G.2 INVOICE REQUIREMENTS

G.2.1 Current Invoicing Requirements - Invoice Processing Platform (IPP)

The Federal Bureau of Investigation (FBI) requires vendors to submit invoices and supporting documentation electronically through the Invoice Processing Platform (IPP).

IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s

Bureau of the Fiscal Service (Treasury) in partnership with the Federal Reserve Bank of St. Louis (FRSTL).

IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. To learn more about IPP, please visit IPP.gov.

mailto:meagrinzoni@fbi.gov http://www.ipp.gov/

The following sections provide important information regarding FBI’s electronic invoicing requirements.

Invoice Submission

Vendors are required to create and submit electronic invoices using the IPP system. Invoices submitted by email will not be accepted. This requirement applies immediately upon contract award.

Obtaining Access to IPP (Registered Vendors)

If your company is already registered in IPP, you will not be required to re-register. Please contact your organization’s IPP account administrator so that he/she may add you as an additional user to your company’s vendor profile.

Obtaining Access to IPP (Unregistered Vendors)

If your company is not already registered in IPP, you will need to provide the FBI with a point of contact to serve as your IPP administrator. This individual will be responsible for initial account registration as well as creating and managing your company’s IPP users and permissions. Once the requested point of contact’s information has been received, the FBI will submit a request to begin the enrollment process.

The POC will receive two emails from IPP Customer Support:

• The first email contains the initial administrative IPP User ID

• The second email, sent within 24 hours of receipt of the first email, contains a temporary password.

• You must log in with the temporary password within 30 days

Registration is complete when the initial administrative user logs into the IPP web site with the User

ID and password provided and accepts the rules of behavior. Additional user accounts, including administrators, can be created after initial login.

Until further notice, point of contact information pertaining to who will serve as your company’s

IPP administrator should be forwarded to Keenan Robinson (krobinson2@fbi.gov) and Jimmy

Riffle (jdriffle@fbi.gov). Please include the following contact information:

• Full name

• Email address

• Phone number

• Title

Training

Vendor training materials, including a first-time login tutorial, are available on the IPP.gov website.

Once you have logged in to the IPP application, you will have access to user guides that provide step-by-step instructions for all IPP capabilities ranging from creating and submitting an invoice to setting up email notifications. Live webinars are held monthly and provide a great opportunity to learn the basics of the system. Individuals within your company responsible for submitting invoices should review these materials upon receipt of this notification.

Additional Support

Phone support for IPP is available Monday through Friday from 8:00 am to 6:00 pm ET: (866) 973-

3131. The IPP Customer Support team is available during this time to provide user assistance and to answer any questions related to the IPP application. Questions about the IPP application can also be emailed to IPPCustomerSupport@fiscal.treasury.gov.

Award Management (SAM). Effective July 29, 2012, all vendors shall be registered SAM to receive government contracts. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information effective

10/1/13. It is the Contractor’s responsibility to ensure that company information in SAM is current, accurate, and complete in SAM. This information includes TIN, EFT, DUNS, addresses, and contact information. The EFT banking information on file in SAM will be the information the FBI uses to processes payment with vendors doing business with the FBI.

If the Contractor does not maintain an active registration in SAM payments will be held until registration is reactivated. The FBI is not responsible for prompt payment penalties or delays in payment processing due to inaccurate or outdated information in SAM.

G.4 Small Business Accelerated Payment

FBI 52.218-1000 (PGD-07-12) – Maintaining Contractor Performance During a Pandemic

Continuing Contract Performance During a Pandemic Influenza or other National Emergency

During a Pandemic or other emergency, we understand that our contractor workforce will experience the same high levels of absenteeism as our federal employees. Although the Excusable

Delays and Termination for Default clauses used in government contracts list epidemics and quarantine restrictions among the reasons to excuse delays in contract performance, we expect our contractors to make a reasonable effort to keep performance at an acceptable level during emergency periods.

The Office of Personnel Management (OPM) has provided guidance to federal managers and employees on the kinds of actions to be taken to ensure the continuity of operations during emergency periods. This guidance is also applicable to our contract workforce. Contractors are expected to have reasonable policies in place for continuing work performance, particularly those performing mission critical services, during a pandemic influenza or other emergency situation.

The types of actions a federal contractor should reasonably take to help ensure performance are:

Encourage employees to get inoculations or follow other preventive measures as advised by the public health service. Contractors should cross-train workers as backup for all positions performing critical services. This is particularly important for work such as guard services where telework is not an option. Implement telework to the greatest extent possible in the workgroup so systems are in place to support successful remote work in an emergency.

Communicate expectations to all employees regarding their roles and responsibilities in relation to remote work in the event of a pandemic health crisis or other emergency. Establish communication processes to notify employees of activation of this plan.

