About this file
This is a Question and Answer document for RFP #15DDHQ25R00000017 issued by the DEA for Chemical and Hazardous Waste Collection, Transportation and Disposal Services. The document addresses 30 questions posed by potential offerors regarding the solicitation requirements and contract terms.
The Government intends to award seven individual five-year firm fixed-price IDIQ contracts across seven geographic regions: Gulf Coast, Mid-Atlantic, Mid-Continental, New England, Pacific Coast, Rocky Mountain, and South Central. Offerors may bid on one, several, or all seven regions, with each region requiring separate pricing sheets for designated areas within that region. Multiple contractors will be selected to ensure comprehensive coverage and competitive pricing within each region. The proposal submission deadline was extended to April 17, 2026. This is a re-compete of existing IDIQ contracts with previous award numbers 15DDHQ20D00000005 through 15DDHQ20D00000011. Small containers are defined as ≤5 gallons, and large containers as >5 gallons. Offerors must submit up to three relevant service contracts from the past five years with technical points of contact for verification; commercial contracts are considered relevant for past performance. Contractor personnel undergo non-sensitive low-risk vetting through the NBIS eAPP system conducted by the Office of Security Programs. Common invoice deficiency issues involved misuse of CLINs or manifest discrepancies, though all invoices were resolved and paid in full. The requested historical data regarding container size percentages, controlled substance disposal weights, and remote shipment volumes is not available at this time.
