About this file

This document is a Question and Answer (Q&A) record for a federal contract opportunity involving cable relocation services at Pleasant Valley.

The work involves removal and replacement of coax feedlines and antenna at a 700-foot tower level, with labor-only services required from the contractor. The current antenna model is an Omni DB-224 C Side Mount antenna. This is a new contract, though the suggested vendor has performed similar work at sites within the same field office previously. The previous related contract was 15F06721P0003665 for antenna and feedline replacement. All materials including feedlines, mounting hardware, cable clamps, and hangers are government-furnished and will be made available to the awarded vendor before work commences; the replacement antenna will also be government-furnished. The antenna should be planned for replacement as part of the base price, with antenna removal included in the base scope rather than as a separate line item. The contractor must be licensed, insured, and certified to climb the tower. The Government will coordinate all tower owner access approvals and site scheduling. Site visits are available if scheduled with the Field Office contact in advance. The tower is not equipped with an operational elevator or climbing assist device. Tower coordinates are 43.5160580737302, -84.54592365650755, ASR 1007986. Contractors should budget for manual climbing requirements and account for all work within a single quotation rather than separate line items for cable relocation versus antenna replacement.

Questions for Cable Relocation Pleasant Valley:

1. Is this a brand new contract OR if there is (was) an incumbent performing these services. This would be a new contract. However, the suggested vendor has performed similar work on sites in the same field office previously.

If not brand new, could you please provide the current / previous contract number?

The previous contract number is 15F06721P0003665 for antenna and feedline replacement.

2. Is there a site visit available for interested offerors? Yes, if scheduled with FO contact ahead of time. Not available for open visit.

3. Is the feedline already on site and Government-furnished? The feedline will be made available to the awarded vendor before work commences. Can be shipped to the awarded vendor also.

4. Are all mounting materials, hangers, and cable clamps Government-furnished, or is the contractor expected to provide any of these items? Government furnished. There may be a random unplanned piece of hardware needed, but all mounting hardware should be provided.

5. Is the possible antenna replacement considered part of the base scope of work, or only required if damage is identified during installation? Should be planned to be replaced. The antenna line that was attached to the antenna was damaged in a storm and came off the tower. It is more than likely that the antenna harness was damaged as the cable pulled off.

6. What antenna model is currently installed at the 700-foot level? An Omni DB-224 C

Side Mount antenna.

7. Will the tower owner require any additional insurance, site access documentation, or safety certifications beyond those identified in the solicitation? The vendor must be licensed and insured and certified to climb the tower.

8. If the antenna is determined to require replacement, how should offerors account for that work in their quotation? Should the potential antenna replacement be included in the base price, proposed as a separate line item, or handled through a modification after award? Include the antenna removal as part of the base price.

9. If antenna replacement is required, will the replacement antenna be Government-furnished and available on-site, or would the contractor be responsible for procuring the antenna? Government furnished. We will need to buy the antenna ahead of time given purchasing and delivery lead time. So given this I suggest replacing the antenna no matter what.

10. Is the tower equipped with an operational elevator, climbing assist device, or other personnel lift system available for contractor use? NO

11. Will the Government coordinate all tower owner access approvals and site scheduling, or is the contractor responsible for coordinating directly with the tower owner? YES

12. If replacement cable clamps, hangers, mounting hardware, or other feedline support hardware are required, will those materials be Government-furnished and available on site, or should offerors include furnishing those materials in their quotation?

Government provided.

13. Should we give two separate line items on our quote based on the scope of work? The first being the removal and replacement of the coax lines, and the testing. The second being the antenna replacement if it is needed? No. Antenna should be replaced if they’re going up to do this work. The one that is up there is already over ten years old.

14. This section in the RFQ “The field will already have the materials needed that the agency is providing. The awarded vendor will bring the items that they are responsible for, materials to mount the coax to the tower, on scheduled service date. Services are for labor only”. I just want to verify that the services are for labor only. That section mentions that the vendor needs to bring materials to mount the coax to the tower. This requirement is for service only. The government will provide the materials needed for the installation.

15. Would you be able to give the coordinates to the tower in question for mobilization purposes. Coordinates are: 43.5160580737302, -84.54592365650755, ASR 1007986.
