1.0 SERVICES
1.1 General Description
Federal Bureau of Investigation (FBI), Language Testing and Assessment Unit (LTAU) has a requirement for the development of translation exams. The FBI administers the translation exam tests as part of an applicant qualification process for translator positions. The utilization of
Blanket Purchase Agreements (BPAs) will provide LTAU a contracting vehicle to award individual BPA calls that can be placed for a full range of language translation exam development services that when delivered to the FBI will become part of the test battery used to accurately assess the language abilities of applicants for translator positions. These BPAs will provide a qualified Project Manager and language Subject Matter Experts (SMEs) with firm fixed-priced labor categories and rates.
2.0 STATEMENT OF WORK
See Attachment A - Statement of Work (SOW), Translation Exam Development.
2.1 Scope of Work
Work is to be performed in accordance with Attachment A - SOW.
Small business vendors shall submit responses to the Request for Quotation (RFQ) through
Federal Business Opportunities (FBO). An award letter and BPA (terms and conditions) will be issued to each BPA holder awardee. As language related services are required for specific projects in each area, BPA calls will be issued to individual vendor awardee. Each BPA will be established for a period of one (1) base year and four (4) option years.
The BPA calls to be issued under each BPA will be based on scope of work defining specific requirements. The BPAs will establish firm-fixed price rates for each completed language test.
BPA holders will use the direct labor costs for all labor categories used in the development as well as well as any indirect costs to quote an order request/call that will be captured and tracked.
It is estimated that the total dollar value will be $534,937 dollars associated with all BPAs issued during all five (5) years of performance.
However, it is emphasized that there are no intended or implied guarantees regarding the
Government’s usage of this vehicle. The BPAs established as a result of this RFQ do not obligate any Government funds. There will not be any travel required under the BPAs.
The overall objective of this initiative is that test exam delivered to the FBI will become part of the test battery used to accurately assess the language abilities of applicants for translator positions.
