About this file
This pre-solicitation notice is for a cafeteria and food services contract for the FBI's Criminal Justice Information Services (CJIS) Division campus in Clarksburg, West Virginia. The anticipated single-award, firm-fixed-price contract will have a base period of one year with four one-year option periods. It is a total small business set-aside subject to Randolph-Sheppard Act requirements, with an estimated annual sales range of $1.8M-$2.1M. The contract structure is unique in that no direct payment will be made by the government; instead, the selected vendor will operate food services, retain proceeds from food sales, and be responsible for maintaining server spaces in two campus locations: the CJIS Main Building (8,200 sq. ft.) and the Biometrics Technology Center (11,200 sq. ft.).
The contractor will provide freshly prepared, nutritious food and beverage options for approximately 3,700 personnel operating 24/7/365, including accommodations for dietary restrictions. Responsibilities include staffing, operations, FDA food code compliance, and bio-based product requirements. The government encourages innovative approaches to increase cafeteria usage. A formal solicitation is expected to be issued on or about November 17, 2025, and interested vendors should monitor SAM.gov for updates. Peak usage is during lunch hours (10:45 AM–2:00 PM), with average monthly gross sales projected between $152,000-$178,000.
