssetTrack software, which directly interfaces with the DOJ's existing property management system and Asset Portfolio Management (APM).

The technical justification indicates that the DOJ is required to annually account for capitalized property, laptops, tablets, and firearms inventory, and biennially conduct wall-to-wall inventory in accordance with the Chief Financial Officers' Act. Changing providers would necessitate new training, process amendments, and potentially compromise historical reporting comparability. The procurement will be a firm fixed-price acquisition, with a price evaluation to be conducted based on previously procured similar items deemed fair and reasonable. The document is signed by Aemero Ashenafi from DOJ Facilities & Admin Serv. Staff and Frank Giguere, the Contracting Officer, certifying the accuracy and completeness of the technical justification.

Department of Justice

FASS

Justification for other than full and open competition, Sole Source Justification

Description of Action:

This justification is prepared in accordance with the requirements of FAR 6.303 and/or 13.106 to support the recommendation that the Department of Justice (DOJ) use other than full and open competition for the acquisition of the following item:

AssetTrack (described below)

Total Estimated Value $26,779.00

Period of Performance: 10/01/2025 – 09/30/2026

This is a sole source acquisition for AssetTrack items, and the DOJ intends on procuring on a noncompetitive basis under the statutory authority of 41 U.S.C. 253(c)(1), only one responsible source, as implemented in FAR 6.302-1 and/or 13.106.

Description of Requirement:

The proposed acquisition will provide, on a firm fixed price basis, yearly maintenance, support and license for AssetTrack.

Technical Justification:

The Department is required to annually account for capitalized property, laptops, tablets, and firearms inventory, and biennially account for wall-to-wall inventory in accordance with the Chief Financial Officers’ Act.

Unique Qualifications of the Acquisition:

Asset Management International (AMI) is the team that designed and developed the AssetTrack software that interfaces directly with existing property management system as a part of the overall asset tracking inventory solution. The software interfaces with Asset Portfolio Management (APM) to download, review, and upload data in APM. The solution can also be utilized throughout the year to add new assets and conduct internal inventory. As the developer of the AssetTrack software, AMI is the entity that can provide the required software technical support and license. DOJ currently uses and is trained on AMI asset tracking. Changes to the provider would require new training, amendments to DOJ’s asset tracking processes, and would render past reports as difficult to compare to current states. Such costs incurred are not expected to be regained through competition.

Price Determination:

A price evaluation will be conducted based on previously procured similar items that were found to be fair and reasonable.

Certifications and Approvals:

Technical/Requirements Personnel Certification:

I certify that the technical justification is accurate and contains complete data necessary to support the recommendation for other than full and open competition.
