About this file
This is a Request for Quotation (RFQ) for a Blanket Purchase Agreement (BPA) issued by the Drug Enforcement Administration (DEA) Office of Acquisition for enclosed trailers to support the DEA Authorized Central Storage (ACS) Program. The solicitation number is 15DDHQ26Q00000156, with an offer due date of August 17, 2026, at 10:00 AM ET. This is a 100% Total Small Business set-aside under NAICS code 336212 (Truck Trailer Manufacturing) with a size standard of 1,000 employees. The government anticipates awarding a firm fixed price BPA with a five-year term consisting of a one-year base period (September 25, 2026 – September 24, 2027) plus four optional one-year ordering periods. Awards will be made to the responsible quoter with the lowest evaluated price that is technically acceptable using a Lowest Price Technically Acceptable (LPTA) best value process.
The solicitation requires quotations for four line items: 10-foot single axle enclosed trailers in white and black, and 10-foot dual axle enclosed trailers in white and black. All trailers must be fully assembled, built to detailed specifications, and include shipping/handling with all-inclusive delivery to the continental United States using forklift, crane, or rollback truck. Trailers must be equipped with specific features including LED lighting, traffic advisors, warning lights, weatherproofed construction, E-track systems, chemical-resistant liners, and DOT-compliant electrical systems. Quoters must provide three volumes: Volume I (Technical Quotation addressing technical capability and past performance), and Volume II (Price Quotation with completed SF-1449 and pricing table). Quotations must be submitted electronically to FACN.PROPOSAL.SUBMISSION@dea.gov and must not exceed 50 MB. The evaluation will assess technical capability (pass/fail), past performance from the last three years (acceptable/neutral/unacceptable), and price. First production trailers require government inspection at the contractor's facility, and all completed trailers must undergo source inspection prior to shipment. Questions must be submitted by July 27, 2026, at 10:00 AM ET in .XLS or .XLSX format.

SECTION 3
Blanket Purchase Agreement (BPA) Terms and Conditions
3.0 BACKGROUND
The DEA ACS Program was initiated in 2003 to allow state law enforcement to expedite the removal of seized chemicals at clandestine drug laboratories. DEA provides the start-up funds to state agencies selected to participate in this program. These funds cover the cost for storage enclosed trailers, training, supplies, and equipment. Based on their training, and utilizing appropriate personal protective equipment, participating law enforcement personnel are responsible for:
• Characterizing and identifying seized chemicals according to federal and state environmental regulations;
• Packaging, marking and labeling all waste removed from an illicit hazardous environment site;
• Transporting waste removed from an illicit hazardous environment site directly to an ACS site and;
• Compliance with all federal and state regulatory requirements when storing the waste at an ACS site.
The ACS program offers a solution to the difficulty and cost of managing and disposing of hazardous waste found, seized, and removed from an illicit hazardous environment. Law enforcement officers characterize, segregate, package, and transport such hazardous waste from an illicit hazardous environment site to various state-authorized collection stations, which are located throughout the individual states. The individual states require several collection stations for temporary storage of hazardous waste. The hazardous waste will be stored in the collection stations until such time as DEA's Contractors are dispatched to the collection stations to pick up, remove, and properly dispose of the hazardous waste. This BPA establishes an acquisition method for ACS program participants to purchase enclosed trailers to be used in the removal and transportation of hazardous waste from an illicit hazardous environment.
3.1 DESCRIPTION OF AGREEMENT
This is a Blanket Purchase Agreement (BPA) between the Drug Enforcement Administration (DEA) and _________________________________ for the purchase of enclosed trailers in support of DEA Authorized Central Storage (ACS) Program.

b) The quotations will be evaluated against the evaluation factors in this RFQ.
c) All quotes found to be in compliance with the solicitation requirements will be subjected to a technical and cost/price evaluation. Each Quoter’s quotation will be evaluated against the following Factors: Factor 1: Technical Capability; Factor 2: Past Performance; and Factor 3: Price. Cost/Price will be evaluated pursuant to FAR 15.103-2.
d) The Government will determine lowest evaluated price based on the bottom line grand total price derived from the evaluated quotations, which includes unit pricing from the Quoters’ quoted unit prices provided for each item within the Line Item Pricing in section 1 of this solicitation. Additionally, the Government will ensure reasonableness by comparing quoted pricing to the IGCE and market research.
e) This award is not exclusive or intended as a requirements contract. After award of a BPA to one vendor, the Government intends to procure the requirements described to the BPA awardee without further competition, using simplified BPA calls whenever it is in the best interest of the Government.

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
