August 30, 2023
Q: Can the government confirm this is a material only contract?
A: This is a material only contract. There is no installation requested in this IDIQ.
Q: Does the government have a historical level of effort or is there an anticipated level of effort for program managers, customer service POC, and technical support? Doe these coasts need to be built into the indirect or separate labor categories.
A: There is no historical level of effort however the goal of these roles is to have a POC or select few POC’s that will work with this contract. There is no expectation that these POC’s only work on this effort and all costs should be included in the indirect costs. There are no billed labor categories for this effort.
Q: Will there be a follow-up contract for installation?
A: There are currently no follow-up contracts anticipated.
Q: Are we able to submit the Past Performance Questionnaire to our other commodity customers?
A: Please make every effort to provide PPQ’s that are of similar scope, magnitude, and complexity of the solicitation. If not possible, the government will consider PPQ’s submitted that meet one of either magnitude or scope. The Government also reserves the right to utilize
Government supplied information as outline in L.5.3.
Q: If utilizing a subcontractor to support our efforts. Shall our subcontractor also submit a Past
Performance Document? If so, will this complete the requirement for a total of two?
A: PPQ’s are not required for subcontractors however would be considered if submitted. This would not alter the requirement of two for the Prime.
Q: Since specific locations are unknown at this time, it is very challenging to determine shipping costs. In order to keep equipment prices down, we would request that the Delivery terms be changed to F.O.B. Origin. This is particularly important for the four OCONUS locations.
A: This section remains the same. The most frequent OCONUS locations are Alaska, Hawaii, and Puerto Rico.
Q: C.2 SCOPE, 2.2 vs C.5 Authorized Buyers: C.2 SCOPE, 2.2 states the FBI is the only agency authorized to place orders against this contract, however, in C.5 AUTHORIZED BUYERS it states: Authorized Buyers include Department of Justice (DOJ) agency components. DOJ components (not including FBI) shall contact the Contracting Officer for authorization prior to placing an order. Will other DOJ components, (i.e. DEA, USMS, ATF, etc.) be allowed to order against this contract with the FBI’s approval?
A: Yes, other DOJ components will have the ability to place orders provided FBI approval.
These orders will count towards the intended ceiling value.
Q: Regarding G.5, would we be allowed to charge a credit card processing fee? These fees, if not accounted for, are taxing on a WOSB and are always increasing.
A: Credit Card processing fees are allowable but are not to exceed 3% of the total transaction amount. Credit card fees shall be listed as a separate line item on credit card invoices.
