About this file
This document is Amendment 0001 to solicitation 15DDHQ26Q00000156, issued by the Drug Enforcement Administration (DEA) Office of Acquisition on August 3, 2026, with an original solicitation date of July 17, 2026. The amendment addresses responses to 18 questions raised by prospective quoters and makes revisions to specific sections of the Blanket Purchase Agreement (BPA) for single and dual axle enclosed trailers.
The solicitation seeks quotations for four configurations of enclosed trailers (CLINs 0001-0004) with five annual evaluation units over a five-year term including one base year and four option years. Key amendments include: (1) clarification that the five units represent total trailers across all configurations for evaluation purposes only, not minimum orders; (2) revision to Section 3.17 Purchase Limitation establishing that the Government estimates but does not guarantee a dollar volume of purchases ($TBD upon award) with no minimum guaranteed amount; (3) incorporation of FAR Clause 52.219-33 (Nonmanufacturer Rule, September 2021), permitting small-business nonmanufacturers and dealers to submit quotations offering domestically manufactured trailers; and (4) clarification that the maximum delivery period is 90 calendar days from call order issuance. Technical evaluation will assess quoters on capability to meet specification requirements and lead times not exceeding 90 days, as well as past performance history from the preceding three years. Freight and off-loading costs must be included in unit pricing. CLINs 0003 and 0004 must feature black exterior walls and roofs. Government source inspections are required for first production, with 30 days' advance notice required for scheduling. No additional questions will be accepted after this amendment.

The Government estimates but does not guarantee, that the volume of purchases through this BPA will be ($TBD upon award) over the term of the BPA. This is not a maximum ceiling amount. There is no minimum guaranteed amount, quantity, or initial order quantity.
The Government is obligated only to the extent of authorized purchases actually ordered under this BPA. For additional information on the purchase limitations of this BPA see
FAR 12.201.
3.18 CALL ORDER CLOSEOUT
To ensure and provide for the timely administration of the BPA and the prudent use and conservation of Government funds, the Contracting Officer anticipates the close out of Call orders associated with this contractual effort to occur promptly after all deliverables required by the contract are delivered and accepted. It is the Government’s intent to close out Call orders issued under this contract within sixty (60) days from the date that the deliverable has been received and accepted and to, thereafter, de-obligate any excess funding remaining on the contract. In furtherance of the Government’s efforts, the Contractor must ensure that every effort is made to ensure the submission of invoices, and any associated documentation or information as may be appropriate or required. Moreover, the Contractor agrees to cooperate fully and promptly with the efforts of the Contracting Office in response to requests for information and data related to invoice payments. When the Government’s resources do not permit the administrative close out of a Call order within sixty (60) days, the Contractor’s duties and responsibilities under this provision must not be waived or lessened.
FACTOR 1 – Technical Capability/Acceptability
a) The Quoter must demonstrate its ability to conform to the requirements in the solicitation.
The Quoter must meet or exceed the specification requirements as outlined in the solicitation.
b) The Quoter must demonstrate its ability to provide Lead times for delivery of all products from receipt of funded BPA call (shipping and handling). If products are subject to back order, provide opportunities for improving lead times not to exceed 90 calendar days.

The Quoter(s) must provide a list of up to three (3) successful contracts with past performance history from the past three (3) years that are representative of the Offeror's capability to provide products with similar scope, magnitude, and complexity to that stated in the RFQ.
The Quoter must provide sufficient information in writing to facilitate the Government’s considerations of this factor. Contracts listed may include those entered into with the Federal Government, agencies of state and local Governments, and commercial customers. Include the following information for each contract:
• Name, address, telephone number of each contracting organization/customer and name and facsimile and telephone number of the Project Officer and Contracting Officer;
• Contract numbers, types and total contract dollar values;
• Periods of performance including the original planned completion date and actual completion date with an explanation for any variance;
• Discussion of the similarities and differences between this proposed effort and the specifications of those contracts; and
• A brief description of the expectations and scopes of each of the contracts.
The Government may supplement the information provided by the Quoter with information the Government obtains through reference checks, its own knowledge/experience, and/or from other sources. These sources may include, but not necessarily be limited to, other Government contracting offices and Performance Assessment Reporting System (CPARS), FAPIIS, etc. Past performance will be a subjective assessment based upon all relevant facts and circumstances including contract past performance for smaller requirements.
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
6.2 52.217-5 Evaluation of Options (AUG 2025) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total bottom line price for all options to the total price for the basic requirement.
Evaluation of options will not obligate the Government to exercise the option(s).
(End of provision)
6.3 Technical Rating Evaluation Process
Technical Rating Evaluation Process. The technical rating reflects the degree to which the proposed approach meets or does not meet the minimum performance or capability requirements through an assessment of Pass or Fail of a quotation.
Factor 1 will assess the following Confidence Rating Technique listed in the table shown below:
Pass The Quotation meets or exceeds the requirements of the solicitation.
Fail The Quotation does not meet the requirements of the solicitation.
Factors 2 will assess the following ratings listed in the table shown below:
Acceptable The Quoter’s submission demonstrates same/similar requirement, and will be successful in performing the contract.
Neutral The Quoter’s submission of past performance record is neither recent nor relevant and does not count favorably nor unfavorably.
Unacceptable The Quoter’s submission does not demonstrate same/similar requirement, and will not be successful in performing the contract.
6.4 EVALUATION OF TECHNICAL QUOTATIONS (VOLUME I)
The Government will assess the Quoter’s level of confidence – High, Some, and Low, based on evaluating the Quoters expectations of success for Technical Factor 1.
Factor 1 Technical Capability:
a) The Government will assess its level of confidence in the Quoter’s ability to fully comply with the Government’s expressed technical specification requirements as stated in the solicitation.
b) The Government will assess its level of confidence in the Quoter’s ability to offer lead times for delivery of all products from receipt of funded BPA call (shipping and handling) and provide opportunities for improving lead times if products are subject to back order not to exceed 90 calendar days.