Integrate pandemic health crisis response expectations into telework agreements with the employee, assess requirements for working at home (supplies and equipment needed for an extended telework period). Security concerns should be considered in making equipment choices;

agencies or contractors may wish to avoid use of employees' personal computers and provide them with PCs or laptops as appropriate. Determine how all employees who may telework will communicate with one another and with management to accomplish work. Practice telework regularly to ensure effectiveness.

Make it clear that in emergency situations, employees must perform all duties assigned by management, even if they are outside usual or customary duties. Identify how time and attendance will be maintained. It is the contractor's responsibility to advise the government contracting officer if they anticipate not being able to perform and to work with the Department to fill gaps as necessary. This means direct communication with the contracting officer or in his/her absence, another responsible person in the contracting office via telephone or email messages acknowledging the contractor’s notification.

The incumbent contractor is responsible for assisting the Department in estimating the adverse impacts of nonperformance and to work diligently with the Department to develop a strategy for maintaining the continuity of operations.

SECTION M – EVALUATION FACTORS FOR AWARD

1.0 SOURCE SELECTION

1.1 BASIS FOR CONTRACT AWARD

This is a best value source selection conducted in accordance with Federal Acquisition

Regulation (FAR) Part 12.6. The Government will select the best overall offer, based upon an integrated assessment of Management Approach, Technical Capability, Past

Performance/Experience, Small Business Participation, OCI, Price, and Contractual

Documentation factors. A contract may be awarded to the offeror who is deemed responsible in accordance with the FAR, whose proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the “Instructions, Conditions, and Notices to Offerors or Respondents” section of this solicitation) and is judged, based on the evaluation factors to represent the best value to the

Government. The Government seeks to award to the offeror who gives the Government the greatest confidence that it will best meet, or exceed, the requirements. This may result in an award to a higher rated, higher priced offeror, where the decision is consistent with the evaluation factors and the Source Selection Authority (SSA) reasonably determines that the overall business approach and/or technical superiority of the higher price offeror outweighs the price difference. The SSA will base the source selection decision on an integrated assessment of proposals against all source selection criteria in the solicitation (described below). While the Government source selection evaluation team and the SSA will strive for maximum objectivity, the source selection process, by its nature, is subjective and, therefore, professional judgment is implicit throughout the entire process.

1.2 NUMBER OF CONTRACTS TO BE AWARDED

The Government intends to award one Stand Alone, Firm Fixed Price per assessment contract for HRD Pre-Employment Psychological Assessments. This contract is for one (1) base year plus four (4) option years.

1.3 OPTIONS

(a) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful Quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the

Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

2.0 EVALUATION FACTORS

52.212-2 -- Evaluation -- Commercial Items (Oct 2014)

The Government will award a contract resulting from this solicitation to the responsible Quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1: Management Approach

Factor 2: Technical Capability

Factor 3: Past Performance/ Experience

Factor 4: Small Business Participation

Factor 5: Organizational Conflict of Interest

Factor 6: Price

Factor 7: Contractual Documents

2.1 RELATIVE IMPORTANCE OF FACTORS AND SUBFACTORS

The relative importance of each factor and subfactor is as follows:

Four areas will be evaluated: Management Approach, Technical Approach, Past

Performance/Experience, and Cost/Price. The Management Approach is the most important factor. The Technical Capability factor is the second most important factor and Past Performance is the third most important factor. Each of those factors, individually and combined, are more important than Price. Price will become more important as these three areas become equal. As the evaluated merit of the competing quotes becomes more equal under the non-price evaluation factors, price becomes more important in the selection and could be the deciding factor for award.

Small Business Participation, OCI, and Contractual Documentation will be rated on an

Acceptable/Unacceptable rating. Any Quote with an unacceptable Small Business Participation, OCI plan, or Contractual Documentation may be deemed ineligible for award.

2.2 FACTOR 1: MANAGMENT APPROACH

The Management Approach will be evaluated as to the Offeror’s ability to staff and manage all fifty – six (56) Field Office locations with high competent, licensed, and credentialed

Contracted Assessor(s) and then maintain full coverage as determined in the Statement of

Work for all fifty – six (56) locations with minimal disruption in service. The Management

Approach will be evaluated in terms of an Offeror’s ability to direct and control all aspects of performance, cost, and maintain highly qualified staffing to ensure no lapse in services.

The evaluation will include an assessment of the resumes of the Offeror’s proposed lead

Program Manager and Clinical Program Lead for the effort. These two key personnel will be evaluated based upon individual appropriate work experience; professional education;

certifications as required in the Statement of Work; and demonstrated successful expertise performing their role on projects of similar scope and complexity. The proposed Program

Manager and Clinical Program Lead’s resumes should highlight the required qualifications for these key personnel as stated in the Statement of Work.

2.3 FACTOR 2: TECHNICAL CAPABILITY
