Questions and Answers
1. QUESTION: We have been looking forward to the above listed RFQ since we submitted our white paper to you back in February regarding your RFI on this AR-10 DMO project. With that said, we just wanted to confirm with you as a large business weapons manufacturer, can or cannot team up with one of our small business SIG Authorized Government dealers for this DMO Proposal. Per this section of the RFQ, it does not appear that we can participate:
C.3.5 The Contractor must be the manufacturer of the firearm. Contractor may purchase components for the firearm from other sources; however, the Contractor must be the primary manufacturer of the firearm.
· ANSWER: See section C.3.5 of the revised SOW for clarification. Additionally, FAR 52.219-33 Nonmanufacturer Rule has been added and incorporated into the RFQ. The FAR clause provides a specific definition of “manufacturer” which we must abide by since this procurement is a small business set-aside. Please carefully review the specific definition of “manufacter” in FAR 52.219-33 along with the definitions in 52.219-1 Small Business Program Representations to determine whether or not your business is eligible for participation in this 100% Small Business set-aside procurement.

2. QUESTION: The solicitation states that the rifles used for testing will be returned to all vendors EXCEPT the awardee. The solicitation states "These 5 rifles will remain as assigned property to the awarded vendor and will be returned upon completion of the contract." Does this mean the government will keep them for 5 years on bailment?
ANSWER: Yes, DEA will retain test rifles for the duration of the contract. DEA is willing to adjust the total number of rifles retained to three total.

3. QUESTION: Requirement states that only 3 business days for questions will be allowed on this 111-page doc? Is this accurate?
ANSWER: This question was submitted on 6/23/2025. The RFP was amended to extend the questions close date though 7/25/2025.

4. QUESTION: In accordance for RFQ number: 15DDHQ25R00000015 in section C, page 12 it is stated "The suppressor shall not be comprised of titanium". Does this mean no titanium may be used at all or a certain percentage of the suppressor can be?
ANSWER: DEA is willing to waive the titanium and diameter requirements for the suppressor.

5. QUESTION: Will optics and mounts be something to include in a quote or is the system to only include the rifle and suppressor and other listed items within the contract
ANSWER: No, optics and mounts will be provided by DEA.

6. QUESTION: Section C.3.5. – Global Military Products has a partnering agreement with Colt Canada; would this be acceptable for Global Military Products ( a US Based Defense Contractor) to work share with Colt Canda on this solicitation? Global Military Products is not the manufacturer of the firearm, but has partnered with Colt Canda to bring their battle tested rifles to the USA.
ANSWER: The DEA cannot endorse any specific partnering agreement. In order to be eligible for this procurement, the offeror must qualify as a Small Business concern as defined in the Federal Acquisition Regulation (FAR) and must meet the requirements of FAR 52.219-33 Nonmanufacturer Rule.

7. QUESTION: Section C.4.2.6 – Can the requirement for ambidextrous bolt catch be waived?
ANSWER: No, this requirement will not be waived.

8. QUESTION: Should the soft case be designed to fit inside a hard case with pre-cut foam inserts, or is it acceptable for the soft case to fit without the foam (i.e., with the foam removed)?
ANSWER: The hard and soft cases can be independent of each other.

9. QUESTION: Section C.4.2.9, What is the desired color of the rifle/submission hardware?
ANSWER: For testing, there is no preference on the color of the hardware.

10. QUESTION: Section C 4.3.3, Will minimum and maximum length of pull be measured at fully extended or fully collapsed lengths, or is the requirement that both measurements are available over the length of travel of the stock?
ANSWER: The minimum length of pull will be measured with the stock completely collapsed and the maximum length of pull will be measured with the stock fully extended.

11. QUESTION: Section C 4.4.2 , A muzzle thread pitch with wider diameter i.e. ¾-24 has been show to provide increased support of the bore, improving barrel life and performance when at elevated temperatures with an attached suppressor. Will a submission be disqualified from consideration if rifles are submitted with a thread pitch other than 5/8-24, even if the offeror can provide an array of muzzle and suppressor-compatible muzzle devices?
ANSWER: The thread pitch requirement will remain as stated in the RFP.

12. QUESTION: Section C 4.6.6, If a suppressor cover requires an attachment system with a suppressor latch at or slightly above 1.75 will that disqualify the submission?
ANSWER: No, that is permissible. The suppressor diameter requirement has been waived.

13. QUESTION: Section, C 4.1.1 Upon initial review of industry leading soft sided carrying cases there are no factory options that will fulfill the outlined specifications. Is there a known source for a compliant product?
ANSWER: No, there is not a known source. A submission will not be disqualified due to the rifle case. The case is an accessory and not the focus of this RFP.

14. QUESTION: Section 6, Phase II, Factor 2 Suppressor decibel reduction as described in this section allows for a manufacturer to artificially gain more points by providing a louder than normal muzzle device in order to gain a better reduction compared to the inferior muzzle device. Would it be possible for the desired sound pressure levels to be expressed in absolute terms rather than being based on the delta between variable muzzle devices and their suppressors?
ANSWER: The test will be conducted as stated in the RFP.

15. QUESTION: Section 6, Phase II, Factor 4 What if any fixtures, optics, bipods and rear supports will be used in the accuracy testing?
What sort of environmental conditions (i.e. indoor or outdoor range) will accuracy testing be conducted in?
Will bores be stripped of all copper/fouling prior to accuracy testing?
Will bores be stripped of copper and fouling prior to testing other ammunitions types being tested?
ANSWER:
| A. | Each rifle will have a bag rider attached to the fore-end. The rifle fore-end will be supported in a Seb Neo bench-rest fixture and the toe of the stock will be supported on a bench-rest rear bag. A badger condition 1, 20 MOA scope mount (pn: 154-342) and Nighforce ATACR 4-16x will be mounted to the upper receiver and zeroed on the BRF 50m indoor range. |
| B. | The accuracy testing will be conducted on the BRF 120m indoor range. The range is enclosed, except at the downrange end, and is not subject to wind effects or direct sunlight. Ambient air from outside of the building is circulated through the range from the uprange end to the opening at the downrange end of the range. All weapons will be acclimated to the ambient temperature on the range for a minimum of 20 minutes prior to record firing. |
| C. | Before zeroing, each bore will be cleaned using ThorroFlush Bore Flush and ThorroClean Bore Cleaner (available from BulletCentral.com). A bore guide will be used for every cleaning. |
| D. | Following the first accuracy assessment using Federal 168 grain Gold Medal Match ammunition the bore will again be cleaned using ThorroFlush Bore Flush and ThorroClean Bore Cleaner before the second accuracy assessment using Federal 168 grain Tactical Bonded Tip (TT2) ammunition. |

16. QUESTION: M.3.6 PHASE III, Category 5 What certificates, training or qualifications will be held by those evaluating welds in order to validate their opinion?
ANSWER: M.3.6 Phase III, category 5 is the User assessment. As part of the assessment category 5 is:
Craftsmanship and Appearance - the quality of materials, machining, finish work, and overall attention to detail in the construction of the rifle. This includes consistency of gaps between parts, evenness of finish application, quality of welds, and overall fit and finish.
This is a subjective assessment by each user/assessor as to their perception of the quality of the weapon’s construction. They are being asked to perform a visual inspection of the weapon system, looking for obvious indicators of poor craftsmanship and appearance. , They are looking for obvious gaps, cracks, porosity, etc… in any welds that are part of the construction of the weapon system, which are indicative of a poor quality weld. They are not qualified or certified to ascertain the structural integrity of a weld. This is a laymen user assessment of the appearance of any welds that might be present.
