About this file
This document is a Questions and Answers (Q&A) spreadsheet for a Federal Bureau of Investigation (FBI) Fall Protection Inspection Services contract (Solicitation Number 15F06725R0000300). The solicitation is a small business set-aside for a 5-year firm-fixed price contract (1 base year with four 1-year options) covering fall protection system inspections, testing, and recertification across 10 buildings. The incumbent contractor is Safety 360, and this is a recompete of contract 15F06720C0001999.
Key scope details include inspecting 200 roof-mounted anchors, 15 ceiling-mounted self-retracting lifelines (SRLs), 10 anchors, and 9000 feet of horizontal cable lifeline. The contract requires all staff to have OSHA 10/30 and 510 certifications, with a site visit recommended (but not mandatory) on July 1, 2025. Contractors must submit access requests by June 26, 2025, and anticipate background check processing times of 2-10 days. Inspections will focus on identifying safety issues, with repair quotes to be handled separately. The government will provide previous inspection reports and system specifications during the walk-through, and will conduct a post-award kick-off meeting to discuss contract specifics.

| Is this a brand new contract? | Recompete | |
| Could you please provide the current / previous contract number? | 15F06720C0001999 | |

| Is testing and recertification required during the base year, with only inspections anticipated for Years 2 through 5? | Base year | |
| Is there a complete list of the engineered systems included in this contract, along with their respective manufacturer information? | No | |

| Prior to the commencement of on-site work, are any mandatory visits required for training, security clearance, or other site-specific procedures? | Site visit attendance is recommended, but is not required. Please submit an access request by Thursday, June 26, 2025, 12PM ET. Site visit is Tuesday, July 1, 2025 at 12PM. The CO will conducted a post award "kick-off meeting" to discuss specfics of the contract schedule, security, processes, etc. with the Awardee. | |
| Can additional details be provided regarding the requirement to “crawl through small spaces,” including where this occurs and what systems are accessed through these areas? | All areas are accessible with fall protection. | |
| Will manufacture manuals or information on equipment be provided before the scheduled date of service? | The government can provide specs on the fall protection system. | |
| Has a fall hazard survey been completed in relation to the 10 buildings to be inspected? | Fall hazards have been identified through general safety inspections. | |
| Please define “testing” as stated in the SOW, and what equipment is required to have testing? | Testing would include the verification of the function rope/cable grabs and retractable lanyards. | |
| Is it possible for contractors to conduct a job walk to assess what equipment will be required for inspections | Site visit attendance is recommended, but is not required. Please submit an access request by Thursday, June 26, 2025, 12PM ET. Site visit is Tuesday, July 1, 2025 at 12PM. | |
| Will the use of a manlift be required to conduct inspections at height? | A manlift or scissorlift is not required for access. | |
| Please provide clarification on compliance with Lock-Out Tag-Out procedures with energized devices. Is the contractor expected to perform inspections near equipment that can be energized? | The contractor will most likely not be working in or around equipment that is locked out; however if there is equipment in the area the is locked out, they would be expected to have an awareness of and comply with OSHA Regulations. | |

Quotes for repair will be handled seperately | |
| Is there any previous information, details or specifications available on any or all of the equipment and roof/ceiling mounted anchors? Is there a previous report(s) on all the equipment? | We have previous inspection reports available. | |
| Are there any previous certification or installation plans or documentation that can be provided? | No | |
| Are there any maps or design layouts or images or other diagrams of the roof/ceiling mounted systems? | No | |
| The task descriptions state that you are looking to 'test' and 're-certify' the fall protection systems. There are typical OSHA standards for load testing certain items in the equipment list, however, we would ideally need more info the the types of the following: | ||
| • | 9000ft of horizontal cable lifeline with ends/intermediate anchors - What type of system is this? Are there current images of this system available? Are the end anchors and the intermediate guide brackets rigid stanchion anchors? Certain types of these types of anchors can be tested, and others can not. | |
| • | 10 Ceiling mounted anchors - What type of anchors are these? Are there any specs or details on these anchors? What type of system is this? Are there current images of this system available? | |
| • | 200 Roof mounted anchors - What type of anchors are these? Are there any specs or details on these anchors? Are there current images of this system available? Depending on the type/style of these anchors, they may require a load test for certification followed by 9 annual visual inspections before the next load test per OSHA. | Equipment will be available for review during walk through |
| If load testing and certification/recertification is necessary, it could be quite challenging in order to turnaround a comprehensive report with certifications in two weeks, at least in Year 1. Is there any flexibility here? The subsequent Years 2-5, we would not need load testing, and the report would be more doable within the two week requirement. | We can be flexible in year 1 with the timeliness of the report if necessary. | |
| We are missing the OSHA 510 Standards for Construction. As construction season is in full swing, it is highly unlikely that we will get this qualification by the deadline of July 9th. Can we go ahead and submit the quote knowing that we can take and pass the course in the next couple of months. I know some solicitations allow for an "intent to bid," just did not know if it was an option. | OSHA 510 Standards for Construction is a technical requirement and must be met at the time of proposal submission to be considered for evaluation. | |
| Approx. how much time should contractors budget for background checks? | A LAR Package for access of more than a day (Will be provided to Awardee), we ask for 10 days, however we have seen some be complete in 3-5 days if there isn’t lot to process. Background checks for site access (day visit) we a lot 2-days for the access to be processed. | |
| Will contractors be escorted? | Yes | |
| Are the OSHA 10/30 and 510 certifications required for all staff on site or just the Qualified Person? | All staff | |
| Can you provide any existing documentation for the permanent fall protection systems? | We have previous inspection reports available. | |
| Can you provide previous certification paperwork for the permanent fall protection systems? | We have previous inspection reports available. | |
| Can you provide any photos of the existing permanent fall protection systems? | No, but we will have a walk through | |
| Approximately how many permanent fall protection systems are on each building? | It varies from building to building. That information can be reviewed on the previous inspection sheets and observed during walk-through |
