| 22 | FBI Managed Portal | 3.1.3 | Is there a system-to-system interface for uploading results to the FBI portal or is done by logging into the portal and uploading individual files? If there is an interface please provide further information. |
| 23 | Cancel, No Show, and Reschedules | 3.2.1 | Request additional information on cancelled, now show and request for rescheduled appointments. Such as how many reschedules are permitted by the applicant and how are the scheduling timelines impacted (e.g. restart with a reschedule process). |
24 Hourly Rate Compensation 3.5(c) Draft RFP states Contracted Assessors will be available for consultation and “compensation will be at the hourly rate established by the B-Tables for each FO.” We assume the B-Tables referenced is the Attachment C_EPW file. Is this correct? If not please clarify.
| Attachment C_EPW spreadsheet does not contain any input for hourly rates as we are anticipating a firm fixed price “per assessment.” Please advise where hourly rates are to be entered (e.g. additional CLIN). | |||
| 25 | Contracted Assessors Orientation | 3.7 | Contracted Assessors are to participate in an orientation/instruction for a maximum twenty-four (24) hours prior to conducting interviews. And also for refresher training, if required “also at Government expense.” It is assumed that Contracted Assessors will be reimbursed for their orientation time at the hourly rate mentioned in Section 3.5(c). Is this correct? If not please clarify. Please advise where hourly rates are to be entered (e.g. additional CLIN). |
| 26 | Contracted Assessors Orientation | 3.7 | Please identify who at FBI will be conducting Contracted Assessor orientation/instruction sessions, e.g. COR, medical officer, etc. |
| 27 | Contracted Assessors Orientation | 3.7 | Are the “over more than 3 calendar days” for the orientation delivered in sequence or is there a break in-between the days? |
| 28 | Phased Roll-Out | 3.7 | The draft RFP states that the FBI is anticipating a phased roll-out to ensure success of the portal, the procedures, and reporting process. Is there a target for the overall duration of the phased roll-out? |
| 29 | Background Investigation | 5.1 | Can staff and Contracted Assessors start work while the LAR is in process? |
| 30 | Background Investigation | 5.1 | What is the typical duration for completing a LAR? |
| 31 | FBI Owned and Managed System Requirements | 5.2 | Please clarify the duration and method of delivery for the Computer Security Awareness and Policy Briefing and the security application training. Are these included in the Contracted Assessor orientation training? |

| 32 | Spreadsheet | N/A | Cells F6, H6, J6, and L6 each have “Base Year – Exam Rate (Per Assessments)” for Option Years 1 – 4. We assume these were copied into the cells in error and should reflect Option Year 1 – Exam Rate, Option Year 2 – Exam Rate, etc. Is this correct? If not please clarify. |
| 33 | Spreadsheet | Draft RFP Section 3.5(c) | It is assumed that the Government is anticipating a firm fixed price for each Exam Rate (columns D, F, H, J and L). Will this be awarded as an IDIQ? If so, what is the minimum? The draft RFP makes reference to allowing for hourly rates in the “B-Tables” (reference Draft RFP Section 3.5(c)). Please confirm that offerors are to submit a firm fixed price for each Exam/Assessment in Attachment C spreadsheet. If a firm fixed price is not the Government’s intention please edit the column headers and identify the appropriate rate method required (e.g. hourly rate). |
| 34 | Spreadsheet | N/A | It is assumed that an offeror may submit differing firm fixed prices for each Field Office location versus one rate for all locations each year. Is this correct? If not please clarify. |

| 35 | File Format | N/A | It is our assumption that the PDF file format of the Attachment can be converted to MS Word file format for ease of completion and submitted in this file format. Is this assumption correct? If not, please clarify. Alternatively, request a copy in MS Word file format with the final RFP. |

1. Would it be permissible to substitute the identified assessments listed within the Scope of Work with other validated measures that similarly measure the desired constructs; specifically, the 16pf Protective Services Report (PSR), which is a normal personality assessment that has been validated specifically for use in law enforcement selection -AND/OR- the 16pf/PEPQ Protective Services Report Plus (PSR+), which builds upon the PSR with pathology content similar to the MMPI-2-RF and PAI?
2. With regard to the following statement in the RFP, “Virtual interviewing capabilities in lieu of face – to – face interviewing is temporarily permitted due to the current state of the ongoing COVID-19 pandemic but is subject to immediate removal upon written notice from the Government,” if clearly articulated in the RFP submission, would the FBI be willing to agree to the utilization of telepsychology services beyond the pandemic safety restrictions timeframe to serve as a permanent solution assuming such services meet relevant best practice guidelines, licensing and security regulations and any other applicable legal requirements?

| 1. Is this a new requirement? If not, who's the incumbent? |
| 2. On Section 2.0 it states "using an FBI Enterprise Communications platform," Does this platform allow for case management (where clinical lead/supervisors could monitor status, contracted assessor, time frame in scheduling, reports, assessment completion, etc)? |
| 3. 3.1.1 Scheduling Tasks: it states that the contractor will receive a formal email form the PSP that an Applicant has been authorized to have an assessment. Is this a list of all applicants or there will be an email for each Applicant authorized? |
| 4. Section 3.1.2 Testing Tasks: It states the CA assemble the test package...Is this package electronic or paper? Do you currently do group testing? Do you currently use paper and pencil for testing or laptops? If testing is done with large groups (in some areas) does same day interview still apply? |
| 5. Section 3.1.2 Interviewing Tasks: Has the government considered adding the standardized PsyQ to testing tasks in lieu of an extensive same-day interview? For example, Applicants who do not trigger potential disqualifiers on the PsyQ will have a much shorter interview than those who do. |
| 6. Would you provide a de-identified PERS sample report? |
| 7. What's the "no show/cancellation" rate on average? |
| 8. Is there an onboarding process in place (or thought out) for CA with LAR and Orientation (as contractors may come and go). |
| 9. Does the CA report completion directly to the FO PSP, or is there a process to alert Prime Contractor to review work for quality checks before final completion. |
| 10. Does the government expect the Clinical Lead to oversee every assessment or should the contractor have a team in place to supervise a specific number of assessments / or a region. |
