Federal Acquisition Regulation (FAR) PART 8
LIMITED SOURCE JUSTIFICATION AND APPROVAL (J & A)
OUSD(C) Mission Applications Support (HQ042315F5001)
1. IDENTIFICATION OF REQUIRING AND CONTRACTING ACTIVITY
a. Requesting Activity:
OUSD(C)
1100 Defense Pentagon Washington, DC 20301-1100
b. Contracting Activity DFAS Columbus Contract Services Directorate Bldg. 21/2B218 3990 E. Broad St.
Columbus, Oh 43213-1152
2. NATURE OR DESCRIPTION OF THE ACTION
The purpose of this document is to obtain the necessary approvals for a limited source acquisition in accordance with FAR Part 8.405-6. “Limited source” in this case pertains to the restriction of competition to the current contractor.
Per FAR 8.401, this acquisition is being conducted under the authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 152, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies.
The procurement strategy is to issue a four-month extension to the current contract HQ042315F5001 with the incumbent, CACI INC Federal, in accordance with FAR 8.405- 6(a)(1)(i)(C). The current contract expires on February 15, 2020.
3. DESCRIPTION OF SUPPLIES/SERVICE
The Office of the Under Secretary of Defense, Comptroller, is seeking an extension of its current contract with CACI INC Federal to continue ongoing Mission Applications Support. The contractor provides on-site operational support to the mission application systems of the Office of the Under Secretary of Defense, Comptroller, (OUSD(C)) in the areas of system maintenance, information security/assurance, integration, conversion, migration, report generation, documentation, training, and guidance.
The estimated cost of the extension is $4,489,760.50
4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE
In accordance with FAR 8.405-6(a)(1)(c), in the interest of economy and efficiency, the new work is an extension to an original Federal Supply Schedule order that was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures.
Extending the period of performance mitigates the risk inherent in the event that there is a vendor change from the current task order to the follow on task order. A vendor change in the February timeframe would have significant impact on mission operations and submission of the Department of Defense Budget.
A vendor change during this period would result in a disruption to OUSD(C) mission applications support personnel for OUSD(C) budget systems. Doing so during this timeframe greatly increases the risk that the accuracy and completeness of the Defense Budget data will be compromised and the timely submission of the President's Budget will be disrupted. Therefore, it is critical that this modification be awarded to mitigate the risks inherent in a vendor change.
It is most cost effective to solicit for services for this critical support from the existing contractor for this limited period of time due to the essential prior audit knowledge required.
5. DETERMINATION OF BEST VALUE
Rates and Labor Categories were evaluated prior to contract award, with the pricing and labor mix quoted by CACI, Inc. determined to be fair and reasonable, and the best value to the Government. This extension continues service at the rates evaluated for the final option period, per FAR 37.111.
An updated quotation for the four-month extension period was received from CACI on January 23, 2020, which was then evaluated by the COR to ensure sufficiency and consistency with current execution of the contract for the duration of the extension, avoiding service disruption.
Quoted hourly rates for all labor categories reflected no increase from the Option Year 4 rates.
The contracting officer has determined that the quoted pricing is fair and reasonable and represents the best value, resulting in the lowest cost alternative to meet the Government’s needs.
6. DESCRIPTION OF MARKET SURVEY / EFFORTS TO OBTAIN COMPETITION
The request is for the current contractor to continue performance on the current contract with the exercise of an option to extend services for a period of four months. The current contract was previously awarded in response to a task order under the General Services Administration Government Wide Acquisition Contract (GWAC) Alliant. Competition was limited to the GWAC contract holders.
7. ANY OTHER SUPPORTING FACTS
There is nothing additional which has not already been stated throughout this document.
8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION
The required services have previously been procured on a competitive basis. OUSD(C) is in the planning phase to procure these services competitively on the re-compete of the current task order.
