About this file

This is a Questions and Answers (Q&A) document for a federal contract opportunity related to tower installation work at Tesuque Peak, New Mexico. The document addresses contractor inquiries regarding the Statement of Work (SOW) and Request for Quote (RFQ) for antenna and equipment installation services.

Key technical clarifications include: contractors are responsible for paying electrical contractors and incorporating costs into their price quotes; prevailing wage or Davis Bacon rates applicability was under government review at the time of publication; contractors must provide new antenna mounts compatible with the existing tower frame structure with no removal required; the Cambium PTP-820 installation requires two LMR-400 coaxial cables per assembly as specified in the SOW; and no minimum antenna protrusion requirement exists. Regarding contractor qualifications, the government declined to waive the Motorola R56 Installer Certification requirement despite contractor concerns about limited availability and high costs. Scheduling requirements mandate that all tower work, including antenna and cable mounting, be completed by Tuesday of each work week to accommodate FBI team testing and training activities Wednesday through Friday, which typically requires contractors to work the preceding weekend. All government responses indicated no changes were required to the solicitation documents based on these clarifications.

The construction drawings show us reusing the existing mounts for the panel antenna installs but the SOW states we are to provide new ones. Please confirm scope.

The tower has an existing rectangular metal structure/frame that antennas or other equipment can be mounted to. The bidder will need to provide new mounts that will allow the antenna to attach to this existing structure. The CDs reference the existing structure on the tower, not the mounting equipment that will allow the antenna to attach to that structure.

The SOW requires the contractor to possess a Motorola R56 Installer

Certification. Due to the limited availability and high cost of this specific certification, would the Government consider waiving this requirement if the contractor can demonstrate substantial experience performing tower grounding, bonding, and site installation work in accordance with Motorola R56 standards?

Previously, when doing these super sector installs, we would have to do site integrations on Tuesday's so we would have to work weekends to finish the installations. Will that be the case for this project as well?

Reference Section 4 of the SOW for scheduling details. This is based on the contractor's coordination with tower owners. Contractor will need to have work completed on or before Tuesday of the work week. This will require the contractor to work the previous week and/or weekend. The FBI team requires the tower work complete (antennas and cables mounted to towers, cables dressed to equipement racks) by the Tuesday of a work week to allow FBI technicians to handle final testing and/or training Wednesday through

Friday.

The SOW states that the Cambium PTP-

820 installation uses a dual ODU configuration requiring two LMR 400 coaxial cables per assembly. A tower vendor reviewing the scope noted that typical PTP-820 installations may require fiber/data and power or hybrid cabling instead of LMR 400. Please confirm the correct cable type, data connection method, power method, and whether any adapter, converter, hybrid cable, or alternate cabling configuration is required for the PTP-820 ODU assemblies.

The SOW is correct. A Cambium PTP-820 needs 2 runs of LMR-400 per assembly.
