About this file

This document is a Question and Answers (Q&A) log for the Tesuque Peak Request for Quote (RFQ), addressing clarifications on the Statement of Work (SOW) and construction drawings related to telecommunications tower installation work.

The RFQ concerns antenna installation and grounding work at Tesuque Peak in New Mexico. Key clarifications include: the contractor is responsible for electrical contractor costs included in the price quote; Davis Bacon and Prevailing Wage Rates do not apply; contractors must provide new antenna mounts that attach to the existing tower frame structure with no removal required; no minimum protrusion distance is specified for antennas; and the Motorola R56 Installer Certification is mandatory at the time of quote submission with no exceptions for alternative experience or delayed certification. The SOW requires Cambium PTP-820 installations to use dual ODU configurations with two LMR-400 coaxial cables per assembly. Work must be completed by Tuesday of each work week to accommodate FBI technician testing and training Wednesday through Friday, which may require weekend work. No pre-award site visit is planned, though a site walk will occur with the successful contractor. All government responses indicate no changes to the RFQ were required based on these clarifications.

The construction drawings show us reusing the existing mounts for the panel antenna installs but the SOW states we are to provide new ones. Please confirm scope.

The tower has an existing rectangular metal structure/frame that antennas or other equipment can be mounted to. The bidder will need to provide new mounts that will allow the antenna to attach to this existing structure. The CDs reference the existing structure on the tower, not the mounting equipment that will allow the antenna to attach to that structure.

The new mounts will allow the antenna to attach to the existing frame/structure on the tower. There is nothing to remove.

The SOW requires the contractor to possess a Motorola R56 Installer Certification. Due to the limited availability and high cost of this specific certification, would the Government consider waiving this requirement if the contractor can demonstrate substantial experience performing tower grounding, bonding, and site installation work in accordance with Motorola R56 standards?

NA

Previously, when doing these super sector installs, we would have to do site integrations on Tuesday's so we would have to work weekends to finish the installations. Will that be the case for this project as well?

Reference Section 4 of the SOW for scheduling details. This is based on the contractor's coordination with tower owners. Contractor will need to have work completed on or before Tuesday of the work week. This will require the contractor to work the previous week and/or weekend. The FBI team requires the tower work complete (antennas and cables mounted to towers, cables dressed to equipement racks) by the Tuesday of a work week to allow FBI technicians to handle final testing and/or training Wednesday through Friday.

Sections 3.9, 3.10, and 3.11 / Pages 4–5

The SOW states that the Cambium PTP- 820 installation uses a dual ODU configuration requiring two LMR 400 coaxial cables per assembly. A tower vendor reviewing the scope noted that typical PTP-820 installations may require fiber/data and power or hybrid cabling instead of LMR 400. Please confirm the correct cable type, data connection method, power method, and whether any adapter, converter, hybrid cable, or alternate cabling configuration is required for the PTP-820 ODU assemblies.

The SOW is correct. A Cambium PTP-820 needs 2 runs of LMR-400 per assembly.
