About this file
This document contains questions from an offeror and responses from the government regarding a solicitation for up-armored vehicles. The solicitation seeks quotes to purchase three up-armored vehicles with available modifications for use outside of the United States by the Federal Bureau of Investigation. Quotes are due by May 18, 2023 and all questions must be submitted by May 9, 2023. The vehicles could have different models for Mexico versus the two units for San Diego, and the vehicles for San Diego could be purchased in the company's name and then resold to the Department of Justice. The government would take title to all vehicles upon acceptance. The cargo compartment of all vehicles must be fully armored to level B6+ including a rear barn door. A bumper-to-bumper warranty would be provided for five years, jointly with dealers in the US and solely by the contractor in Mexico. The front windows must lower the driver's window up to 90% and passenger window 5% at a minimum, though the exact requirement should be confirmed.

| Offeror Question | USG response | |
| 1 | Could the model for Mexico be different from those destined to San Diego. Example, the vehicle in Mexico would be a Tahoe High Country and the 2 Units for San Diego would be GMC Yukon Denali or recommended model. | |
| 2 | Can the vehicles destined for San Diego be purchased in the Company name and then resold to the DOJ/FBI in San Diego or do they need to be titled directly in the name of the DOJ/purchased in the U.S. | The vehicles should be delivered to the USG in new conditions with the modifications clearly defined in the solicitation package at which point title will transfer to DOJ/FBI upon inspection and acceptance. |
| 3 | On the other hand, can the three vehicles be purchased in Mexico and would the U. Government assist with the importing the 2 vehicles for San Diego jointly with TPS. In this case, all vehicles are still originally manufactured in the U.S., so they are compliant with SS Federal Standards | No |
| 4 | In accordance with (U)General Requirements, the entire cargo compartment must be armored in level B6+ which will require the installation of a Barn door at the interior of the tailgate. Is this acceptable. | |
| 5 | The Bumper-to-Bumper option for 5 years in the U.S. would be jointly between the GMC Dealer for the OEM issues and Contractor issues and in Mexico, Contractor would be responsible for a Bumper-to-Bumper warranty for the full 5 years as required by the FBI. Is this acceptable. | |
| 6 | Concerning the front windows capability, if Contractor standard is to lower the Driver’s window up to 90% and the passenger window by 5”. Please advise us if this is acceptable or inform us what your exact requirement is to make sure we can comply. |
